PLANNING AND ZONING MINUTES
The Planning and Zoning Commission of the City of Schertz convened in
RegularSess10n Wednesday, April 9, 1980, at 7:00 PM, in the Municipal
Complex Small Conference Room, 1400 Live Oak Road. The following
members were present:

#1 CALL TO ORDER
Vice-Chairman Linebarger called the Regular Session to order at 7:00 PM.
112 APPROVAL OF MINUTES - March 25, 1980
Mr. Sharp moved to accept the minutes as written. Mr. Willman seconded
the motion. The motion was carried unanimously.
#3 CONSIDERATION OF THE COMMISSION RULES OF PROCEDURES
Mr. Sharp made a motion to delete from Section 503, Section B the wording, ~
"or recommend approval". With this section amended to approve and pass
the Commission Rules of Procedures. Mr. Willman seconded the motion. The
motion was carried unanimously.
#4 PLANNING SESSION ON LAND USE
Mrs. Lawler moved to table this discussion until such time as Mr. Gilmore
could address the-Planning and Zoning Commission. Mr. Sharp seconded the
motion. Motion carried unanimously.
At this time Vice-Chairman Linebarger r~~ed Mr. Odo Riedel. Mr.
Riedel wished to address the Planning and Zoning Commission on his plans
for apartmen~in Schertz between Pfeil Street and Live Oak Road. Mr.
Riedel presented to Planning and Zoning Commission drawings of the site.
There would be 10 single story apartments built. Each single unit would
have4--one bedroom apartments..-Thecomplex would.be divided down the
center by a drive. Parking places have been provided and sidewalks. The
front portion of the land bordering Live Oak Road (200ft.) is still set
aside for business.
Mr. Linebarger on behalf of Planning and Zoning Commission thanked Mr.
Riedel for his presentation and explained that Mr. Riedel would h~ve to
proceed through the proper channels with the City to have a decision
made on his property.

The Planning and Zoning Commission at this time wen~back to Agenda
Item 114:
Mr. Gilmore addressed Planningand Zoning Commission about proper
land use comes ,before the zoning in a City. Mr. Gilmore suggested
that Planning and Zoning Commission consider the types of land in
the City and develope a land use map. This map could be a clear
over lay and be used as a working guide as to how the City could
be developed in the future. It was suggested that Planning and
Zoning Commission members have City maps and the 5 colored pencils
(zoning colors) and work at home on their ideas. Then at a meeting
combine the ideas to come up with a working land use map.
#5 REVIEW OF THE PROPOSE REVISED SUBDIVISION ORDINANCE
Planning. and Zoning Commission will defer final recommendation to
City Council until City Staff can add to Section 18 a recommendation
on Control Access for Business: provide for side walks and a green

Will be coming before the Commission with a preliminary
with an option for final plat approval in the near future.
