PLANNING AND ZONING MINUTES The Planning and Zoning Commission of the City of Schertz convened in Regular Session, Tuesday, May 28, 1980, at 7:00 PM, in the Municipal Conference Room, 1400 Live Oak Road. The following mem- bers were present: MEMBERS PRESENT: Adolph Aguilar, Chairman John Linebarger, Vice-Chairman Kenneth Greenwald Merwin Willman Frederick Martin CITY STAFF: Ray Upton, City Inspector Glynn Stanhope, Administrative Assistant OTHERS PRESENT: Steve Simonson Robert Church and Associates MEMBERS ABSENT: Charles Sharp Raymond Stanhope /11 CALL TO ORDER Chairman Aguilar called the Regular Session to order at 7:00 PM. 112 READING OF MINUTES - May 13, 1980 Mr. Linebarger moved that the minutes be approved as written. Mr. Willman seconded the motion. The motion was carried unan- imously. May 20, 1980 Mr.' Willman stated that the minutes should be amended to correct /12, paragraph 6, last sentence, to reao "Mr. Martin seconded the motion". Mr. Linebarger so moved and Mr. Willman seconded the motion. The motion was carried unanimously. #3 PRE-APPLICATION CONFERENCE - Rev. Church Robert Church, Pastor, of the Randolph Christian Church. Mr. Church stated that he is currently considering purchasing a 3 acre lot from Mr. Anderson, owner of the 25 acre tract~ The lot is on the north side just pass the Nell Deane cutoff. Mr. Church want~d to know if Nell Deane was planned to be a through street to FM 1518, how far would he be responsible to extend Nell Deane, does it have to be curb, and is the owner of the adjacent property suppose to help finance the construction of Nell Deane. Mr. Church was informed that at one time Nell Deane was planned to be extended to FM 1518. Currently he would be required to develope Nell Deane to where the church property line ends. As for the adjacent property owner helping to finance the cost of .-, ,,~ - e e - 2 - constructing Nell Deane, that was a matter for Mr. Church to work out with the adjacent, property owner. The construction of Nell Deane would hav~ to meet the City's standard. Mr. Church then asked about the water and sewer lines. Mr. Church was informed that he would be required to construct these also. It was recommended that Mr. Church submit his plan to the City Staff to have the City Engineer review them. The question was raised as to whether the lot needed to be subdivided. The general agreement was that the oW?er, Mr. Anderson, would need to submit a subdivision plat as 3 acres of the land was being subdivided out of a 25 acre tract. #4 RECOMMENDATION TO CITY COUNCIL FOR COMMISSION SECRETARY After much discussion, Mr. Martin volunteered to be the Commission Secretary. Mr. Linebarger moved to recommend for the City Council to approve Mr. Martin as the Commission Secretary. Mr. Willman seconded the motion. The motion was carried unanimously. /15 REVIEW ORDINANCE REGULATING MOBILE HOME PARKS Upon City Staff's recommendation to table this item until comparative ordinances from surrounding area cities could be seen. Mr. Linebarger so moved and Mr. Martin seconded. The motion was carried unanimously. 116 STAFF BRIEFING Mr. Upton brief the Commission on the construction being done in the City. He also stated he was researching on Mobile Homes. #7 GENERAL DISCUSSION - None 118 ADJOURNMENT Beingthe~e were no further discussion, Chairman Aguilar adjourned the meeting at 8:17 PM.
