PLANNING AND ZONING MINUTES
The Planning and Zoning Commission of the City of Schertz convened
in Regular Session, Tuesday, August 26, 1980, at 7:00 PM, in the
Municipal Conference Room, 1400 Live Oak Road. The following
members were present:

#1 CALL TO ORDER
ChairmanuAguilar called the meeting to order at 7:00 PM.
#2 READING OF MINUTES - August 12, 1980
Mr. Stanhope made the motion to accept the minutes as written.n Mr.
Willman seconded the motion. The motion was carried unanimously.

#3 LOST MEADOW UNIT III Variance Request by Robert L. McMillian
Regarding Sidewalks, Curbs and Gutters \
There was discussion as to the requirement for a buffer zone/easement
by Mr. Willman. Mr. Aguilar said he was concerned abouttheutilities.-
Mr. Linebarger-brought out the consideration of drainage. Mr. Stanhope
was concerned of a possible rutuTe a~gument with CCMAon their road as
they do not want residents of Lost Meadow III to use the road for
igress/egress purposes. CCMA road would -remain private-even if the City
annexed the, area. Mr. Linebarger made a motion to approve the variance
and Mr. Martin seconded it. Discussion continued on drainage. Ms.
Stanhope stated that we were here to rule on the variance request.
Vote on variance request was unanimous for approval.
/14 BRIEFING BY MOBILE HOME SUBCOMMITTEE
Discussion revolved around non-conforming use certificate versus owner

given one year to comply with ordinance. There would be few areas
and residents affected. It was decided that the ordinance will
include conformity with in one year or to submit an application
of non-conformity for consideration. There will also be a rewrite
on where mobile home within the City Limits will be restricted to
Mobile Home Park.

JOINT MEETING WITH INDUSTRIAL DEVELOPMENT COMMITTEE
Mr. Aguilar st~ed the discussion with some the aims of the Planning
and Zoning Connnission anq the "Country Corner Concept". Some areas
are difficult to develope because of the water flow and drainage
problems. Mr. Aguilar asked for inputs of What businesses wanted.
Sewer lines were discussed and Mr. Weaver said the City would have
to provide the cost of sewers not CCMA. It was brought out that
the City Council needs to provide a clear policy of what a business
can expect and what the City will provide. The general viewpoint
that joint efforts with both committees would be effective and they
should work together. Members of the~GityCouilcilpresentadded to
the comments regarding additional water. }& Aguilar suggested another
joint meeting in about two months.

Mr.- Upton discussed some new possibilities on the -controversial -
plot of land on pfiel -and -Live Oak~ .He also briefed on... two pr()posed
