PLANNING AND ZONING MINUTES
The Planning and Zoning Commission of the City of Schertz convened in Regular
Session, Tuesday, October 14, 1980, at 7:00 PM, in the Municipal Council
Chambers, 1400 Live Oak Road. The following members were present:

#1 CALL TO ORDER
Vice-Chairman Linebarger called the meeting to order at 7:00 PM.
#2 PRESENTATION BY U.S. HOMES
Mr. Dean Fenton, President of Homecraft and his associates presented an
excellent and thorough slide chart presentation of their proposed plan
for the retirement community to be built adjacent to Northcliffe. The
development will be named "Scenic Hills". The presentation covered the
different type houses available, price range, community center, security,
sidewalks, and lot sizes. The topography of the land and the difficulty
of developing was brought out. Drainage, wate~sewers and future growth
was discussed by Mr. Gilmore and other City Staff Personnel. There
was considerable discussion about fire protection and it was felt
that there would be a need for more protection than is available at
present. A plat of land was previously designated for a Police/Fire
Station. This plat was discussed to ascertain if it had been moved
and Mr. Fenton said that if the plat of land was going to hinder the
acceptance of Scenic Hills that the plat of land will be put on the plat
immediately. A short recess was held and the Planning and Zoning
Commission discussed the development. After the recess Mr. Martin
made a motion that U.S. Homes be allowed to proceed with the development
based on acceptance of the Preliminary Plans. Mr. Greenwald seconded
the motion. The motion was carried on a 3 to 1 vote. (For: Mr. Martin,
Mr. Willman, and Mr. Greenwald; Against: Mr. Stanhope)
#3 READING OF MINUTES - September 23, 1980
Mr. Stanhope made a motion the minutes be accepted as written. Mr.
Greenwald seconded and the motion was carried unanimously.
#4 STAFF BRIEFING
Ray Upton briefed on the status of the Baptist Church, Garden Ridge Pottery
Expansion and the convenient store by the Post Office putting in gas pumps.

#5 GENERAL DISCUSSION
The lot size for Mobile Home Parks was again discussed and based on
information Mr. Willman obtained on average size of Mobile Homes,
Mr. Stanhope made a motion that the lot size remain as written in the
proposed Mobile Home Ordinance (5,000 square feet). Mr. Greenwald
seconded the motion and it was carried unanimously.

Vice Chairman Linebarger adjourned the meeting at 9:05 PM.
