PLANNING AND ZONING MINUTES
The Planning and Zoning Commission of the City of Schertz convened in
Regular Session, Tuesday, October 28, 1980, at 7:00 PM, in the Municipal
Conference Room, 1400 Live Oak Road. The following members were present:

III CALL TO ORDER
Vice-Chairman Linebarger called the meeting to order at 7:00 PM.
#2 READING OF MINUTES - October 14, 1980
Mr. Willman made a motion the minutes be accepted as written.
Mr. Greenwald seconded the motion. The motion was carried
unanimously.
#3 REZONING REQUEST BY DR. ROY RICHARD
Dr. Roy Richard presented a proposal on a factory outlet mall to
be developed on FM 3009. He showed pictures and literature on
other developments of the same type and an overall plan of the
area to be developed. Mr. Aguilar emphasised the four areas to
be considered before a rezoning can be acted on. Mr. Linebarger
made a motion to hold a public hearing on the 18th of November
to have the area rezoned to General Business contingent upon the
development of the factory outlet mall as presented to the
Planning and Zoning Commission or it would revert to R-l.
Mr. Sharp seconded the motion and it was a unanimous vote for
the motion.
114 REVIEW OF THE PROPOSED MOBILE HOME ORDINANCE
Copies of the Ordinance w~re given to the Planning and Zoning
Commission for review at home and to be discuss at the next
meeting.
#5 STAFF BRIEFING
There was a briefing by Ray Upton regarding Rev. Church wanting
to gravel the proposed extention of Nell Deane and upgrading it
later after the church is built. This matter is looked upon as
unfavorable.
The automotive shop on Live Oak gets a final inspection this week.
The public hearing on Houston chemical will now be November 18th.
Ray Upton said he would like people to know that building permits are
required for additions. He hoped the local newspapers would pick
up on this to inform the average citizen as developers and
contractors know they are required.

#6 GENERAL DISCUSSION
Mr. Willman discussed aerial maps and said Councilman Howe may be
able to get some for the Planning and Zoning Use.
The Planning and Zoning Commission wants the City Manager to
update them on the proposed FM 78 Bypass.
Mr. Stanhope suggested a red light be put at Elbel Road and FM 3009.
This is a dangerous intersection and has become worse since the
road has been open through to Dobie Middle School. He suggested
a red/green light with a traffic trip switch. The rest of the
Commission agree that something should be done.
