PLANNING AND ZONING MINUTES
The Planning and Zoning Commission of the City of Schertz convened in
Regular Session, Tuesday, November 18, 1980 in the Municipal Conference
Room, 1400 Live Oak Road. The following members were present:

#1 JOINT PUBLIC ZONING HEARING:
The joint meeting was called to order by Chairman Aguilar at 7:00 PM.
There was a short discussion on rezoning request ZC-29. Mr. Don
Grainger voiced approval of the proposal and state this was the
type of development that citizens wanted. Mrs. Roy Richard was
present on behalf of her husband and had pictures to review. There
was complete acceptance by both the City Council and Planning
and Zoning Commission.
Rezoning request ZC-27 and ZC-28 were discussed and accepted by both
the City Council and the Planning and Zoning Commission.
#2 ADJOURNMENT OF THE JOINT PUBLIC HEARING
The public hearing was adjourned at 7:10 PM by Chairman Aguilar.
#3 CALL TO ORDER
Chairman aguilar called the Planning and Zoning Commission to
order for a regular meeting at 7:15 PM.
#3A CONSIDE~~TION AND RECOMMENDATION OF ZC-29 REZONING REQUEST.
There was discussion on ZC-29 and Mr. Willman brought out the fact
that a proper application had not been filed and fees paid as
required. This fact was confirmed by asking Ms. Stanhope.
Mr. Aguilar asked why the item had been placed on the agenda
without the proper application. Ms. Stanhope state that the
City Manager had her put the item on the agenda. Mr. Linebarger
made the motion that "we defer acting on ZC-29 until we are
advised the application has been properly filed and fees paid.

The City should advise the Planning and Zoning Chairman when this
is done so it can be included on our agenda." Mr. Greenwald
seconded the motion and it was carried unanimously.
#4 READING OF THE MINUTES - October 28, 1980
Mr. Willman made a motion the minutes be accepted as written. Mr.
Sharp seconded the motion and it was carried unanimously.
#5 PC-41: Preliminary Plat with Final Plat Approval Optional
#6 PC-40: Homecraft's "Scenic Hills" Phrase I
These agenda items were tabled because Homecraft was not available
for a presentation. Mr. Upton did brief on the area to be made
available for a fire station.
#7 REVIEW OF THE PROPOSED MOBILE HOME ORDINANCE
There was a short discussion on Mobile Home vs Modular Homes.
Mr. Sharp made a motion to accept the Mobile Home Ordinance and
pass it to City Council. Mr. Greenwald seconded and the motion
was carried unanimously. Chairman Aguilar complimented the
Mobile Home Committee on the fine job they had done.
#8 STAFF BRIEFING
Ms. Stanhope briefed on an industrial development workshop sponsored
by the State on 3 December in Austin and Planning and Zoning
Commission member would be reimbursed for travel and lunch.
Ray Upton briefed on some old houses being placed on Schaefer Road
and future problem if the area is annexed in the future.
#9 GENERAL DISCUSSION:
A motion was made by Mr. Linebarger that when items requiring
applications or fees are on the agenda that a statement saying
"Proper application and fees have been administered" accompany
each item. The motion was seconded by Mr. Stanhope and carried
unanimously.
#10 ADJOURNMENT
Mr. Aguilar adjourned the meeting at 8:15 PM.
