PLANNING, & ZONING MINUTES
The planning and Zoning Commission of the City of Schertz convened in Regular
Session, Tuesday December 9~ 1980 at 7;00 PM, in the Municipal Conference Room,
1400 Live Oak Road, The Following members were present;

#1 CALL TO ORDER
Chairman Aguilar called the meeting to order at 7;00 PM.
#2 READING OF MIN~TES~ November 25, 1980
Chairman Aguilar requested changes to Item #6 General Discussion to
repd as follows; 'There was discussion on the Pactory Outlet Mall.."

Mr. Stanhope then made a motion that the minutes be accepted as corrected
and Mr. Greenwald seconded the motion, The motion was carried una.ni~

#2 A PC-41 PRELIMINARY PLAT FOR SPECIAL RESERVED TRACT
The Location of the tract was discussed (Approx. 2.1 Acres) in relation
to "Scenic Hills" and Northcliffe, Questions were answered by Ms, Lynn
Gammon, Homecraft Land Developing, Mr. Gilmore discussed the possibility
of more land for future use of utility vehicles. Ms, Gammon briefed
that Homecraft would build a building on the reserved tract and then move
their divisional Offices there and subsequently the building weuld De
dedicated for a Fire Department. There wasn't any time frame identified
for the change from Office Building to Fire Department, Questions were
asked as to what would make Homecraft legally bound to follow through
on this plan? Ms. Gammon suggested that a contract could be executed to
accomplish this. Ms. Gammon briefed that a slab would be put on there-
served tract with a carport for a fire truck and the office building.
There was additional discussion on Fire and Police support for Northcliffe.

Mr. Linebarger made a motion in fovor of the preliminary plat and
Mr. Sharp seconded. The motion was carried unanimously.
#2 B PC-41 NORTHCLIFFES IISCENIC HILLS" PHASE 1
There was discussion on possibly price range, fencing, access, sidewalks
and type dwelling. There was considerable discussion on owner fees to
maintain security, etc. and who would be responsible to maintain re-
strictions after Homecraft left the area (i.e. age limit, children, etc.)
Ms. Gammon said it would be up to the owners. Ms. Gammon also briefed
that the Master Plan would be subject to- change based on Buyer Demand
for certain types (i.e. Townhouse, Cluster, and etc.) Ms. Gammon

#4 GENERAL DISCUSSION
Mr. Sta~hope asked if any plans were in the making for another road to
Northcllffe other thab IH-35 and the access, It was discussed that
possibly FM 1103 from CibQlo would be widened. The conversation then
1 ead to FM 78. The P & Z Counci 1 aga in is asking the City -Manager to
proyide them with an update on the ~tatus of the FM 78 Bypass, Thts
subJect was covered previously on the 28th of October 2ith no response,
The Council will not meet December 23,1980 and the next meeting would
be January 13, 1981.
