PLANNING AND ZONING MINUTES
The Planning and Zoning Co~~ission of the City of Schertz convened
in Regular Session Wednesday, June 28, 1978, at 7:00 p.m. in the
Municipal Complex Conference room, 1400 Live Oak Road. The follow-
ing members were present:

#1 CALL TO ORDER
The Joint Public Zoning Hearing of the Planning and Zoning Board
and the City Council was called to order by Chairman Adolph A-
~ quilar at 7:00 p.m.
#2 JOINT PUBLIC ZONING HEARING
The first on the agenda was consideration for a zoning change
of Mobile Villa Estates Unit 1 and a 22.85 acre tract of land
located in the Torribo Herrera Survey No. 68 and known as El
Rancho Mobile Home Park. The City is proposing to rezone Mo-
bile Villa Estates Unit 1 and El Rancho Mobile Home Park from
temporary Pre-Development Zoning District to Mobile Home Dis-
trict. All residents which were in attendance were given the
opportunity to voice their opinions on the rezoning of Mobile
Villa Estates Unit 1 and El Rancho Mobile Home Park.

JOINT MEETING
Next on the agenda for the Joint Meeting was the discussion of
the proposed rezoning of the fol1owing:
Rezoning of all lots located within the block which abutts
Main Street, Randolph Avenue, Exchange Avenue, and Lindberg
Avenue, also the fol1owing parcels of land being .367 acres
out of the G. Malpaz Survey (409-415 r1ain, Mr. MIs), 2.023
acres out of Schertz, Rowell and Classen Survey (403-405
Main Highland Center), a .50 acre tract of '1 and out of the
G. Malpaz Survey (417 Main Post Office) and a .267 acre tract
of land out of the G. Malpaz Survey (408 Exchange Apartments)
from R-2 Single Family Dwelling Residence to G.B. General
Business District. AIl members of the Planning and Zoning
Commission concurred to schedule a Public Zoning Hearing for
this item at the July 26, 1978 meeting. City Council also
concurred with the scheduling of the Public Zoning Hearing.

Chairman Aquilar then closed the Joint Meeting at 7:45
and had a recess of 10 minutes. The Regular Meeting of
the Planning and Zoning Commission then reconvened at
7:55 for the purpose of conducting it's regular business.

READING OF MINUTES

The minutes of June 14, 1978 were read, and there being
no corrections or additions, a motion was made to accept
as read by Jack Stomackin. The motion was seconded by
John Marquette. Vote was unanimous.
#5 RECOl~1ENDATION TO CITY COUNCIL ON THE REZONING OF MOBILE
VILLA ESTATES UNIT T AND EL RANCHO MOBILE HOI1E PARK
After much discussion, the following motion was made by
John Marquette that we recommend to the City Council that
we rezone Mobile Villa Estates Unit 1 and a 22.85 acre tract
of larid located in the Torribo Herrera Survey No. 68, with the
exception of two pieces of land along the Frontage Road 650 x 150
deep, the other being 60 feet wide by 150 feet deep, from Pre-
Development to MobileHome District. The exceptions total 2.44
acres. JackStomackin seconded the motion,. all were in favor,
and the motion passed unanimously.

SIDEWALK VARIANCE'REQUEST
A request from Mr. Floyd A. Peede III, 4410 Shady Oak,
Schertz, Texas, requesting a Variance to the Sub-Division
Ordinance #140, as amended by Ordinance #240. The Variance
Request is to allow Mr. Peede to provide a sidewalk on just
the front width of his lot. After much discussion, motion
was made by Charles Sharp that a Variance be granted to
Sub-Division Ordinance #140 as amended by #240 to allow
Mr. Peede not to provide a sidewalk along Crest Oak. Mo-
tion was seconded by Jack Stomackin there being no object-
tion, vote was in favor and unanimous.

WORKSHOP ON PROPOSED ZONING ORDINANCE
Workshop on proposed Zoning Ordinances will be held on July 11,
1978 at 6:00 p.m. through 9:00 p.m.

GENERAL DISCUSSION
It was suggested that the ne~ date for the Planning and
Zoning Commission be changed from the present dates, 2nd and
4th Wednes<Iay of each month to the 2nd and 4th Tuesday of each
month starting in the month of August. This date was pro-
posed as the Court took up the Council Chambers and the meet-
,ing place for the P & Z and the City Council when meeting to-
gether conflicted. Chairman Aquilar had a vote of the mem-
bers of the Planning and Zoning Commission, all were in favor.
The motion then carried. It was further requested that the
P & Z members call in to the City and inform the City as to
their availability on meeting nights. If unable to contact
City for reasons beyond control, then they were to contact
Zoning Secretary of same.

The Planning Studies for the City of Schertz by Community
Development Institute Southwest Texas State University was
then discussed. It was the opinion of the P & z that the
study as presented was no improvement over the original
with the exception of the usual details such as population,
etc., this did not need expensive study. Comments are noted
on tape of this meetin~.

ADJOURNMENT
It should be noted that there were present interested cit-
izens at this meeting. The names are on the tape of this
meeting. There being no further business, the meeting was
then adjourned at 8:45 p.m. There is a recorded tape of
these minutes.
