PLANNING AND ZONING MINUTES.
The Planning and Zoning Commission of the City of Schertz
convened iri Regular S~ssion, Tuesday, Dc~ober 24j 1978 at
7:00 p.m., in the Municipal Complex Council Chambers, 1400
Live Oak Road. The following members were present:

#1 CALL TO ORDER
The Joint Public Zoning Hearing of the Planning and
Zoning Commission and the City Council was called
to order by Vice-Chairman Linebarger, at 7:00 p.m.
#2 JOINT PUBLIC ZONING HEARING
The, Joint Public Zoning Hearing was to hear all
parties concerned.
ZC-18 Rezoning request by Mr. Graham L. Burris to
rezone the remaining portion of Lot 1 Elockl of
Bavarian Village Shopping Center District and to
rezone LotI and Lot 3 Bavarian Village Shopping Center
from Pre-Development District to G.B. General
Business District. Chairman Linebarger opened this
portion of the public hearing for discussion. There
being no discussion from the Council, the Planning and
Zoning Commission or from citizens, ZC-18 hearing
was closed. Mr. Charles Sharp disqualified himself
from voting and participating on ZC-18.
ZC-7 Chairman Linebarger opened this portion of bhe
Public Hearing for discussion. Several of the property
owners who live within 300 feet of the Koch property
voiced their objections against the proposed rezoning.
Chairman Linebarger presented a petition containing 30
signatures. (A copy of the petition is attached to the
Original minutes)~ This petition shows property owners
being against the proposed rezoning. Mr. Bobbie Koch
and Mrs. Wanda Koch owners 0fthe property said that
they had no immediate plans for the use of the property,
and feel that the proposed R-4 rezoning will be a
better utilization of the property than R-2. With no
further discussion or comments the J.P.Z.H. was closed.

#3 JOINT MEETING
Next on the Agenda was the discussion of the proposal
rezoning request for the following property.
ZC-19 A request by Mr. Oswald Fey and Mr. Robert Fey
to rezone a 16.34 acre tract of land out of the T. Herrera
Survey, which contains 104.5 feet of frontage on IH 35
South and abutts the Hardin Subdivision on the West,
Mobile Villa Estates Unit 1 on the Eanst and abutts Mrs.
Bertha Oberkampfs' property on the North Side. The
ow,ners are wishing to rezone the property from Pre-
Development to M-l Light Industrial. Both Planning and
Zoning Commission and City Council concurred that the
rezoning request to be in keeping with the criteria as
set forth in section l2~2.2 of the Zoning Ordiance. Both
bodies concurred to set November the 28th as the date
for the Joint Public Zoning Hearing. Being no further
questions the joint meeting was closed and a 10 minute
recess was called.
#4 APPROVAL OF MINUTES
The minutes of October 10, 1978 were read, there being
no corrections a motion was made by Mr. Sharp to accept
the minutes, seconded by Mrs. Wise, the vote was uniamQus.
#5 BRIEFING By Mr. Coy Simmons
Mr. Simmons briefed the Planning and Zoning Commission
on future proposals that he will be submitting to the
Planning and Zoning Commission as Oak Forest develops
further back.
