PLANNING AND ZONING MINUTES

The Planning and Zoning Commission of the City of Schertz
convened in Regular Session, Tuesday, November 14,1978 at
7: 00 p. m. in the Municipal Complex :Conference Room, 1400
Live Oak Road. The following members were present:

#1 CALL TO ORDER
The Joint Meeting of the Planning and Zoning Commission
and the City Council was called to order by Mayor Pro-
Tem Schnieder, at 7:00 p.m.

JOINT MEETING
The Joint Meeting was to hear two rezoning applications.
ZC-20 A request by Mr. Jim Brunson to rezone
a portion of Tract "A" being .284 acres out
of the T. Herrera Survey #68. Mobile Villa
Estates Unit #1 from N.S. Neighborhood Services
to MH Mobile Home District. At the commissions
request Mr. Brunson explained why he i~ wishing
to rezone tract "A". The commission then pro-
ceeded to review the application to see if it met
the criteria set forth in Article III Section
12.2.2 The Planning and Zoning Commission members
concurred with the City Council to proceed with
scheduling a Joint Public Zoning Hearing for ZC-20
December 12, 1978. This item was closed.
ZC-2l Request from Mrs. Bobbie Peace agent
for the estate of Willie Froboese, to rezone the
remaining portion of a 92.472 acre tract of land
located in the John Saladin Survey Abstract #299
from PD Pre-Development District to M-l Light
Industrial District. After a question and answer
session by the City Council and Planning and Zoning
Commissions with Mrs. Peace it was the consensus of
both bodies to schedule a Joint Public Zoning
Hearing for ZC-21 on December 12, 1978. With this
action taken the Joint Meeting portion was closed.
Chairman Aquilar invited the City Council to sit
in on the Zoning Briefing.

#3 BRIEFING ON ZONING PRACTILES
Mr. Terry Pearce briefed the Planning and Zoning
Commission on history and intent of Zoning practices
as pertaining to cities. He also offered Technical
assistance from Community Development Institute.
regarding any aspect of Zoning, Subdivision or land use
controls.
Mr. Ron Garrison then briefed the Planning and Zoning
Commission and City Council on the Building Codes.
#4 READING OF MI~UTES
The Minutes of October 24, 1978 were corrected to
show that action on ZC-18 and ZC-7 was deferred until the
special meeting of Nobember 1, 1978. Motion was made
by Mr. Linebarger to accept the minutes as corrected.
Seconded by Mr. Marquette, all were in favor. The Minutes
of November 1, 1978 were approved as read. Mr. Linebarger
making 'the first motion and Mr. Marquette seconded. All
were in favor.
#5 REVIEW OF PROPOSED ZONING ORDINANCE
The Planning and Zoning Commission completed Article
XVIII Section 27.

Motion was made by Mr. Linebarger to adjourn.
