PLANNING AND ZONING MINUTES
The Planning and Zoning Commission of the City of Schertz convened in
Regular Session on Tuesday, January 26, 1982, at 7:00 PM, in the Con-
ference Room of the Municipal Complex, 1400 Live Oak Road. Members
present were as follows:

#1 CALL TO ORDER
Chairman Linebarger called the meeting to order at 7:00 PM.
#2 READING OF MINUTES: January 12, 1982
Regular Session
Merwin Willman made a motion to accept the minutes as written. Lee
Boswell seconded the motion and the vote was unanimous in favor.
#3 CONSIDER AND MAKE RECOMMENDATION: On a request submitted by Dr.
Kermit G. Harborth to rezone
approximately 11 acres of land from R-l,
Single-Family District, to OP, Office and
Professional District.
Chairman Linebarger reminded the Commission Members that the purpose
of the rezoning request was discussed at the last P&Z meeting and that
he believed that OP'zoning would be appropriate for consideration. The
remaining P&Z members expressed the same feelings. Lee Boswell made a
motion to recommend to the City Council that a Joint Public Hearing be
held to consider Dr. Harborth's request for rezoning. William Courtney
seconded the motion and the vote was unanimous in favor.
#4 STAFF BRIEFING
Tom Brooks brlefed the Commission about a meeting he had with the Guad-
alupe Blanco River Authority about possibly providing sewer service
along IH-35. Chairman Linebarger stated that this is a plan worthy of
further consideration. Tom Brooks also advised that there continues to

be development interest in the industrial park area, but as of now, no
specifics. He also discussed his "Growth of the City" talking paper and
his "Beginning Plan" pamphlet. Additionally, he reminded the Commission
that there will be a Public Hearing on February 2, 1982, to consider a
change to the Zoning Ordinance about Home Occupations.

GENERAL DISCUSSION
The briefing papers prepared by Tom Brooks were very well received by all
members and will be used in future planning sessions. The schedule for
the Zoning Ordinance review was accepted and will be followed as. closely
as possible, but as Mr. Willman suggested, some items may need to be
reviewed earlier than scheduled, if the need arises.
Mr. Willman suggested a traffic study be conducted for FM 3009 to look at
alternatives available to provide access roads along FM 3009 to prevent
traffic congestion, in the event considerable business develops along
FM 3009.
Mr. Courtney asked the status of drainage and road improvements "in Oak
Forrest that the City has previously agreed to correct. Tom Brooks
advised Mr. Courtney that a Capital Improvement Fund has been established
to obtain funds to finance the needed repairs, and when the funds become
available, the City will complete their obligation.
