02-23-1982 , e e e ~ PLANNING AND ZONING MINUTES The Planning and Zoning Commission of the City of Schertz convened in Regular Session on Tuesday, February 23, 1982, at 7:00 PM, in the Con- ference Room of the Municipal Complex, 1400 Live Oak Road. Members present were as follows: PLANNING AND ZONING COMMISSION: John Linebarger, Chairman Kenneth Greenwald, Vice-Chairman Clay McMahan, Secretary Merwin Willman Ray Stanhope William Courtney Lee Boswell CITY STAFF: Tom Brooks, Assistant City Manager #1 CALL TO ORDER Chaitman Linebarger called the meeting to order at 7:00 PM. #2 READING OF MINUTES: February 9, 1982 Regular Meeting Lee Boswell made a motion that the minutes be approved. Merwin Willman seconded the motion and the vote was unanimous in favor. #3 CONSIDER FOR APPROVAL: A request for a construction variance submitted by the Randolph Christian Church Ken Greenwald made amotionto approve the variance request and to issue a temporary Certificate of Occupancy valid for a one year period. Issuance of the temporary Certificate of Occupancy will be contingent upon final inspection approval of the church build- ing and the street extension. If the sidewalk construction is not completed in that one year period, occupancy of the church building will not be authorized. Lee Boswell seconded the motion and the vote was unanimous in favor. #4 STAFF BRIEFING Tom Brooks reminded the Commission about the Public Zoning Hearing on March 2, 1982. He also briefed the Commission about the Industrial Committee meeting that was held on February 22, 1982, at which a member of the State Industrial Commission provided the City with some recommendations. Additionally, he advised there continues to be development interest in the City and that some of the already approved housing subdivisions are beginning construction or initial excavation. P&Z Minutes, dated: 2-23-82, pg. 2 #5 GENERAL DISUCSSION , There was general discussion about access roads along FM 3009 and the possibility of establishing entry and exit ways onto FM 3009. Tom Brooks advised he has discussed the possiblity with,the State Highway Department and their comments were that this type of planning is certainly worthy of consideration. He was also advised that the State has no immediate plans to widen FM 3009, but the State will work with the City as much as they possibly can to establish plans, but that the City will have to absorb any engineering expenses in developing any formal plans. The Commission will look into the possibilities of some informal plans and prepare a map reflecting those tenative plans. Additionally, there was discussion about establishing zoning classi- fications for areas that are still zoned pre-development. There were comments made that certain areas are difficult to determine an approp- riate zoning for because of their limited use, but that the Commission needs to establish a zoning classification. It was generally agreed that the area north of and along IH 35, across from Northcliffe, should be rezoned to general business, but the southside should remain as is until Northcliffe decides what they want to do with their land. #6 ADJOURNMENT Chairman Linebarger adjourned the meeting at 7:45 PM.
