12-28-1982 . , l. ,At .- e PLANNING AND ZONING MINUTES The Schertz Planning and Zoning Commission convened in Regular Session on Tuesday, December 28, 1982, at 7:00 PM~ in the Conference Room of the Municipal Complex~ 1400 Live Oak Road. Members present were as follows: PLANNING AND ZONING COMMISSION John Linebarger, Chairman Ken Greenwald, Vice-Chairman Clay McMahan Merwin Willman MEMBERS ABSENT Ray Stanhope Lee Boswell - Cam Beauchemin > .;: CITY STAFF Earl Hartzog, P&Z Coordinator OTHERS PRESENT Mr. Sharpe Mr., Perkins Mr. Pennington . #1 CALL TO ORDER Chairman Linebarger called the meeting to order at 7:00 PM. #2 READING OF MINUTES: Meeting of November 23, 1982 Merwin Willman made motion to approve the minutes. Ken Greenwald second the motion and the vote was unanimous in favor. #3 CONSIDER AND MAKE RECOMMENDATION: Request submitted by Mrs. Elvira Hild to rezone Lots 5~ 6, 7 of Block 2, Koch #1 (paved lot known as 703 Exchange) from R2, Single Family Dwelling District to General Business. Rezoning request tabled pending compliance with ordinance (Article XIX. Sec. 3) (Page 28). #4 CONSIDERATION AND TAKE APPROPRIATE ACTION: Request for second curb cut variance~ Mr. Billy T. Pennington Ken Greenwald made motion to grant curb cut variance request. Clay McMahan seconded and vote was unanimous in favor. e P&Z MINUTES, DATED: 12-28-82, Page 2 ~ - ~. #5 CONSIDERATION AND TAKE APPROPRIATE ACTION: Perkins Subdivision Plat. Merwin Willman motion to approve contingent upon recommendation from City Engineer (Mr. Ed Ford). Clay McMahan seconded and the vote was unanimous in favor. #6 GENERAL DISCUSSION a. Earl Hartzog advised the Commission that there has been inquires into the possibility of Office and Professional District in the area in front of Deerhaven. There was concern about the type of buisness, flooding, drainage and amount of traffic that would need to be considered before a formal decision could be rendered. , ~ b. Chuck Sharpe asked about traffic access on Farm to Market Road 3009. Chairman Linebarger advised that it is difficult to get developers to invest in the cost of access road along Farm to Market Road 3009. Every effort has been made and will continue to be made to limit direct access to Farm to Market Road 3009. . c. Chuck Sharpe asked about Farm to Market Road 78 traffic and road situation. This item has appeared before the Commission many times. Approval by the Highway Department, cost to the City, or affect to . business in the area, have been major problem areas. Industrial Develop- ment Committee has been asked to look into this matter and the Planning and Zoning Commission will work with them when necessary. d. Earl Hartzog inquired about the front setback requirement for General Business. No set distance was established, it depends on the type of business, location and parking requirement. e. The Commission was advised about inquires into a Modular Home Sub- division. Discussion on the different types of modular homes. Some exceed South Texas Building Codes and some are similar to Mobile Homes. Mr. Willman was asked to prepare a definition of a Modular Home, also look at the possibility of an ordinance and any legal problems. f. Mr. Willman asked about the requirement for fire extinguishers in Mobile Home Parks. The Mobile Home Ordinance has never been changed or modified as discussed in the past. g. Mr. Willman inquired into the General Business Zoning on Farm to Market Road 3009. Could not recall approval all the way down to Autumn Winds Retirement Lodge. Secretary was asked to check minutes to determine if zoning map is correct. #7 ADJOURNMENT Meeting was adjourned at 7:58 PM. e
