PLANNING AND ZONING MINUTES.

The Planning and Zoning Commission ~f the City of Schertz convened
in Regular Session, Tuesday, April 14, 1981 at 7:00 PM, in the
Municipal Conference Room, 1400 Live Oak Road. The following mem-
berswere present:

#1 CALL TO ORDER
CITY STAFF:
Jimmy G. Gilmore, City Manager
OTHER PRESENT:
Claire Gilbert, Herald Reporter
Vice-Chairman Linebarger called the meeting to order at 7:00 PM.
#2 READING OF MINUTES: March 10, 1981

There was one minor correction to the minutes of March 10, 1981
and then Mr. Willman made a motion the minutes be accepted as
written. Mr. Greenwald seconded.
#3 CONSOLIDATION OF CHANGES TO ZONING ORDINANCE
After a short discussion Mr. Greenwald made a motion the changes
be sent to City Council with a recommendation they be adopted.
Mr. Sharp seconded and the motion was carried unanimous.
#4 CONSIDERATION OF ZONING CHANGE - Greenfield Village Unit 2A
There was discussion on rezoning the area for Garden Homes.
Some of the members on the commission felt this had been rezoned
previously. There was also a question whether or not it would
be 5A or 5B. The Commission must know this prior to a Public
Hearing. The Commission discussed various aspects of the hous-
ing and it was felt it was a good place for them. R-l Homes
cannot be put there. There was some comments as to Greenfield
Village Association and their wants and interests. Mr. Green-
wald made a motion we recommend the area be zoned for Garden
Homes. Mr. Willman seconded. The motion was carried unanimous.
Mr. Gilmore said the Public Hearing would be May 5, 1981.

Mr. Gilmore briefed that they had test pumped our new water well
and it was far above expectations. He also briefed on our pump-
ing and storage capabilities. Mr. Linebarger made a comment that
it should be entered in the minutes that the Commission would like
to commend the City Council on their efforts to approve the city

water supply and.encourage them to continue their efforts in
that direction.

Mr. Gilmore also advised that we are putting up a communication
tower at"our Nacogdoches site. Cost is suppose to be $3,900~OO.,
Mr. Gilmore also made the statement that there was now a phone
number avai.lable for citizens of the recent annexation on IH 35
North to contact the.Schertz police department, the number is
629-1414. They had previ"ously voiced at meetings that they had
to call long distance.
#6 GENERAL DISCUSSION

There was discussion on Home Occupation as to which plan to send
to City Council. The City Manager was asked for his opinion.
Based on the discussion and City manager input, the Commission,
recommends that it be placed on'the Agenda for the next meeting
to make it legal.
There was also discussion 'to place the recent Texas Supreme Court
ruling on the requirement for developers to set aside a portion
of subdiviSion to obtain local plat approval be placed on the
Agenda for,the next meeting.
There was also uiscussion as to what the Industrial Development
as doing and do. they need any help from the Planning and Zoning
Commission.
There was also the comment that city staff needs to be re-en-
forced to provide the City and the Planning and Zoning Commission
the assistance they require.
There was discussion as to names of volunteers to replace vacating
seats on the Planning and Z~ning Commission. '
Mr. Sharp made the motion that Mr. Linebarger be 'Chairman. Mr.
Stanhope seconded. Mr. Sharp made the motion that Mr. Willman
be Vice-Chairman. Mr. Stanhope seconded. The voting was unanimous
for both motions

Chairman Linebarger adjourned the meeting at 8:35 PM.
