PLANNING AND ZONING MINUTES
The Planning and Zoning Commission of the City of Schertz convened in
Regular Session on Tuesday, November 24,1981, in the Conference Room
of the Municipal ,Complex, 1400 Live Oak Road. Members present were as
follows:

#1 CALL TO ORDER
Chairman Linebarger called the meeting to order at 7:00 PM.
#2 READING OF MINUTES: November 10, 1981

Ken Greenwald made a motion to accept the minutes as written. William
Courtney seconded the motion and the vote was unanimous in favor.
#3 PLANNING AND ZONING WORK SESSION
a. Consider amendment to Zoning Ordinance to include Home Occupations
in more deta il .
b. Consider amendment to Mobile Home Ordinance to include Manufactured
Homes and Modular Homes.
c. Consider draft letter to HUD on Areawide Environmental Impact State-
me n t.
#4 MAKE RECOMMENDATIONS, IF APPROPRIATE, ON ITEMS DISCUSSED IN WORK SESSION
(ITEM #3).
Each of the items listed in Item #3 was reviewed and discussed and the
following action was taken:
a.
Mr. Willman recommended that the proposed home occupation amendment
be revised as follows:
That Section 4.1 of the proposed amendment be revised to reflect equip-
ment utilized in the home occupations cited in Section 4.2 is authorized.
That Item 4.3n be eliminated from the proposal.

Hr. Courtney made a motion that the proposed amendment to the
Zoning Ordinance as discussed, and with the recommended revis-
ions, be submitted to the City Council for consideration.
Raymond Stanhope seconded the motion and the vote was unanimous
in favor.
b. Mr. Brooks provided the Planning and Zoning me~bers additional
information about manufacture housing that Mr. Hillman had
obtained. The Planning and Zoning Commission decided to table
for further consideration the proposed amendment to the Mobile
Home Ordinance.
c. The Planninq and Zoninq Commi$sion concurred with a draft letter
to HUD on'a~ Areawide ~nviron~ental Impact Statement.

tk. Brooks advi sed the Commi ssi on lthat there is consi derab 1 e interest
on various types of business and lndustrial development in the City
and only time will tell when it will materialize.

GENERAL DISCUSSION
Discussion centered on the growth of population and industry in the City
and that the City should begin the consider such items as increased fire
and police protection. It was stated that the City should consider hir-
ing some paid full~time firemen and a police sub-station should be con-
sidered to provide better coverage and protection along the IH-35 area.
~1r. Hillman suggested that the City should upgrade some of its streets,
particularly in proposed housing developments, and especially along
Green Valley Road where a Planned Residential Unit Development is to be
constructed.

meeting at 8:15 P.M.
