PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission convened in Regular Session
on Tuesday, April 12, 1983 at 7:00 PM, in the Conference Room of the
Municipal Complex, 1400 Live Oak Road. Members present were as follows:

#1 CALL TO ORDER
e Vice-Chairman Ken Greenwald called the meeting to order at 7:00 PM.
#2 READING OF MINUTES: Regular Meeting
March 22, 1983
Lee Boswell made motion to accept minutes, Merwin Willman second the
motion and vote was unanimous in favor.
#3 CONSIDER AND TAKE APPROPRIATE ACTION: Preliminary Plat
Sycamore Creek Subdivision, Unit I
200 Apartment Complex
This project is the Schaefer's 200 Apartments on 8 acres, located across
from the high school. Mr. Willman advised the Commission of the results
from the public hearing held on April 7, 1983, concerning financing for
this project. There was a lengthy discussion about the drainage pro-
possed for this project and it was agreed a drainage plan would be
necessary before the preliminary plat could be approved. This project
is located next to the Village Subdivision which already has drainage
problems with rainfall run-off. The rainfall run-off from this project
should go to West Dietz Creek, which lead to a discussion on improvements
necessary to clear the obstruction in the creek.

#4 CONSIDER AND TAKE APPROPRIATE ACTION: Final Plat
Scenic Hills Subdivision, Section lA
Relocation of Guard House
The Commission gave the final approval and signed final plat for the
location of the guard house for Scenic Hills Subdivision, Section lA.
The preliminary was approved some time ago and the City Engineer has
approved the project as build.
#5 CONSIDER AND TAKE APPROPRIATE ACTION: Master Plan
Horseshoe Oaks
The master plan for Horseshoe Oaks was presented to the Commission
inorder for the City Staff to pass along to the developer any recom-
mendations. Location on Farm to Market Road 3009 between Autumn Winds
and Gutierrez Disposal. Commission was advised the developer would
like to present their plan on April 19th, after the public hearing.
Based on housing mix, recommend PRUD for zoning and need to rezone the
front general business. It was noted that the additional rainfall
runoff from the rear of this project would be going into the West Oietz
Creek via Maske Road and along East Live Oak Road. Runo~f from the front
will go down along Farm to Market Road 3009 to East Dietz Creek.
#6 CONSIDER AND TAKE APPROPRIATE ACTION: Doug Wise Property Zoning Change
Doug Wise property, 229 acres on the south side of Cib610 Creek within
the city limits. Commission was advised this land was subdivided a
number of years ago into large tracts, 10 acres or more by metes and
bounds. Mr. Wise pruchased a number of these tracts and has organized
the other owners to pave and maintain the easement surface. According
to the zoni ng ordi nance these property owners can bu il d a si ngl e fami 1 y
dwelling on each tract of land without a zoning change or specific use
permit. After a lengthy discussion the Commission agreed to leave the
zoning as PD and item closed.
#7 CONSIDER AND TAKE APPROPRIATE ACTION: Subdivision Ordinance Review
Each member was orovided a copy of. H1L subdivision regulation. Review
was tabled until'members have time to review and to reschedule for April
26th meeting.
#8 Earl Hartzog provided the Commission a copy of dedication of plat for
Freeway Manor. Mrs. Hopkins would not be permitted to put a mobile
home in this subdivision and she has been advised the same. There is
water available for this site, however, no sewer and the streets are
not paved. Property owners will be unable to put in septic tanks,
because of the small lot sizes.

Earl Hartzog provided the Commission a copy of City Ordinance No. 81-C-38
pertaining to wood roof material in reference to inquires at last meeting.
The ordinance does not restrict all wood shingles~ the Commission agreed
all wood shingles be banned from future construction within the city.

problems will not be resolved. The Commission agreed
to clean Dietz Creek for proper drainage.
Commission was reminded of the public hearing on April 19, 1983 at 7:00 PM.
Plan to have meeting after hearing. Mr. Haney will be submitting prelimin-
ary plat after zoning is approved.
Earl Hartzog advised Commission about Mr. Brooking's plan to construct 60
units for Senior Citizen, need 6 to 8 acres. Looking at the area between
Aero and Curtiss or across the street. The Commission agreed zoning for
this type of development would be favorable between Aero and Curtiss~ if
the property owners in the area did not complain. However, the other
side of the road is zoned GB and appears business will start developing
in the near future.
The Commission was provided a review of Farm to Market Road 3009 Planned
Development and the status on each project.
Ray Stanhope mentioned concern about Riedel's new mobile home park.
Earl Hartzog indicated new mobile home park was outside city limits and
add on to existing park and nothing can be done by the City.
The Commission suggested new business in city should have to come through
city for fire inspection/building inspection and possibly license to
operate.
Mr. Willman advised the Commission on the public hearing May 3rd on
annexation north of city on Farm Road 3009.
