PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission convened in Regular Session
on Tuesday, April 26, 1983 at 7:00 PM, in the Conference Room of the
Municipal Complex, 1400 Live Oak Road. Members present were as follows:

#1 CALL TO ORDER
Ken Greenwald called the meeting to order at 7:00 PM.
#2 READING OF MINUTES: Joint Public Hearing and Special ~eeting

Lee Boswell made motion to accept minutes, Ray Stanhope second the motion
and vote was unanimous in favor.
#3 CONSJDER AND TAKE APPROPRIATE ACTION: Variance _ 60' Curb Cut for Parking
Lot 611, 613, and 615 Main Street
Mr. Yelland requested a 60' curb cut for nose-in off-street parking for
business located at 611, 613, and 615 Main Street. The Commission was
advised this would cause traffic to be backed out onto Main Street across
the sidewalk area. The Police Department had been contacted and reported
other businesses in the area were doing the same and thus far, there have
been no reported problems.

Mr. Yelland advised the Commission the businesses at this location park
in the street because of the lack of parking space. Those that do park
in the present parking lot, at times, must back out the present drive-
way to get back onto Main Street. Mr. Yelland has had complaints about
the parking in the area and this was the best solution to provide more
off-street parking. Part of the present parking lot is used by the
Inflatable Castle Company to inflate castles, which add to the parking
problems.
After a lengthy review by the Commission of the plans, it was determined
the proposed plan was the best solution. Two trees are in the area and
even if they were removed, it still would not provide adequate turn
around to permit exit. It was noted a water meter was located in the
middle of the planned parking area, which would require input from the
water department.
It was noted this is zoned a General Business Area with small lot sites.
If business is to continue to grow in this area, exceptions will have to
be made for adequate off-street parking.
Ray Stanhope made a motion to recommend a variance be granted, Lee Boswell
seconded. Vote was unanimous in favor.

#4 CONSIDER AND TAKE APPROPRIATE ACTION: Zoning Change and Preliminary Plat
Phase I, Horseshoe Oaks
Glen Westrom presented a Preliminary Development Plan for Horseshoe Oaks.
The Plan was for Planned Residential Unit Development District (PRUD),
with 1172 residents for this 200 acres with General Business fronting
Farm to Market Road 3009. The Commission agreed to the plan and deter-
mined a Public Hearing would be required to change the zoning. Mr.
Westrom agreed to provide field notes for the area to be changed.
#5 CONSIDER AND TAKE APPROPRIATE ACTION: Archie Heimer Preliminary Plat
Oak Run, Unit I
Archie Heimer and Craig Hollmig presented the Preliminary Plat for Oak
Run, Unit I. Unit I is located along Green Valley Road between East
Dietz Creek and another small drainage area not identified within the
100 Flood Plain. The City Engineer's letter was provided identifing
changes that would be required.
The City Engineer questioned the size of the proposed 8" water main for
additional projects Mr. Heimer had planned. The Utiltiy Extension Policy
was discussed, advising the City has no need to oversize the 8" main on
Green Valley Road. Development may take place to the north of this pro-
ject and Cibolo indicated a desire to obtain water; a 12" water main
would be necessary.

The street name "Summit Drive" could not be used, because another subo:<
division (Freeway Manor) within the city limits has the same street
name.
The drainage right-of-way for East Dietz Creek was discussed and Mr.
Heimer wanted to leave the creek area alone and sell it as a drainage
easement. It was agreed the area should be cleared of brush, to prevent
the restriction of flow. Craig Hollmig was going to perform another study
of the 100 Flood Plain based on the area above fully developed and adjust
the flood plain. Access to Lots, 1, 2, 3, 16 and 17 would not be permitted
from Green Valley Road. A variance on the building setback frontage
required for Lot 16 was requested.
Lee Boswell made the motion to accept the drainage easement, Lot 16 setback
and approve Preliminary Plat. Clay McMahan second and the vote was
unanimous in favor.
#6 CONSIDER AND TAKE APPROPRIATE ACTIDN: Preliminary Plat, Sycamore Creek
Subdivision, 200 Apartment Complex
Members for this project were not present, so this it~m was tabled.
#7 CONSIDER AND TAKE APPROPRIATE ACTION: Subdivision Ordinance Review
Due to lateness of meeting, item tabled.
#8 GENERAL DISCUSSION
Earl Hartzog asked the Commission how they wanted to handle zoning along
Farm to Market Road 3009, in respect to Horseshoe Oaks. It was agreed
to handle it as two separate zoning changes, because Horseshoe Oaks was
already zoned for some general business and all the rest is residential.
Zoning for General Business would be the areas on west and east sides of
Farm to Market Road 300~. bypassing Autumn Winds, Deerhaven, Oak Forest,
Office and Professional District and go on to Interstate Highway 35; all
300 feet deep.
Advised the Commission Mr. Ehlers, from Texas Department of Highways, would
be at the Council Workshop tomorrow night.
The Commission was advised the drainage ditch for Greenfield III was com..
pleted. Top of the manhole, in the middle of ditch, is where the bottom
of Dietz Creek used to be; manhole will be dropped to the new surface of
the creek. The depth is 7 ~ feet, not 75 feet as previously provided.
The lots are out of the 100 Flood Plain and construction will start shortly.
Recommend the Commission provide Council a Priority List of Drainage Projects
in relationship to devopment taking place.

~ Ray Stanhope asked about Home Occupation Permit for 601 Mitchell, Beauty
Shop, asked about the curb cut from Randolph Avenue; Home Occupation
Permit was approved, provided no parking or entrance on Randolph Avenue.
Earl Hartzog said h~tbQught Beauty Shop was closed, but not sure and would
check with the City Inspector.
The question about the business status brought up the subject of business
permits. Permits would provide better control including collection of
property taxes. The fees for permits may be sufficient to pay for
another inspector, which the City needs.
