PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission convened in Regular Session
on Tuesday, May 10, 1983 at 7:00 PM, in the Conference Room of the
Municipal Complex, 1400 Live Oak Road. Members present were as follows:

Ray Stanhope made motion to accept minutes, Lee Boswell second the motion

Mrs. Elvira Hild requested rezoning for a paved lot located at 703
Exchange for General Business. Mrs. Hild advised the Commission the
lots were used for boat storage before the area was ever zoned. She
asked about the Grandfather Clause and was advised the City Attorney
would need to be contacted. It was noted that residences were already
located in this area and this would be considered spot zoning. It was
noted the lot size was to small to permit General Business and a variance
would be required. Mrs. Hild advised the Commission the person interested
in the property was trying to buy part or all of the lot next to her lot.
She was advised it too would require a zoning change and it would be
better to request it all together. After a lengthy discussion the Com-
mission agreed to table Mrs. Hild's request until 'more information was
made available on how much area would require a zoning change.

Preliminary Plat
Variance Lot Size and Width
16 Apartment Units
Mr. Haney presented Preliminary Plat for his 16 apartments located be-
tween Aero Avenue and Mitchell Avenue, along Live Oak Road. Asked for
a variance on lot sizp nno rpnuirpo frnntnnp fnr the two rear lots.
Commission was advisee! EciF~~(rhad not-~~~~-pi~t, but had already met
with Mr. Haney. There is very little off-site imnrovemcnts needed and
Ed could ~ot foresee any major problems. The plat provides sufficient
green area with the open 35' drainage ROW to the rear of the two smaller
lots. Commission unanimously agreed to the variance and approved Pre-
liminary Plat provided Ed Ford gave OK.

Commission reviewed the map of the area, it was agreed to not rezone
areas that have homes. More research would be~equired by the City
Staff to obtain all the required information. Item tabled.
#7 CONSIDER AND TAKE APPROPRIATE ACTION: Zoning Change
Reclassification of Annexation

The Commission was advised the information requested from Mr. Yon Scheele
has not been received. Item tabled.
#8 CONSIDER AND TAKE APPROPRIATE ACTION: Subdivision Ordinance Review
Subdivision Ordinance review was started. It was agreed to review the
first 10 pages at the next meeting and more if time permits.
#9 GENERAL DISCUSSION
Commission was advised to plan for Public Hearing on June 1st for Zoning
Change for Horseshoe Oaks. Should be able to get everything ready and
information from the developer.

#9 GENERAL DISCUSSION (Continued)
Earl Hartzog advised the Commission US Homes (Northcliffe) would be
aski ngfor a variance on lot size for Garden Homes. Site map, street
layout and proposed frontage was provided. US Homes invited Planning
and Zoning Members to visit one of their sites in Tucson~ Arizona on
May 26, 1983. Ray Stanhope and Mr. Willman would be able to go.
Temporary Zoning Change for RV Storage in the back of Mobile Villa.
Owner would like to get use out of land until sewer line extension was
available to his area. Commission agreed streets in Mobile Villa were
poor and a lot of parking along the street.
Commission advised Council had disapproved curb cut for Mr. Yelland on
Main Street. Approval would require vehicles to enter Main Street in
reverse. Brief discussion on other business and residences on Main
Street already backing out on the street and if action could be taken
to enforce ordinance.
Mr. Willman and Mr. Greenwald advised Commission of Council Meeting with
the Highway Department. Cost on improvements to Farm to ~arket Road 78
or Farm to Market Road 78 Loop.
Mr. Uillman advised-that Council approved zoning change for the 16 apart-
ments for 6 months, instead of the 120 days recommended by the Commission.
Ray Stanhope asked about the Home Occupation Permit for Business at 601
Mitchell Avenue. Earl Hartzog advised Commission business was still there
and curb cut had been there, but fenced off for a number of years. Ray
agreed, but said the Home Occupation Permit was granted as long as there
was no parking on or off street from Randolph Avenue. Ray said the
business or fence should be closed.
Business Permit were discussed. Earl Hartzog advised-the Commission he
would get something together for the Commission to recommend to Council.
