CITY OF SCHERTZ
On 'this, the l6t~ day of November, 1961, the City
Council of the City of Schertz, Texas, regularly convened at
a special meeting in the City Hall of the City of Schertz,
Texas, with the following members present, namely:

at which time the following proceedings, among others, were
had., to-wit:
Mayor ROY W. Richard introduced a proposed ordinance
calling an election, hereinafter set forth. The ordinance was
read in full and a full discussion and consideration thereof
then ensued.

Thereupon, the Mayor announced the ordinance finally passed
and adopted, and said ordinance as passed and adopted by the
City Council and approved by the Mayor of the City of Schertz,
Texas, is as follows:

AN ORDINANCE
CALLING AN ELECTION IN THE CITY OF SCHERTZ,
TEXAS, FOR THE PURPOSE OF SUBMITTING TO THE
QUALIFIED RESIDENT PROPERTY TAXPAYING VOTERS
OF SAID CITY WHO OWN TAXABLE PROPERTY IN
SAID CITY AND WHO HAVE DULY RENDERED THE
SAME FOR TAXATION, A PROPOSITION CONCERNING
AND RELATING TO THE ISSUANCE OF $315,000.00
GENERAL OBLIGATION TAX BONDS OF SAID CITY
FOR THE PURPOSE OF CONSTRUCTING A SANITARY
SEWER SYSTEM; PROVIDING FOR NOTICE OF SAID
ELECTION, AND ENACTING PROVISIONS INCIDENT
AND RELATING TO THE SUBJECT AND PURPOSE OF
THIS ORDINANCE.
WHEREAS, the City Council of the City of Schertz,
Texas, deems it expedient to issue coupon bonds of said City
in the principal amount of $315,000.00 for the purpose of con-
structing a sanitary sewer system in and for said City; and
accordingly desires to submit to the qualified voters of the
City, for their action thereupon, the proposition hereinafter
set forth for the grant of such authority as therein contained;
NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, TEXAS:
I
That an election be held in the City of Schertz, Texas,
on SATURDAY, DECEMBER 16, 1961, which is not less than fifteen
(15) or more than thirty (30) days from the date of this ordin-
ance, at which election there shall be submitted to the qual-
ified resident property taxpaying voters of the City of Schertz,
Texas, who own taxable property in said City, and who have duly
rendered the same for taxation, for ~heir action thereupon,
the following proposition:
PROPOSITION
"Shall the City Council of the City of Schertz,
Texas, be authorized to issue THREE HUNDRED FIF-
TEEN,THOUSAND ($315,000.00) DOLLARS principal amount
of General Obligation Tax Bonds of said City
for the purpose of constructing a sanitary sewer

system in and for said City; s~id bonds to mature
serially over a period not to exceed forty (40)
years from their date, and to bear interest,at,a
rate not to exceed five (5%) per centum per annum,
interest payable annually or semi-annually; and
to levy an annual ad valorem tax on all taxable
property in said City sufficient to pay the inter-
est on said bonds and to create a sinking fund to
pay the principal thereof as the same matures, as
authorized and required. by the Constitution and
laws of the state of Texas, including Chapters 1
and 7, Title 22, Revised Civil statutes of 1925,
as amended?"
II
That said election shall be held at the FIRE STATION,
located at the corner of Main and First street in the City of
Schertz, Texas, and the following named persons are hereby
appointed officers of said election:

and the boundaries of said City are hereby declared an election
precinct for the purpose of holding said election.
III
That said election shall be held under the proVisions
of and in accordance with the laws governing the issuance of
municipal bonds in cities, as provided in the general laws of
the State of Texas; and only those qualified resident property
taxpaying voters of the City of Schertz, Texas, who own tax-
able property in said City and who have duly rendered the same
for taxation, shall be allowed to vote at said election,
IV
That the ballots for said election shall be prepared
in sufficient number in conformity with Chapter 6, V.A.T.C.S.,
Election Code, as amended, and there shall be printed on such
ballots the following:

That, concerning said proposition, each voter shall
mark out either with pen or pencil one of the above expressions,
thus leaving the other as indicating his vote on the proposition.
VI
That a copy of this ordinance signed by the Mayor and
attested by the City Secretary shall serve as proper notice of
said election. Notice of said election shall be given in accord-
ance with Article 704, Revised Civil Statutes of Texas, 1925, as
amended.
VII
That the City Secretary is hereby authorized and directed
to post notice of said election at the CITY HALL in said City,
and at three (3) other public places within said City, all of
which notices shall be posted not less than fourteen (14) days
prior to the date set for said election.
VIII
That, there being no newspaper published in the City of
Schertz, the City Secretary is further authorized and directed
to cause said Notice of Election to be published in the SEGUIN
ENTERPRISE, a newspaper pUbliShed in and of general circulation
in Guadalupe County, Texas, which notice shall be published on
the same day in each of two (2) successive weeks in said news-
paper, the date of the first publication being not less than
fourteen (14) days prior to the date set for said election.
Except as otherwise provided herein and in said, Article 704,
as amended, the manner of holding said election shall be governed
by the laws governing general elections.

Schertz, Texas, DO HEREBY CERTIFY that the above and foregoing
is a true and correct copy of an Ordinance calling a Bond
Election in the City of Schertz, Texas, and of the Minutes
pertaining to its adoption, which Ordinance was duly passed
and adopted by the City Council of the City of Schertz, Texas,
and approved by the Mayor of said City, at a special meeting
held on the 16th day of November, 1961, at the regular meet-
ing place in the City Hall in the City of Schertz, Texas, with
a quorum of the Members of the City Council being present and
participating, and that same appears of record in Book 1 of
the Minutes of said City Council; and that I am the lawful pos-
sessor and custodian of such books and records of the City of
Schertz, Texas.
