The Schertz Planning and Zoning Commission convened 1n a
session on Tuesday, December 11, 1990 at 7:00 P.M.

Chairman Andrews called the meeting to order at 7:00 P.M.

#4 CONSIDER AND MAKE RECOMMENDATION: Request from Resurrection
Baptist Church for a Specific Use Permit
Allowing Them to Locate at 909 FM 1518 which is
in the AICUZ, APZ-1
Oliver Nelson of Century 21 Realty and John Farmer of Pacific
Southwest Bank were at the meeting to represent this request.
Chairnan Andrews asked for Staff input.

place in the AICUZ since, and the only other use of the building
after it Kas originally built as a bingo hall was a dog obedience
school.
Chairman Andrews noted Article XXIV of the Zoning Ordinance
regarding Specific Use Permits and pointed out that if the permit
is not used within six months from the time it is granted, it is
terminated.
Chairman Andrews asked for questions from the Commission but
there were none at this time.
Mr. Andrews then commented whatever the decision of the
Commission, there are two things'that need to be brought out: (1)
the location is in. APZ-1 and (2) it is in noise level 75 (75
decibels). Mr. Andrews went on to say there is a form that will
need to be signed, by the potential occupant, for the protection
of the City on down the road.
Steve Simonson reminded Mr. Andrews the form has been signed,
Chairman Andrews remarked it has been signed saying they are
aware they are in APZ-1, but not that they are aware they are ln
nOlse level 75. Mr. Simonson indicated that could easily be
added and initialed by a representative from the church.

Chairman Andrews then stated the AICUZ document from Randolph Air
Force Base definitely prohibits a church in noise level 75.
Jim Shriver reminded Hr. Andrews the AICUZ document is only a
guideline.
Chairman Andrews, referring to the fact that they will be in the
flight path, admitted he does not know the training hours of
Randolph AFB.
Councilperson Ken Greenwald stated normal traini~g hours are
Monday through Friday. Saturday and Sunday air traffic is
usually transient with every kind of aircraft - Army, Navy and
even Marines. Mr. Greenwald wondered if anyone had talked to
Randolph AFB about what the noise level will be when the bomber
tanker comes in.

Chairman Andrews asked who will be sign1ng the documentation and
was told it will be the church clerk, Olivian Hudson.
Harry Bauman made a motion to recommend to City Council approval
of the request from Resurrection Baptist Church (provided all
documents are properly signed and submitted) for a Specific Use
Permit allowing them to locate their church at 909 FM 1518 which
is in the AICUZ, APZ-1, Noise Level 75, and to schedule it for a
public hearing. Gary Bricken seconded the motion and the vote
was as follows:

Motion carried.
Steve Simonson explained the procedures that have to be followed
to schedule a public hearing and also asked Olivian Hudson to
stop by the next day to sign the form where a notation will be
added to say they are aware they are in Noise Level 75.
Chairman Andrews advised the church members to keep this document
they are signing on hand for future reference.
Gary Bricken advised the church members to real ize that future
government regulations may add noise to the flight path and make
other activities of the church harder to carry out.
Steve simonson sugges~ed that perhaps installing more insulation
in the building would be prudent.
The church members thanked the Commission for their time.
#5 CONSIDER AND MAKE RECOMMENDATION: Further Review of the
Zoning Map, and in Conjunction, Review of the
Letter from the Commission to City Council
Regarding the Update of the Comprehensive Plan
Chairman Andrews asked that the letter be reviewed first. Mr.
Andrews went on to say he had asked Harry Bauman to compose this
letter and he thinks Mr. Bauman did a fantastic job.

Chairman Andrews requested further discussion of the Zoning Map
be tabled until the meeting of February 26, 1991.
16 GENERAL DISCUSSION
Merwin Willman:
(a) Said there needs to be some way of educating new members, but
doesn't know how to go about it. A good example is the AICCZ.
Harry Bauman commented he was aware there is such a document but
he had never seen one before.
steve Simonson showed the Commission the few pages from the AICUZ
document he distributes and those pages are a map, the zones and
an explanation of uses. Mr. Simonson noted that you could pull
about 20 pages that contain the meat of the document and make
copies to distribute.
Chairman Andrews noted that the recommended building requirements
are listed in back of the Arcuz book.
Steve simonson told the Commission that behind Randolph AFB there
is no more than one (1) single family residence per acre.
After more discussion on how to train nel; members,
volunteered to set up an OJT program after the first

(b) Asked if people have started occupying the mobile home park
across the street from Pecan Grove Mobile Home Park and Steve
Simonson said yes they have - they worked out the sewer problems.
(c) Brought up how he had mentioned several time that the Mobile
Home Ordinance needs to be updated to include manufactured
housing. Mr. Willman distributed copies of a pamphlet entitled
"Regulating Manufactured Housing."
(d) Also distributed information on Comprehensive Plans from
chapters out of a book entitled "Planning for Small Cities". Mr.
Willman stressed that, in his opinion, he doesn't feel that at
the rate they're going on the Comprehensive Plan, they will ever
finish. Mr. Willman thinks they need to set up some type of
schedule and/or plan.
Jim Shriver:
(a) Mentioned that at the last meeting the Commission approved a
new form for the Home Occupation Permit application and he
brought the finished product with him tonight.

steve Simonson reminded Jim Shriver that ~lerwin l'iillman read a
letter to the Commission at the last meeting saying he wanted to
withdraw his name from the proposed amendment, but it had already
been approved and since no one made a motion to withdraw it, he
did nothing about it.
(c) Noted an interesting article in the December Zoning Bulletin
called "Signs - Ordinance Unlawful Taking without Compensation."
(d) Jokingly asked for his pay considering he had read where the
San Antonio Planning and Zoning members get $20 per meeting.
(e) Wished everyone a Merry Christmas!

(a) Reported the City has finally received
easement contracts from Southern Pacific.

Chairman Andrews:
(a) Mentioned that at a previous meeting the Commission discussed
highlighting the Foreign Trade Zone on the map and wondered if
that's in the mill. Steve Simonson said he just hadn't had time
to get it done.
Cou~cilperson Ken Greenwald commented he thought Mark Marquez
said tlIe Foreign Trade Zone hC!d not been approved yet. To this,
Chairman Andrews said the FTZ needs to be marked some way so ~r.
Marquez can use it as a marketing tool.
(b) Wished everyone a Merry Christmas!
Councilperson Ken Greenwald:
(a) Thanked the Christmas Decorating Committee saying they did
great work this year. Mr. Greenwald advised everyone to drive
around and look at all the lights and he thinks they will be
alLlazed at how many there are.
Chairman Andrews related that Channel 5 1S supposed to be 1n
Schertz on December 20th.

Chairman Andrews C!djourned the meeting at 7:45 P.M.
The next regularly scheduled meeting is January 8, 1991.
