PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission convened in a regular
session on Tuesday, January 8, 1991 at 7:00 P.M. in the Municipal
Complex Conference Room, 1400 Schertz Parkway. Those present
were as follows:

Jim Shriver made a motion to approve the minutes for';"the regular
session December 11, 1990. ' Merwin Willman seconded the motion
and the vote was unanimous in favor. Motion carried.

Georqe Vick:
(al Read a small article to the',commission that was in the San
Antonio Light newspaper on January 5th about a proposed land use
plan for the City of Houston.
(bl Mentioned, that even though it's not in our jurisdiction,

Mr. Simonson acknowledged he got a lot of complaints when the
Animal Control people left door hangers (advising pet owners of
the rules) in the Schirmerville are.
Chairman Andrews advised you can get a license from Dr. Harborth
if that's where you take your animal for it's shots.
George Vick noted that Dr. Harborth is not reporting to the City
those people who do obtain pe~<licenses. Mr. Vick said he,knows
because his dog got out andj(the fact that he had a pet ,.license

la) Distributed copies to'th~','I;:cJ)Iimii.ssion of the "Pennsylvania
Planning Code". Mr. Willman said this is part of their law and
he likes the readability of it~ One other thing he likes is that
along with the law, the Pennsylvania Dept. of Community Affairs
puts out pamphlets which break down the law into various
subjects. Mr. Willman informed the Commission Pennsylvania has a
riders program whereby circuit riders travel around to help out
small cities.
(bl Distributed a proposed plan he had written up on site plans.
Mr. Willman said site plans had been discussed several years ago
at the APA Conference and it had aroused his curiosity, so he
looked into it. Mr. Willman said he realized a site plan could
be of benefit to the City of Schertz.

Mr. Willman advised he has been corresponding with a Mr. Callaway
from College Station who has sent him quite a bit of information.
Mr. Willman went on to say the Commission has looked at site
plans in the past, but has had no control over them. The most
recent site plans have been from payless and Diamond Shamrock.
Mr. Willman stressed that he tried to be flexible in his proposed
site plan and asked the Commissioners to review his proposal. His
proposal covers things such as landscaping, parking and lighting.
Mr. Willman said when the developer comes in, what's on the site
plan is what's actually going to be on the ground. Mr. Willman
requested discussion of the proposed site plan be placedon~,the
agenda of the February 12th meeting.
