January 25, 2002
The Schertz Planning and Zoning Commission convened in a special session on January 25,
2002 at 7:00pm in the Municipal Complex at Council Chambers, 1400 Schertz Parkway,
Schertz, Texas.

to order at 7:01 pm.
Chairman Richmond called the special session of January 25, 2002
#2 Citizens' Input Other Than Agenda Items: There are none
#3 Consider and Take Appropriate Action~ On a request from the Planning and
Zoning Commission for final approval of the City of Schertz Comprehensive Land Plan. (PC
#511-02)
Mr. Youngblood stated there are no comments from the city staff at this time. Chairman
Richmond asked if Mr. Youngblood has spoken to Mr. Keast. Mr. Youngblood stated yes and
they are in the process of making the corrections from the January 22, 2002 meeting. He also
stated this item is on City Council's agenda for January 30, 2002 to set a date for a public
hearing.
Mr. Brockman stated he still has a problem with the idea of allowing the planting of trees in
streets. He mentioned the fire department stated something on this subject previously. Mr.
Youngblood said he spoke to the fire chief on this matter. The information he received from
interim Chief Woodward was the ladder truck has a difficult time clearing overhanging trees.
Chief Woodward invited the Commissioners to take a ride in the truck to better understand the
situation. Mr. Brockman stated if Schertz Parkway is going to have trees in the street he does
not approve. After a brief discussion, it was noted that the landscaping portion of the Schertz
Parkway Project still is in the design stage but would likely include xeriscape plants in the
medians. Chairman Richmond also explained trees and plants in street medians are
recommended by the American Planning Association as a speed deterrent.

Without further discussion Mr. Moreno moved to forward the Comprehensive Land Plan to City
Council to set a date for a public hearing. Mr. Wallace seconded the motion. A vote was
taken. The motion carried.
#4 Consider and Take Appropriate Action: On a request from the Planning and
Zoning Commission to approve an amendment to Article IX Sign Standards of the Unified
Development Code.
Mr. Youngblood stated all changes have been made.
Mr. Brockman stated on page 84 in Section 4.13D(3) there are too many negatives; will not is
used twice in the section. Chairman Richmond stated this sentence should be changed to
read, and be contrary to public interest.
On page 83 in Sections 4.12G and H Mr. Brockman stated from time to time did not sound
right. Mr. Evans stated this is something Mr. Spain suggested. Mr. Youngblood stated he
would call Mr. Spain on this to make sure it is to read this way.
On page 86 in Section 5N device should be plural.
On page 90 Section 8.4E states lowest portion of the siqn is 10' or less. This needs to be
changed to 10' or more.
Chairman Richmond stated on page 91 in Section 8.41(4) the ~ should be dropped off the word
precludes.
Mr. Brockman stated in the matrix, half way down the second page, where it says Monument it
should read City of Schertz Entry Siqns. The last item on the matrix should state which ever is
less rather than lower. Chairman Richmond stated the open parenthesis in this sentence
should be removed, and 100 should be changed to 50.
Without further discussion Mr. Sommers moved to forward Article IX Sign Standards to City
Council to set a date for a public hearing. Mr. Wallace seconded the motion. A vote was
taken. The motion carried.

#5 Adjournment: Gary Wallace moved to adjourn the meeting. William Sommers
seconded the motion. The meeting was adjourned at 7:33 p.m.
