INVOCATION AND PLEDGES OF ALLEGIANCE TO THE FLAGS OF THE UNITED STATES AND STATE OF TEXAS. Councilmember Fowler gave the Invocation followed by the Pledges of Allegiance to the Flags
of the United States and State of Texas. Mayor Baldwin thanked everyone for the special tribute of the the “Hal Baldwin Municipal Government Scholarship” that was presented to him after
the Council meeting. Mayor Baldwin stated that the Hal Baldwin Municipal Government Scholarship is an Annual Essay and Interview Competition to motivate students to pursue leadership
roles in civic government. PRESENTATION • Discussion and Presentation by Dean Weirtz, Historical Preservation Commission on the City of Schertz Historical Book. (D. Harris) Mayor Baldwin
recognized Dean Weirtz, Chair of the Historical Preservation Commission, who introduced a member of the Commission that was present. Mr. Weirtz gave a brief presentation regarding the
work of the commission and introduced the new Schertz book “The Story of Great Ancestry, Legacy and Development”. The story of how brave and determined pioneers came from far away towns
and villages in France and Germany to settle in the Schertz area. The book depicts the treachery and hardships faced by the immigrants throughout their journey and after their arrival
in this new and and unsettled land called “Texas”. The book explores the influences of the Civil War and Native American Indian cultures on settler life in Schertz and surrounding Central
Texas Communities. The
City Council Regular Meeting November 25, 2008 297 history of City growth and expansion during the 20th century are covered as well as significant memories of growing up in Schertz as
discussed by longtime Schertz’ residents. Mr. Weirtz presented the Council with the first printed copy and stated that the book will be on sale at City Hall, the Library, and the cost
is $18.00. • Presentation on the Proposed Emergency Services Training site. (D. Covington) Mayor Baldwin recognized Fire Chief David Covington who gave a brief PowerPoint presentation
of the proposed Emergency Services Training site and facility answering questions from Council. • Update regarding City Projects (L. Dublin) Mayor Baldwin recognized City Engineer Larry
Dublin who briefed the Council on the ongoing and upcoming projects within the City answering questions from Council. HEARING OF RESIDENTS Mayor Baldwin recognized the following: • Ms.
Rosemary Grayson, 5213 Cabana Drive, who addressed the Council on her concerns of screening issues on the proposed Self-Storage Facility; she also announced that the Mobil Villa Estates
will have their lamas, once again, participating in the holiday parade. • Mr. David Scagliola, 3418 Fox Briar Lane, who thanked the VFW for their recent POW/MIA Ceremony; stating it

who introduced this item. Councilmembers discussed this item and requested that this item be tabled and sent back to the City Attorney for clarification of Section 2.94. Mayor Baldwin
recognized Mayor Pro-Tem Wilenchik who moved, seconded by Councilmember Scagliola to table this item pending clarification of Section 2.94 from the City Attorney. Vote was unanimous.
Motion Carried 6. Ordinance No. 08-S-49 -SUP2008-031A-Consideration and/or action upon a request for a Specific Use Permit of 2.82+ acres land being of Lot 6 Block 1 of the Hubertus
Retail Subdivision to allow the use of a Self-Storage Service Facility in the General Business zoning district (GB) located at the southwest intersection of IH35 North and FM-1103. (M.
Nichols) Final Reading Mayor Baldwin recognized Assistant City Manager David Harris who introduced this item stating that nothing had chanced since first reading. Councilmembers stated

Fowler to approve Ordinance No. 08-S-49. The vote was 2-2-0 with Councilmembers Trayhan and Fowler voting yes and Councilmember Scagliola and Mayor Pro-Tem Wilenchik voting no. The vote
was a tie, Mayor Baldwin voted yes on the item to break the tie. Motion carried. 7. Resignations/Appointment/Reappointment to Boards and Commissions/Committees – Consideration and/or

Manager David Harris who introduced Economic Development Specialist, Erin Matlock who came forward briefing the Council on the upcoming Festival of Angels event and parade route. No

PRESENTATIONS • Police Department Introductions/Promotions Presentation (S. Starr) Mayor Baldwin recognized Police Chief Steve Starr who introduced the following Police Personnel and
their promotions: Lt. John Correu has been with the City of Schertz Police Department since 1997. Lt. Correu holds a master peace officer license. He possesses an Associates degree in
criminal justice, a master’s degree in Public Administration, and a second master of Science degree in justice policy. Lt. Correu is married to Chrissi, they with three children (Tyler,
Baylee and Paisley) and one on the way. Lt. Michael Carey began working for the City of Schertz as a Patrolman on December 23, 1991. He holds a TCLEOSE masters Peace Officer Certification.
During his service with the City he has participated in the Honor Guard, Field Training Officer, Police Instructor and Firearms Instructor.
City Council Regular Meeting December 2, 2008 302 Sergeant Brian Onofre is 29 years old and is married to Roxanne. Brian has a 10 year old daughter (Jamie) and an 8 year old son (Nathaniel).
Brian and his family are expecting a new edition (son) in January 2009. Brian has been a police officer for 8 years, 4 have been with the City of Schertz. Sgt. John Eisen was born August
12, 1967, at Fort Sam Houston in San Antonio. He joined the US Army in 1986 and was honorably discharged in 1989. John was hired as a Reserve officer in 1996 and 4 months later became
a permanent Police officer. John holds an Advanced Peace Officers license. Corporal Steven Rolison attended Louisiana Tech University on a track scholarship. He has been employed with
the City of Schertz for 4 years. He was a Detective in CID for over a year and is currently on the SWAT team. Corporal Ernest Spradling was born and raised in San Antonio is married
to Katherine and has 2 children, Tyler and Jake. Ernest has been employed with the City since May 2006. He was promoted to Detective Corporal in November 2008. Corporal Rebecca Rodriguez
was born and raised in San Antonio and graduated from Lee High School in 1987. Rebecca has been with the City since October 2000 and was recently promoted to Corporal. Jonathan Patrick
is married to Melissa and they have three children, Elizabeth, Jonathan and Avery Elise. He has been with the City since November 2005 and was recently promoted to Detective in CID.
Kelly Kallies was born and raised in New Braunfels. Kelly is married and has 2 children. She has been with the City for 15 months, and recently promoted to Detective in CID. Shawn Ceeko
was honorably discharged from the US Marine Corps and began his law enforcement career in 2000. He has been with the City since 2005. On October 2008 he was transferred to the Special
Projects Officer position • Special Presentation – Cancer Walk (D. Taylor) Mayor Baldwin recognized City Manager Don Taylor who made the following special presentation: “Traditionally,
the City City of Schertz has participated in the yearly Randolph Metrocom area regional Relay for Life for Cancer Awareness and to raise monies to Cancer research. Over the past two
years, the City and its employees have raised approximately $40,000 for this cause. After the initial planning meeting for the next Relay for Life, the City of Schertz, felt that their
time and energy would be better spent on a more local rather than regional sponsorship program to raise funds. Therefore, The City of Schertz is proud to announce the “Wilenchik Walk
for Life”, on an annual cancer awareness walk. The
City Council Regular Meeting December 2, 2008 303 inaugural event is to be held the first weekend in March of 2009 to raise money for cancer research”. • The walk will begin at 7:00
a.m. at Schertz Parkway and IH 35, 100% of the route will be on Schertz Parkway, showcasing our beautiful parkway. • The walk will end at the old Library, time unknown at this point.
• Event will include: a survivorship breakfast, entertainment at the Old Library and along Schertz Parkway, Pep Rally at end of walk to excite people about cancer awareness, sale of,
in honor of and in memory of signs to line the entire parkway from Friday through Sunday. Cost will be $5.00. • All proceeds from the walk will be donated to cancer research foundations
• Stay tuned for more planning and announcements on the “Wilenchik Walk for Life”. Mayor Pro-Tem Wilenchik stated that he was truly honored to have this event held in his name and that
the money raised for cancer awareness works. Through donations of these events, cancer research can be extended and programs developed to prolong the life of citizens with cancer. He
is a recipient of this fact. Mayor Pro-Tem Wilenchik thanked everyone for their work on this project and the honor. HEARING OF RESIDENTS Mayor Baldwin recognized the following: • Ms.
Jan Wilson, 5213 Cabana Drive, who stated that Mobil Villa Estates has provided Christmas Cards this evening for everyone to sign which will be sent to the Red Cross for wounded soldiers.

Public Drinking Water Recognition Program. He stated that the City of Schertz water system has been chosen to receive a TCEQ 2008 Public Drinking Water Recognition Program award. He
City Council Regular Meeting December 2, 2008 304 further stated the program recognizes the efforts, dedication and contribution public water suppliers make to the state and to protecting
the public health of all citizens. Councilmember Michael Carpenter arrived at 6:55 p.m. Oath of Office A. Mayor Pro-Tem – Consideration and/or action regarding the appointment of the
Mayor Pro-Tem, term to expire June 1, 2009. Mayor Baldwin to administer oath (Michael Carpenter) Mayor Baldwin gave the Oath of Office of Mayor Pro-Tem to Councilmember Carpenter. Councilmember
Carpenter introduced is mother Karen, and her friend Mary Lou Valencia who were in the audience. Mayor Baldwin asked that everyone join the Council in the lighting of the Christmas tree

Agenda No. 2 CITY COUNCIL MEMORANDUM/RESOLUTION City Council Meeting: December 9, 2008 Department: Business Office/Utility Billing Subject: Utility Billing Bad Debt Write-Offs BACKGROUND:
Per City Policy, Utility Billing is to bring uncollectible debt to City Council throughout the year. For uncollectible debt, we are to write the debt off after 180 days of non-payment.
FISCAL IMPACT To ensure that our outstanding receivables are current, we are requesting to write-off $47,392.97 of uncollectible Water, Sewer, Garbage and Drainage Accounts. The amounts
included in this request are for the period of October 1, 2006 through September 30, 2008. All collection efforts have been exhausted. I am forwarding this request for approval; it is
the recommendation of the City Auditor, Fred Timmons, to keep our receivables current. RECOMMENDATION Staff recommends Council approval. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ: That the above stated Utility Billing recommends City Council approve the Write-Off Off amount of $47,392.97. PASSED AND APPROVED at a regular meeting of the City Council

Agenda No. 3 CITY COUNCIL MEMORANDUM City Council Meeting: December 9, 2008 Department: Public Works /Engineering Subject: Ordinance No. 08-D-52 -Recommendation to make south side of
Mayfair Avenue No Parking Zone (Final Reading) BACKGROUND At the monthly TSAC meeting on June 5, 2008 Northcliffe HOA president, Ms. Bell, briefed the Commission regarding the request
to have the south side of Mayfair Avenue a No Parking Zone for safety reasons. A motion was made by the Commission to have the City of Schertz Engineer review a traffic study on Mayfair
Avenue and send his findings to Council. City Council passed this on first reading at the December 2, 2008 meeting. FISCAL IMPACT The Fiscal Impact will be $500.00. Proposed FY 2008-2009

that traffic safety in the City may be enhanced in certain instances by the installation of stop intersections on City streets. NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF SCHERTZ, TEXAS; SECTION I THAT, Chapter 86 of the Code of Ordinances of the City of Schertz, Texas is hereby amended as follows: “Section 86-41, Stop Intersections – Designated

City of Schertz, Texas be amended to add the following: “Section 86-115, Maximum limits generally. (a) As a result of a traffic and engineering survey conducted by the traffic engineer,
the maximum, reasonable, safe and prudent speed limit has been found and is hereby declared to be 20 miles per hour on any street in any residential or business district in the city,
except as may be otherwise provided in this article…the limits specified in this section shall be lawful, but any speed in excess of such limits shall be prima facie evidence that the
