PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission and. City Council
conducted a Joint Publ ic Hearing on Tuesday, April 2, 1991 at
7:00 P.tv1. in the Municipal Complex Council Chambers, 1400 Schertz
Parkway. Those present were as follows:

#1 CALL TO ORDER
Mayor Sawyer called the meeting to 'order at 7:00 P.M.
Mr. Sawyer read a proclamation declaring April as Child Abuse
Prevention Month in -- the City of Schertz. The proclamation was
presented to Mr. Larry Jones . representing the Guadal upe County
Child Protective Services Board.
Mayor Sawyer then turned the meeting over to Planning and Zoning
Chairman Bob Andrews.
Chairman Andrews explained the rules of procedure that would be
used for the public hearing.
12 PUBLIC HEARING: Amendment to Zoning Ordinance - ZC #100
To receive citizen input on an amendment (regarding
political signs) to the 'Zoning Ordinance No. 87-S-1,
specifically Article XX, Overlay Districts, Section 2~
Special Overlay' District Jack Hays Blvd., and Section 4,
Spec ia 1 Overlay Dist,r ict Schertz. Parkway

At this time there were no questions or comments from citizens
and Councilperson Mary Marsh asked Chairman Andrews to explain
the proposed change.
Mr. Andre\__'s informed those present that ln the past , political
signs in the Overlay Districts were permitted only on weekends
and only "ith permission of the Commission. The proposed change
would allow them only on private property with prior approval of
the property owner.
George Mower of 501 Brooks Ave. asked if this amendment pertains
to the whole City or to just certain districts and also asked if
a private citizen can put up a political sign.
Chairman Andrews answered by saying this proposed change pertains
to the Overlay Districts on Jack Hays Blvd. and Schertz Parkway
which are more restrictive districts. Mr. Andrews further stated'
a private citizen is permitted to put up political signs with
prior approval of the property owner.
13 GENERAL DISCUSSION
There was none.
14 ADJOURNMENT OF PUBLIC HEARING
At this time Chairman Andrews turned the meeting back over to
Mayor Sawyer who adjourned the public hearing at 7:05 P.M.
The Schertz Planning and Zoning Commission convened in a Special
Session, after the Joint Public Hearing, in the Municipal Complex
Conference Room.
15 CALL TO ORDER
Chairman Andrews called the meeting to order at 7:06 P.M.
#6 CITIZENS' INPUT OTHER THAN AGENDA ITEMS
There was none.
17 CONSIDER AND MAKE RECOMMENDATION: ZC #100
Merwin Willman made a motion to recommend approval to City
Council of the proposed change to the Zoning Ordinance regarding
political signs, specifically Article XX, Overlay Districts,
Section 2, Special Overlay District Jack Hays Blvd., and Section
4, Special Overlay District Schertz Parkway.
George Vick seconded the motion and the vote was. unanlmous In
favor. Motion carried. -'

MAKE
RECOMMENDATION:
Updating of the
Comprehensive Plan
Chairman ~ndrews pointed out Jim Shriver had provided the
Commissio~ with a suggested format for the Comprehensive Plan and
also a defLnition of "malfeasance."
Mr. Andre~s, saying he had made no further progress, asked for
feedback from those present as to how they were coming on their
assignments for the Comprehensive Plan.
George Vick reported no change in his progress.
Merwin Willman commented he hadn't done anything as far as his
assignment, but he had written a letter to Mr. Boutwell, a
professional consultant.
Harry Barman advised he had written his goals and objectives.
Merwin Willman expressed the opinion that something's missing -
he just can't seem to get started. Chairman Andrews said he
feels the same way and George Vick added he ,doesn't think they're
attacking this in the right way.
Harry Bauman related that years ago when he worked on a
Comprehensive Plan, they had a professional come in to get them
started.
George Vick, referring to the fact that they are members of the
APA, asked if there isn't someone in San Antonio who could talk
with the Commission free of charge. Mr. Vick emphasized it
should be someone who has worked on a Comprehensive Plan before.
Jim Shriver was told by Chairman Andrews he's the only one who
seems to be making any progress. Mr. Shriver indicated he will
be on hold until after April 15th.
#9 GENERAL DISCUSSION
Chairman .~ndrews observed it seems they just had their general
discussion (it was on the Comprehensive Plan) and asked if anyone
had other subject matter to bring to the Commission's attention.
There was no further discussion.
110 ADJOURNMENT
Chairman ~ndrews adjourned the meeting at 7:14 P.M.
The next regularly scheduled meeting is April 9, 1991.
