RESOLUTION NO. 08-R-08
A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, TEXAS ADOPTING A PARKS, RECREATION,
AND OPEN SPACE MASTER PLAN FOR THE
DEVELOPMENT OF PARKS AND OPEN SPACES IN THE
CITY OF SCHERTZ, TEXAS.
WHEREAS, the Texas legislature has approved the Park and Wildlife Code, Section 24.005,
for the purpose of allowing the political subdivisions of the State of Texas to participate in
the Texas Local Parks, Recreation and Open Space Fund; and,
WHEREAS, the City of Schertz, Texas (hereinafter called "City"), desires to assess the.
current and future needs of the community for recreational facilities and open space areas;
and,
WHEREAS, the City desires to survey the availability of recreational opportunities and
passive areas such as green belts and nature preserves suitable for designation as open
spaces within the community and surrounding areas; and,
WHEREAS, the City desires to identify those areas in the city that could be targeted for
acquisition and/or development as public parks or as permanent open spaces; and,
WHEREAS, the City desires to identify public and private sources of funding and potential
donors ofland to support the acquisition ofland for public parks and open spaces.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, TEXAS, THAT the following Master Plan for Parks, Recreation, and Open
Space Development is hereby adopted:
OBJECTIVES
1. To identify recreational and open space availability both within the city and ETJ;
2. To document the demand for current and future recreational and open spaces;
3. To identify all open spaces within the community, including boulevards, parkways,
flood plains, and conservation areas;
4. To develop a prioritized list of recreational and open space needs of the city;
5. To identify parcels of land which the city could acquire in the future for the
development of additional parkland and open space;
6. To identify potential sources of funding support for the acquisition and development
of parkland;
7. To develop a request for funding from the Texas Parks and Wildlife Department for
funding support for needed recreational and open space opportunities.
MAJOR COMPONENTS INCLUDED IN THE MASTER PLAN
1. Recommendation for improvements and expansion to existing facilities;
2. Recommendation for the general location of new facilities;
3. Recommendations for the development and protection of open spaces and
conservation areas;
4. Recommendations for coordinating municipal programs and facilities with other
overlapping services within the community;
5. A recommended five-year plan for community recreation and open space
improvements, including phasing of priorities, estimated cost by project, and
possible sources of funding.
