The Schertz Planning and Zoning Commission convened on March II, 2009 at 6:30 p.m. at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

CALL TO ORDER/ROLL CALL
Mr. Richmond called the meeting to order at 6:31 P.M.
EXECUTIVE SESSION
Called under Section 551.071 Consultation with Attorney: Closed Meeting
The Planning and Zoning Commission adjourned into Executive Session at 6:31 pm.
The Chairman re-convened the regular meeting at 7: 18 pm.

HEARING OF RESIDENTS
No citizen comments.

CONSENT AGENDA:
A.
Consider and act upon the Planning and Zoning Commission meeting minutes for February 25, 2009.
Following the reading of the Consent Agenda item, Mr. Wallace moved to approve the Consent Agenda.
Ms. Tutschke seconded the motion. Abstaining: Mr. Sommers. Vote Aye: Ms. Tutschke, Mr. Greenwald
Mr. Evans, Mr. Wallace, Mr. Edwards and Mr. Richmond. Motion carried.

A. PC2008-045 Pet's Barn Store 11 - Site Plan
Consider and act upon a request for a site plan of Lot 43, Block I, Horseshoe Oaks - Unit I
Subdivision consisting of 1.159::1: acres of land located on the west side of FM 3009, approximately
286 feet northeast of Woodland Oaks Drive, commonly known as 2765 FM 3009. This property is
zoned Neighborhood Services (NS).
Ms. Mitchell reviewed staff comments and addressed concerns relating to the heritage tree located on the
property, and the fact that saving the tree would not be possible.
Mr. Richmond recognized the following:
. Mr. Travis, EI Paso, introduced himself to the Commission as the owner of Pet's Barn Stores and
gave a short presentation on the history of his business and himself.
Mr. Richmond summarized the concerns about the site addressed at the last Planning and Zoning Commission
meeting, including traffic safety and tree preservation.
Mr. Travis addressed the concerns of the Commission regarding traffic safety in regards to deliveries by large
trucks, including access along FM 3009 and rush hour concerns.
Mr. Wallace asked Mr. Travis ifhe would consider meeting with the other commercial owners in the
subdivision to discuss potentially adding another access point at the rear of the site.
Mr. Travis stated yes that Pet's Barn would be willing to pursue what is best for the community.
After short discussion, Mr. Wallace moved to approve the item. Mr. Greenwald seconded the motion.
Abstaining: Mr. Sommers. Vote Aye: Ms. Tutschke, Mr. Greenwald, Mr. Evans, Mr.Wallace, Mr. Edwards
and Mr. Richmond.

ITEMS FOR DISCUSSION ONLY
Discussion of Sexually oriented businesses.
Mr. Sommers stated that the information on Sexually oriented business that he was concerned with was
addressed and passed with the current Unified Development Code.
7. REQUESTS AND ANNOUNCEMENTS
A. Requests by Commissioners to place items on a future Planning and Zoning Agenda.
No requests.
B. Requests by Commissioners to Staff for information.
Mr. Richmond requested a current update on the number of lots by zoning classification as well as total
acreage of each zoning classification.

. Mr. Sommers announced a fundraising barbecue event for Operation Homefront on March 21.

zoning and schools.
