EMERGENCY OPERATIONS PLAN
CITY OF SCHERTZ
I. AUTHORITY
Texas Civil Protection Act of 1951
Texas Emergency Operations Plan of 1966
City Ordinance, March 2, 1961
II. PURPOSE
To provide, in cooperation with the state and federal governments, a
workable plan for Schertz, Texas, designed to save lives and minimize
damage, and restore and rehabilitate society and property in a national
emergency or natural disaster.
To provide an educational and training program for the general public
in accordance with changing concepts and latest availabje information
and equipment, and it shall be in compliance with recommendations of
the State and Federal Civil Defense program.
III. OBJECTIVE
To safeguard life and property by making maximum use of available
man-power, equipment and protection and to survive and conduct recovery
and rehabilitation operations as early as consistent with the post
attach environment, or as quickly as possible following natural disaster.
IV. SITUATION AND ASSUMPTIONS ,. I!:.
A. Situation
l. The City of Schertz has a peak population of 6,200. Adequate
shelter space for the entire population can only be obtained
by a public shelter construction program, augmented by home
shelters. Once adequate shelter is provided, future building
construction, if properly distributed, could provide additional
space to accommodate increased population.
2. Schertz is served by U. S. Highway 78 East and West: Farm to
Market Road 3009 North and South; Farm to Market Road 1518,
North and South; Interstate 35 Southwest-Northeast.
3. Schertz is located twenty miles Northeast of San Antonio and
fifty miles Southwest of Austin. The city is one mile east of
Randolph Air Force Base, located in the western edge of
Guadalupe County. Schertz is located between two interstate
highways and served by a major railway. There are currently
two industrial parks located adjacent to Schertz.
B. Assumptions
l. It is accepted that a potential enemy has the capability of
attacking the United States with thermo-nuclear weapons of
,
2.
a size to be determined by the enemy delivered by aircraft,
from submarines, from ICBM, from IRBM and/or by clandestine
means.
2. It is assumed that- San Antonio, Texas, because of its military
training and maintenance facilities, is a possible strike area.
3. Schertz would likely receive heavy fallout based on a strike
within this or other areas within this geographic location.
Attacks might be by air bursts to increase blast and fire
damage or by surface bursts to increase the potential damage
from fallout.
4. Although the assumed prime target in this geographic area
is lis ted in (2) above, other points in Texas might be hit b\
bombs or missiles:
8. either as a result of deliberate attack.
b. error in attack, or
c. accident.
S. The weight of an attack on the United States might be such
that no appreciable support from outside the state can be
depended upon for some days or perhaps weeks.
6. That preparations to cope with military attack will be ~ept
continually convertible to protection against natural disaster.
