RESOLUTION NO. 75- R -7
A RESOLUTION HOLDING THE TEXAS RAILROAD
COMMISSION, WHOLESALE AND RETAIL ENERGY
DISTRIBUTORS RESPONSIBLE FOR HIGH NATURAL
GAS COSTS AND REQUESTING ELECTED OFFICIALS
TO WORK FOR THE RELIEF OF CONSUMERS' HIGH
UTILITY COSTS.
WHEREAS, the residents of Schertz have been burdened
with high utility costs as a result of increased base rates
and escalating fuel adjustment charges, and
WHEREAS, utility customers of this City have expressed
their concern over their burden of such high fuel costs by
circulating their own petitions, which this City Council endorses,
and of which copies are attached; and
WHEREAS, the City Council of Schertz is interested and
concerned about the heavy financial burden placed on its citizens
by high utility bills; and
WHEREAS, the City of Schertz is desirous of working with
or against retail utility distributors in our City, industry or
government to effect a reduction in utility rates; and
WHEREAS, The City Council agrees that all levels of
utility production and regulation, from the raw source level to
the retail distributor, should be held accountable for their
actions; and
WHEREAS, the Railroad Commission of Texas is a regulatory
body with authority over well-head cost of natural gas in the
State of Texas and being the State agency empowered to effect
reallocation of natural gas reserves, therefore should be held
accountable as a principal agent with wholesale and retail energy
distributors for the unbearably high increase in natural gas over
the last several months within the State of Texas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS, that the Texas Railroad Commission and whole-
sale and retail distributors of energy be held responsible,
accountable and more respondent to the residents of this City
and the citizens of the State of Texas for the outrageous cost
of natural gas produced and marketed within this state, and
BE IT FURTHER RESOLVED, that the Railroad Commission of the
State of Texas be required to show the logic or justification
why Texas consumers are being forced to pay natural gas costs
vastly out of proportion to the cost of natural gas being
sold for interstate consumption.
AND BE IT FINALLY RESOLVED, that all Legislators, Congressmen and
Senators representing the City of Schertz at both State and Federal
level, be provided a copy of this document and be urged to use every
means at their disposal to relieve the burden being placed on their
constituency by spiraling utility costs.
