RELATED FUNCTIONS TO BE PERFORMED IN
THE EVENT OF A DISASTER.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS, that
the "Emergency Operations Plan" of the City of Schertz,
Texas, as submitted by the Civil Defense Coordinator of
the City of Schertz, Texas, and a copy of which is attached
hereto, or any amendments to it attached hereto, is hereby
adopted as the Civil Defense Survival Plan for the City of
Schertz.

EMERGENCY OPERATIONS PLAN
I. AUTHORITY

Texas Emergency Operations Plan, 1966
Schertz City Ordinance No. 73-M-8, dated April 17, 1973.
II. PURPOSE
A. To provide, in cooperation with the State and Federal govern-
ments, a workable plan for Schertz, Texas, designed to save
lives, minimize damage, and restore and rehabilitate society
in a national, state or local emergency.
B. To clarify and strengthen the roles of the Mayor, City
Manager, and Civil Defense Coordinator in prevention of,
preparation for, response to and recovery from disasters;
C. To provide an educational and training program for the general
public in accordance with changing concepts and latest avail-
able infonnation and equipment, and it shall be in compliance
with recommendations of the State and Federal Civil Prepared-
ness agencies.
III. OBJECTIVE
A. To safeguard life and property by making maximum use of
available manpower, equipment, public fallout shelters and
natural disaster emergency shelters.
B. To conduct recovery and rehabilitation operations as early
as consistant with post attack environment, or as quickly
as possible following a natural disaster.
C. To p~ovide adequate shelter, food and health services to the
citizens of Schertz under emergency conditions.
D. To actively support the remainder of Guadalupe County and
adjacent areas, as a secondary mission, should they be attached
or experience a natural disaster.
IV. SITUATION AND A SSUMPTI ON
A. SITUATION
1
1. The population of the City of Schertz is approximately
6500. Adequate fallout shelter space for the whole
population is currently nonexistant. Adequate fallout
shelter space to accomodate the total population can
only be accomplished by a public fallout shelter con-
struction program, augmented by a private fallout
shelter construction program. Once adequate fallout
shelters are provided, future building construction,
if properly coordinated and distributed, could provide
the needed additional space for an increasing population.
Adequate natural disaster shelters exist which could
accomodate approximately 4200 persons.
2. Schertz is served by Fann-to-Market Road 78 East/West;
Fann-to-Market 3009 North/South; Fann-to-Market Road
1518 North/Sbuth; and Interstate Highway 35 Southwest/
Northeast.
3. Schertz is located 20 miles Northeast of San Antonio and
65 miles' Southwest of Austin. The City is one mile East
of Randolph Air Force Base in the western edge of Guada-
lupe County. Schertz is positioned between two Inter-
state Highway Systems (IH 35 & IH 10) and served by a
major railway system. There are currently two industrial
parks under development in the local area. Additionally,
Schertz is experiencing an extremely high growth rate and
large-scaled development is expected to continue well into
the future.
B. ASSUMPTIONS
1. That a potential enemy has the capability of attacking
the United States with thennonuclear weapons of a size
to be detennined by the enemy, delivered by aircraft,
submarines, ICBM, IRBM and/or clandestine means.
2. That San Antonio, due to its population concentration
and vast military facilities, is a prime target area.
Also, it is assumed that Austin is a possible target
area because it is a governmental center and has a
significant population size. In addition, being situated
only one mile from Randolph Air Force Base increases the
possibility of Schertz being in an attach area.
3. That Schertz could receive fallout based on a strike
within this or other areas within this geographic
location. Attacks may be by air bursts to increase
blast and heat damage or by surface bursts to increase
damage resulting from fallout.
4. That the prime targets in this geographical area are
listed in paragraph IV-B-2 above; other points in the

State of Texas might be hit by bombs or missiles
either as a result of deliberate attack, error, or
accident.
5. That the strength of an attack on the United States
could be such that no appreciable assistance from
outside the State or local area would be available
for several days or possibly weeks.
6. That preparations to cope with military attack will
be continuous, flexible, current and convertible in
order to provide protection against all types of
natural disasters.
7. Because of its geographical location, highway and rail
patterns and industries, Schertz can be assumed to be
subject to any of the following specific or combined
types of emergency or disaster situations:

V GENERAL
A. ORGANIZATION
The City of Schertz will operate and be responsible for the
incorporated area of the City. The Schertz City government
supercedes all other authority within the City limits during an
invoked emergency. The Mayor of the City of Schertz, by State
law, is the Chief of Civil Defense and will be in command of all
local resources during the emergency period.
B. EMERGENCY OPERATIONS CENTER (EOC)
1. The Mayor of the City of Schertz, assisted by the
Councilmembers, City Manager, civil defense coordinator,
heads of departments, agencies and services will exercise
direction and control from the Emergency Operations Cen-
ter. The Schertz EOC is located in the Police Station
on Live Oak Road. The Mayor, Councilmembers, City Manager,
and Civil Defense Coordinator have the authority to activate
the EOC as they deem necessary to properly face actual
or threatening emergencies. Personnel having emergency
assignments in the EOC should report to the EOC immediately

following the EOC activation.
2. The Civil Defense Coordinator is responsible for pre-
paring operating procedures for the EOC to include
staffing rosters. Operating procedures are reflected
in Annex "R".

VI. ASSIGNMENT OF RESPONSIBILITIES AND TASKS
A. EXECUTIVE GROUP
1. Mayor/Councilmember
The Schertz City Government supercedes all other author-
ity within the C1ty limits during an invoked emergency. The
Mayor of the City of Schertz, by State law and City of
Schertz Ordinance #73-M-B, is the Director of Civil Defense.
Existing agencies of government in the City will perfonn
emergency functions related to those they perfonn during
normal operations. The basic function of City officials
is to direct and manage these activities for utmost effi-
ciency and effectiveness and to assure that any skills
and/or equipment not available in existing government re-
sources are obtained from other sources. Also, they must
make emergency policy decisions governing the direction of
Disaster Operations in the City.
2. City Manager/Civil Defense Coordinator (Staff/Advisor)
,a City Manager - the City Manager will serve as
Chief of Civil Defense Administration and Personnel
and will have the responsibility of accomplishing the
administrative details arising during and after attack
or natural disaster. He will also secure personnel as
required to support the other Chiefs in administrative
matters. He will also serve as Civil Defense Public
Infonnation Chief with the responsibility of keeping
the public infonned during an emergency posture.
b Civil Defense Coordinator - the Civil Defense
Coordinator will coordinate all emergency services
within the City and provide his assistance and advice
as required. Prepare, review, and revise the Emergency
Operations Plan (EOP). Coordinate Emergency Operations
Center (EOC) operation and maintain current operatin~
procedures and staffing rosters. Maintain liaison w~th

the County, State and Federal Civil Preparedness
agencies. Coordinate services with the County
Welfare Agency and County Red Cross.
B. DEPARTMENT AND AGENCY FUNCTIONS
FUNCTIONS RESPONSIBLE DEPT./AGENCY

Warning
City Communications
,a Be responsible for police services within the-City,
including law enforcement, traffic and crowd control
and protection of life and property. Provide a communi-
cations center and communication services for the City
that relates to governmental communications (to include
State & Federal Agencies). Coordinate emergency communi-
cations with RACES. Perfonn intelligence and damage
assessment assignments. Insure training and equipping
of police personnel for radiological monitoring.
b. Be responsible to maintain and operate a warning
system to receive and disseminate all types of warning
to include nuclear, weather and/or other.
c Prepare operating instructions for the above
functions. Operating instructions are reflected in
Annex "A".
2. Fire Protection Fire Chief/Fire Marshal
Rescue
Radiological Defense
(,.a The Fire Chief will be responsible for use of the
fire department personnel and equipment to control all
types of fires and to conduct rescue operations. Assist
the police department in warning the population in case
of emergency. Insure training and equipping fire depart-
ment personnel for radiological monitoring.
(1) Prepare operating instructions for the above
functions. Operating instructions are reflected
in Annex "BM.
,b' The Fire Marshal will be responsible for maintaining
public buildings and demolitions. Insure Radiological
Defense, Detection and control in accordance with Section
VI-B-14 of this plan.

3. Communications (other than Communications Officer

(1) Provide communications services for the City
between services, public and other cities, by use
of civil preparedness and private radio equipment.

matters which are their responsibilities.

(1) The City of Schertz warning system will be
transmitted via the sirens located at City Hall
and the Main Fire Station using the approved
Civil Defense Warning Signals.
a. Attention or Alert: A steady blast or
tone from 3 to 5 minutes will signify to
listen for essential emergency information.
b. Attack Warnin~: A wavering tone or short
blasts from 3 to minutes duration will sig-
nify that an actual attack has been detected
and protective action should be taken immediately.
(2) Primary warning for enemy attack will be over
the State communications system. San Antonio DPS
will contact local PD and County Sheriff's Office.
The U.S. Weather Service will issue weather warnings
which will be received over the police communications
system.
5. Public Works City Engineer, Streets &
Parks Supt, Waterworks Supt.
a Engineering
(1) The City Engineer will direct engineering
services, coordinating activities with public
utilities and public works. During an emergency
posture it will be the CE's responsibility to

effect rapid liaison with the Schertz Water
Department, Street Department, Guadalupe Valley
Electric Cooperative, Entex, Inc., Gutierrez
Disposal Inc., and Southwestern Bell Telephone
Company, to insure their plan and services will
support emergency operations. In addition the
CE will coordinate with local private utility
companies concerning linking their communications
with the Civil Preparedness Net.
b. Streets & Parks Streets & Parks Supt.
(1) The Streets and Parks Superintendent will be
responsible for coordination, restoration, and
maintenance of streets, roads and bridges, to
include debris removal; assist in decontamination
of streets and adjacent grounds; reporting damage
to the EOC.
(2) Prepare operating instructions for the above
functions. Operating instructions are reflected
in Annex "E".
c. Water & Sewer Supply Waterworks Superintendent
(1) Coordinate, maintaining, and restoration of
water and sewer systems and facilities; preparation
for and prevention of water contamination; reporting
damages to EOC.
(2) Be responsible for emergency procurement and
distribution procedures, and shall become in charge
of Civil Preparedness Supply upon a declaration
of an Emergency by the Mayor. All supply requisi-
tions will be processed through this service and
no other.
(3) Prepare operation instructions for above
functions. Operating instructions are reflected
in Annex "F". (Separate procedures will be pre-
pared for Civil Preparedness Supply.)
d. Private Utilities Utilities Managers
Coordinate to restore electrical, gas, debris/
garbage, and telephone services to essential facilities
such as the 'EOC, City Departments, etc., which support
disaster operations. Coordinate possible use of their
radio communications with the Civil Preparedness Net.
Priorities will be established as required by the Mayor.
Insure all private utility companies emergency plans
support this plan. Each respective utility manager will
coordinate and establish liaison with the City Engineer.
(Companies are listed in Section VI-B-5-a-(1).

6. HEAL TH AND MEDICAL City Medical Officer
a. The City Medical Officer is responsible to provide
for the protection of the population through emer-
gency health and sanitation measures; coordinate
medical support to affected areas; advise officials
on health and medical problems. He will direct the
operation of the Schertz Area Facility for Emergency
Service (SAFES) in providing emergency medical ser-
vices as required.
b. Coordinate MAST support from military at Fort Sam
Houston, as well as hospital requirements with
Guadalupe Valley Hospital Administrator.
7. WELFARE City Welfare Officer
a. Be responsible for close and continous coordination
with the Guadalupe County Welfare Agency for emer-
gency clothing, feeding, and family rehabilitation
services, utilizing the facilities and personnel
of the Department of Public Welfare, American Red
Cross, other welfare agencies in accordance with
advance agreements.
8. PERSONNEL & FINANCE City Secretary
a. Responsible for manpower support, including
temporary transfer of government employees to
disaster duties; coordination with City Manager
for recruitment of volunteers in emergency, if
requested by a particular government office;
designation and administering a volunteer person-
nel pool for emergency manpower; issuing of all
identification to City employees, residents or
other individuals to permit reaching disaster
assignments or homes as appropriate: issue permits
for temporarychousing;andaathorize-emergency
purchases.
9. DAMAGE ASSESSMENT City Tax Assessor-Collector
a. Responsible for supplying executive officials with
information on injuries, losses of life, and monetary
losses to public and private property; registration
and inquiry; prepare reports on damage that may be
required by the State and Federal agencies.
b. Prepare operating instructions for above procedures
and functions. Operating instructions are reflected
in Annex "K".
10. TRANSPORTATION Transportation Officer, SCUCISD
a. Be responsible for providing necessary transportation

from local resources for emergency supplies, personnel
and vehicle maintenance; coordinate local transporta-
tion means in emergencies; appoint assistants from
local district as needed; assist police department in
planning and executing pedestrian and vehicular traffic,
particularly in providing movement to shelters.
b. Prepare operating procedures for above functions.
Operating instructions are reflected in Annex "M".
11. EMERGENCY PUBLIC INFORMATION City Manager
a. Be responsible to inform, educate, calm and
reassure the public through the use of all available
media; prepare information releases as required by
the executive officials; appoint assistants as required;
coordinate inserts for. the Emergency Broadcast System;
prepare status reports, schedule and conduct press
briefings; secure photographic documentation of
disaster damages and activities.
12. Shelters City Shelter Manager
a. Responsible for providing information to the Civil
defense Coordinator which will update the Community
Shelter Plan (CSP); planning for and directing emergency
shelter occupancy, including preparation of shelters
for nuclear disasters, prepositioning SOP's for opera-
tion; selection and training of shelter staffs;
coordinating with County Red Cross, County Welfare
Agency, School Superintendent, building owners, churches,
and other civic agencies on use of their personnel and/or
facilities during emergency shelter operations; providing
for a reporting system among and between shelters and the
EOC.
b. Responsible for close and continuous coordinations
with the Guadalupe County Red Cross for occupancy of
their shelters during any natural disaster.
c. In emergencies, directing filling of shelters,
movement between shelters, evacuation of persons from
endangered shelters and final closure of shelters.
d. Prepare operating instructions for the above
functions. Operating instructions are reflected in
Annex "P".
13. LEGAL City Attorney
The City Attorney is responsible to the Mayor, City of
Schertz, for providing the Chief Executive with legal
advice; preparation of all emergency legislation and
action on other legal matters; for contingency planning
in the areas of governmental liability and authority
during emergency situations.

14. RADIOLOGICAL DEFENSE/MONITORING City Fire Marshal
a. Be responsible for radiological services, to
include capability for plotting of fallout forecasts,
evaluation of the situation, and advice to the Chief
executives regarding decisions on maximum dosage and
movement during fallout; plan, train, coordinate and
supervise all radiological defense services within
the City and help other departments to monitor their
own personnel and facilities; assist in decontamination
of facilities.
b. Be responsible for affecting the necessary radio-
logical defense procedures required due to peacetime
hazards eminating from accidents involving radioactive
materials.
c. Prepare operating instructions for above functions.
Operating instructions are reflected in Annex "Q".
15. OTHER DEPARTMENTS
Other departments or agencies of the City not assigned
to a specific Civil Defense Service will make their
personnel and facilities available to provide pro-
fessional advice, manpower, and administrative assis-
tance as directed by the appropriate chief executive
or his designated representative.
VII. ACTIONS UNDER VARIOUS CONDITIONS
A. INCREASED READINESS
1. Brief City Officials
2. Review plans, operating procedures, rosters, shelter
status, training and equipment status.
3. Top off tanks in auxiliary units and operational vehicles.
Check and/or secure additional fuel. Check spare tires,
prepare maintenance facility, and check to insure all
equipment and material is ready for emergency utilization.
4,. Prepare EOC for occupancy; man as required by situation.
5. Review and/or draft information to be released to the
6. public directly or through media.
Begin necessary training to fill vacancies in staff
assignments to include training of reserve personnel.
7. Prepare for extended communications (spare radios, phones
etc. )
B. WARNING OF NATURAL DISASTERS
1. According to nature of threat, begin watch or monitoring.
2. Notify police, fire, and medical reserves, department
heads, local utilities, other key finns, hospitals,
schools and other gatherings which may be assembled.
3. Warn public according to nature of threat using pre-
planned information releases.

4. Alert natural disaster emergency shelters and shelter
managers.
5. Keep the public informed on a continuous basis.
c. WARNING OF NUCLEAR ATTACK
1. Strategic Warning: warning time may vary from several
hours to several days.
a. Alert all city government officials and emergency
forces.
b. Contact all city departments and adjacent cities
for coordination of mutual emergency operations plans.
c. Activate the EOC.
d. Alert fallout and natural disaster shelters for
immediate occupancy.
4. Advise general public to take recommended precau-
tionary measures.
2. Tactical Warning; attack has been initiated without prior
warning.
a. Warn population and implement EOP.
b. Call City government and Civil Defense officials
and other key personnel to EOC.
c. Establish necessary communications and liaison with
key agencies and the District Disaster Control
Center in San Antonio.
d. Activate fallout and/or natural disaster emergency
shelters as required.
e. Keep the general public infonned of current situations
and emergency instructions on a continuous basis.
D. POST-DISASTER (Natural or Nuclear)
1. In nuclear, conduct radiological monitoring, inform
public of fallout conditions, detennine maximum allow-
able dose for forces involved in emergency operations.
2. Check and/or re-establish communications.
3. Maintain law and ordel:..
4. Insure orderly operation of shelters. Provide welfare
necessities to extent possible; detennine when safe to
depart shelters.
5. Determine extent of damage.
6. Execute emergency plans and procedures.
7. Where necessary, establish controls on critical resources
and direct distribution.
8. Request outside aid/assistance as required.
9. Furnish status reports to Department of Public Safety
Disaster District.

10. Establish temporary economic controls on critical
resources as required.
VIII. SUPPORT
A. Request for State or Federal assistance, including the
Texas National Guard, or other military assistance, will
be made to the Department of Public Safety Disaster
District Headquarters in San Antonio, telephone 225-1567
or 222-8822, radio call KKI 413.
B. Any and all requests for assistance from Federal, State, or
County will be made by the Mayor, or in his name by other
public official specifically authorized by him.
IX. KCSOURCES MANAGEMENT
A. Freezing, rationing, curfews, or other resource controls may
be imposed by direction of the Governor of Texas or the
Mayor of Schertz as deemed necessary under emergency condi-
tions only. All resources within the boundaries of Schertz,
both public and private, will be used when deemed necessary
by government officials and upon orders from the Chief
Executive.
B. Federal stockpiles may be available to the City upon request
to the District Disaster Office.
x. LINES OF SUCCESSION
To insure continuity of operations during a threatened or actual
emergency the following lines of succession are hereby established:
1. Mayor
2. Mayor Pro Tem
3. Councilmembers (In order of seniority)
4. City Manager
XI. IMPLEMENTATION
A. This Emergency Operations Plan (EOP) for the City of Schertz,
Texas, supersedes and recinds all previous emergency plans
and operational procedures relating to Civil Defense/Prepared-
ness. It is effective immediately and will be reviewed a
minimum of each six (6) months or as directed by the Municipal
Civil Defense and Disaster Relief Committee, and be revised
annually or as required by department/agency functions.
B. This EOP is hereby accepted and approved for implementation
upon receipt of warning of impending enemy attack, to cope
with major natural disasters, or when deemed necessary to
protect the lives and property of the citizens of Schertz,
Texas, during any emergency situation.

C. This Emergency Operations Plan for the City of Schertz,
