RESOLUTION REQUESTING THE STATE HIGHWAY
AND PUBLIC TRANSPORTATION COMMISSION TO
CHANGE DESIGNATION OF F.M. 78 TO U.S. 90A
~'JHEREAS, the City of Schertz, along 'With Gu&dalupe County, Bexar County,
and the Cities of Cibolo, Universal City, Converse, Marion, Seguin, and
Kirby recognize a desirability in having the designation of Farm to Market
Road 78 changed to U. S. Highway 90A;
WHEREAS, this particular section of highway serves all of the above cities
Guadalupe County and Bexar County as well as such places as McQueeney,

representing a substantial population concentration along this highway;
WHEREAS, this highway is heavily traveled by commuters from these munic-
palities working in one of the other municipalities or assigned to Randolph
Air Force Base;
WHEREAS, a large percentage of traffic on this facility, especially on weekends,
is generated by the large resort and recreational areas located along the
Guadalupe River;
WHEREAS, the Continental Trailways system fulfills public transportation needs
over this route;
WHEREAS, this highway still follows the first east-west route between San
Antonio and Houston with a designation as State Highway 3 prior to being de-
signated Farm to Market Road 78;
WHEREAS, the existing roadway is inadequate to handle the existing peak hour
traffic and the congestion occurring along this route;
WHEREAS, engineering surveys and studies made by the Department of Highways
and Public Transportation at Schertz and Cibolo in 1974 showed a need for
both widening and rerouting around these cities;
WHEREAS, only minor improvements to help carry the present traffic volumes
as high as 13,980 vehicles per day in Year 1976 can be made to the existing
facility;
WHEREAS, continuing the routing of U. S. Highway 90A from its present term-
ination at Seguin and extending it to Interstate Highway W-o in Bexar County
would be beneficial to routing of traffic to these municipalities and to
Randolph Field;
WHEREAS, the Cities along this highway realize the importance and necessity
for major improvements, but do not have the means or the resources to
procure the required right of way for such improvements; .
NOW, THERFORE, BE: IT RESOLVED that the Cit;y of d('~
acting through its City Council do hereby request that the St. Highway and
Public Transportation Commis'sion change designation of Farm to Market Road
78 to U. S. Highway 90A.
