BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS,
CONTRACTING FOR THE FISCAL YEAR 1978-79 OFFICIAL
NEWSPAPER.
WHEREAS, Ordinance No. 78- requires the City Council, by
Resolution, at the beginning of each fiscal year, to contract with a public
newspaper of general circulation in the City of Schertz as the official news-
paper, and;
WHEREAS, the City Council desires to contract with

MEMO: OFFICIAL NEWSPAPER DATA
We have received the following information on the two newspapers of general
circulation in our city:
VALLEY NEWS: Verbally from Linda Hardin
Charges: 5~ per word for the first publication
4~ per word for the second publication of the same material
which equates to 4.5~ per word
These prices are firm for this fiscal year.
There is no charge for the bold headings of legal notices.
TIME: We can get legal notices in as late as 10:30 Monday mornings.
HERALD: (see enclosed letter bid'from William Altman, Publisher)
Charges: 20~ per line, which they claim equates to 4.6~ per word
There is no mentiomlof the time limit on these prices.
TI ME : They state "news of city council meeti ngs reach the readers
with 30 to 36 hours" but do not state the latest time we
can get legal notices printed. They have verbally stated
(Mr. Kibler) that in an emergency they could receive them
as late as Tuesday night but not on an on-going basis).
We asked specifically for this information.

Dear Sir,
The inform2tion contained in the official bid of the Herald
Publishing Company for the d9signation of the City of Schertz's
official newspaper is firm and valid for the duration of the contract
year. In addition, the Weekly Herald will also assume responsibiJity
for nublishing the city's newslett9r in its pages, once a month or
the frequency of its availability, for the length of the contract.
The Weekly Herald, for anyone who has nerused the current and
back issues of the newspaner, has always strived to present a complete
coverage of the news of the City of Schertz and the Greater Randoloh
Area. Coverage has, and will continue, to include feature stori9s,
council ~eetings, school board meetings, sports stories, youth in
the 2rea, and numerous other news items of interest to our community.
There have been a few minor problems in the past; to deny that
would be a misrenresentation. However, with cooperation from both
side s , those nroblems and misunderstandings in news coverage can be

overcome. The Weekly Herald, irregardless of the council's decision
concerning the designation of an official newspaner for the City of
Schertz, will continue with its nolicy of providing the best and most
