A RESOLUTION
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS,
VOTING FOR THREE MEMBERS TO THE BOARD OF TRUSTEES,
TML JOINT SELF-INSURANCE PROGRAM.
WHEREAS, Article 6, Bylaws of the Texas Municipal League
.Workmen's Compensation Joint Insurance Fund, stipulates that "All Board
member positions after the original appointments shall be subject to
election by the members of the Fund"; and
WHEREAS, the current three-year terms of Alfred H. Koebig,
Ed Wagoner and R. Marvin Townsend expire December 31, 1978, and
WHEREAS, all three are standing for reelection to the nine-
member Board of Trustees that administer the TML Joint Self-insurance
program, NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, that

Council of the City of Schertz, Texas, votes were cast for the following
three persons to serve as members of the Board of Trustees that administer
the Texas Municipal League Joint Self-insurance Program for terms expiring
on December 31,1981:

MEMORANDUM
TO: All Fund Members

SUBJECT: Board of Trustees Election
Article 6, Bylaws of the Texas Municipal League Workmen's Compensation Joint
Insurance Fund, stipulates that "All Board member positions after the original
appointments shall be subject to election by the members of the Fund." The cur-
rent three-year terms of Alfred H. Koebig (Mayor, Seguin), Ed Wagoner (City
Manager, Tyler), and R. Marvin Townsend (City Manager, Corpus Christi) expire
December 31, 1978; all are standing for reelection to the nine-member Board of
Trustees that administers the $25 million TML joint self-insurance program.
Mayor Koebig has served as Mayor of Seguin for 12 years. He is past president
of the Texas Municipal League; active in insurance, real estate and ranching
interests. His involvement with the TML Fund dates back to the initial organi-
zation efforts in 1973-74.
Ed Wagoner brings 15 years of municipal management experience to the Board. He
has served with the cities of Lubbock, Abilene, Fort Worth, Greenville and Tyler.
He was appointed to fill an unexpired term on the Board during 1978 and is making
his initial standing for election.
Marvin Towns~nd, like Mayor Koebig, was instrumental in the initial development
and organization of the TML Fund. His 22 years of city management experience
with the City of Corpus Christi provides a strong financial perspective to the over-
sight of Fund operations.
The background statements above are presented as information only; Fund members
are free to write in votes for persons other than the slate presented.
Ballots must reach the TML Fund Office no later than January 31, 1979.

INSTRUCTIONS: The names of Trustees listed on this ballot are presently serving
as Trustees and their terms of office expire on December 31, 1978.
Each Fund member is entitled to cast votes for candidates for three (3) Trustees.
Any Fund member may cast write-in votes for candidates for the office of Trustee
in lieu of those whose names are printed on the ballot. The ballot cast by each
Fund member will be weighed according to the size of the premium paid by such
member.
