A RESOLUTI ON
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, SUPPORTING
FAVORABLE PASSAGE ON NOVEMBER 3, 1981, OF THE CONSTITUTIONAL
N~ENDMENT 4, WHICH WILL AUTHORIZE USE OF THE STATE FUNDS FOR
WATER RESOURCES DEVELOPMENT IN TEXAS.
WHEREAS, continued protection of water quality and quanity is
essential to the health and economic well being of the Citizens of Texas and
the City of Schertz; and
WHEREAS, the City recognizes that there wi.11 continue to be sub-
stantial growth throughout Texas and the area of the City; and
WHEREAS, water systems and wastewater treatment systems must be
constructed/expanded to meet the needs of the people of Texas and the City
for years to come; and
WHEREAS, Federal Funds available for funding of water and waste-
water treatment systems have been reduced and can be expected to be further
reduced; and
WHEREAS, local capabilities to fund such expansions will be strain-
ed; and
WHEREAS, during the Special Session of the 67th Legislature, HJR6,
was passed by the Legislature and signed by the Governor proposing a Consti-
tutional Amendment to dedicate excess state revenue to certain water develop-
ment funds, to authorize state guarantee of certain government obligations
for water supply development, and to increase the allowable interest rate on
bonds issued by the State of Texas for water development purposes; and
WHEREAS, this proposed Constitutional Amendment would provide 10ng-
term financial assistance to aid the important development of water supplies
throughout the State of Texas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, TEXAS:
That the City Council of the City of Schertz, Texas urges the
Citizens of Schertz and the State of Texas to support the adoption of the pro-
posed Constitutional Amendment as proposed in HJR6, enacted by the Special
Session of the 67th Legislature and signed by the Governor of the State of
Texas, to be submitted to the voters at an election to be held on November 3,
