05-10-2006PLANNING AND ZONING MINUTES May 10, 2006 The Schertz Planning and Zoning Commission convened on May 10, 2006 at 6:30 p.m. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas. Faulkner Engineers Mr. Richmond called the meeting to order at 6:30 P.M. 2. Citizen Comments There was no one to speak. 3. PESENTATION: Presentation of the Comprehensive Economic Development Plan to the Planning and Zoning Commission by Amy Madison, Executive Director of the Schertz Economic Development Commission. Ms. Madison explained the Comprehensive Economic Development Plan with a detailed power point presentation. She explained that it is now time to revise the Comprehensive Land Plan and incorporate some of the aspects of the Comprehensive Economic Development Plan. Mr. Richmond thanked Ms. Madison for the information, and he agreed that the Comprehensive Land Plan is another of many items that need to be reviewed and updated. 4. CONSENT AGENDA: A. PC2006-036 Consider and act upon a request for a preliminary plat of Riata Subdivision, Unit 1-5. The 147.44± acre tract contains 642 single-family lots and is generally located between IH 35 and Old Wiederstein Road. The property is zoned Residential District-7 (R-7). Applicant: Riata Land, Ltd. The 6.869E acre tract is generally located at the northeast corner of FM-3009 and Four Oaks Lane. The property is zoned Manufacturing-Light (M-1) Applicant: Cencor Acquisitions Company C. PC2006-028 Consider and act upon a request for final plat of Schertz Animal Clinic Subdivision, Block 1, Lot 20. The 1.58± acre tract is located on the south side of FM 78, 250-feet east of FM-3009. The property is zoned General Business District (GB). Applicant: AA Builders, Inc. D. PC2006-027 Consider and act upon a request for a preliminary plat of Fairway Ridge Subdivision, Unit 2. The 14.911E acre tract consists of 63 residential lots generally located at the northeast corner of FM-1103 and Chelsea Drive. The property is zoned Residential-7 (R-7). Applicant: Sandoval /JMLG Holdings, Ltd. There being no comments regarding the Consent Agenda, Mr. Sommers moved to approve Consent Agenda Items 4A through 4D. Mr. Van Dine seconded the motion. Motion carried. Vote unanimous. Staff comments, attached herewith and made part of these minutes, include a recommendation of approval. 5. PUBLIC HEARINGS: A. PC2006-031 Hold a public hearing and consider and act upon a replat of the Schertz Forest Subdivision, Unit 2. The 64.920-acre tract is generally located at the southeast corner of Ware Seguin Road and FM 1518. The property is zoned ResidentiaUAgriculture (R-A). Applicant: Schertz Forest Venture Ms. Ellis reviewed staff comments, attached herewith and made part of these minutes, which include a recommendation of approval. Fifteen notices were sent and there were no responses returned. There was no one to speak on the agenda item. Chairman Richmond closed the public hearing. Mr. Van Dine was concerned about the removal of the access to FM-1518. Mr. Christopher stated that is was not necessary to provide an access onto FM-1518 now that there is no part of the property being developed commercial. Ms. Ellis explained that the applicant is dedicating 26-feet of right-of--way on Ware Seguin Road and explained that there are only 16 additional residential lots that will be loading onto Ware Seguin Road. The additional impact is minor. Following review and discussion Mr. Sommers moved to approve this item; Mr. Wallace seconded the motion. Vote Aye: Ms. Tutschke, Mr. Sommers, Mr. Wallace, Mr. Richmond, Vote Nay: Mr. Van Dine. Motion carried. B. PC2006-037 Hold a public hearing and consider and act upon a replat of the Sanders Subdivision, Block 1, Lot 2 and Minutes Planning and Zoning Commission May 10, 2006 Page 2 of 3 establish the Sanders Subdivision, Block 1, Lot 2R. The 12.386± acre tract is generally located at the northeast corner of FM 3009 and FM 78. The property is zoned General Business (GB). Applicant: A-OK Mini and RV Storage Ms. Ellis reviewed staff comments, attached herewith and made part of these minutes, which include a recommendation of approval. Five notices were sent and there were no responses returned. Following review and discussion Mr. Wallace moved to approve this item; Mr. Van Dine seconded the motion. Motion carried. Vote unanimous. 6. ITEMS FOR INDIVIDUAL CONSIDERATION: A. PC2006-030 Consider and act upon a request for an amended master plan of Schertz Forest, Units 2 and 3. The 168.328± acre tract is generally located at the southwest corner of FM 1518 and Ware Seguin Road and contains 73 single family lots. The property is zoned ResidentiaUAgriculture (R-A). Applicant: Schertz Forest Venture Ms. Ellis reviewed staff comments, attached herewith and made part of these minutes, which include a recommendation of approval. Ms. Ellis also noted that there is a correction on the staff report. There are a total of 24 addition residential lots rather than 16. Following review and discussion Mr. Wallace moved to approve this item; Mr. Sommers seconded the motion. Vote Aye: Ms. Tutschke, Mr. Sommers, Mr. Wallace, Mr. Richmond, Vote Nay: Mr. Van Dine. Motion carried. B. PC2006-038 Consider and act upon a request for a site plan of the Sanders Subdivision, Block 1, Lot 2R (aka A- OK Mini and RV Storage). The tract is generally located at the northeast corner of FM 3009 and FM 78 and contains 52,500 square feet of warehousing units. The property is zoned General Business (GB). Applicant: A-OK Mini and RV Storage. Ms. Ellis reviewed staff comments, attached herewith and made part of these minutes, which include a recommendation of approval. Following review and discussion Mr. Wallace moved to approve this item, Mr. Sommers seconded the motion. Motion carried. Vote unanimous. C. PC2006-034 Consider and act upon a site plan request for Chase Bank, (Block 1, Lot 3, FM 3009 Subdivision). The tract is generally located at the northeast corner of FM-3009 and Four Oaks Lane. The property is zoned Manufacturing-Light (M-1) Applicant: JP Morgan, Chase Bank Ms. Nichols reviewed staff comments, attached herewith and made part of these minutes, which include a recommendation of approval. ZC2006-006 Consider and act upon amending the City of Schertz Unified Development Code, Article IX (Sign Standards). (This item was tabled at the April 26, 2006 meeting) Applicant: City of Schertz. Mr. Sommers moved to remove this item from the table. Mr. Wallace seconded the motion. Motion carried. Vote unanimous. 7. 7. Mr. Truitt reviewed staff comments, attached herewith and made part of these minutes, which include a recommendation of approval. Following review and discussion Mr. Sommers moved to forward this item with a recommendation of approval to City Council. Mr. Van Dine seconded the motion. Motion carried. Vote unanimous. ITEMS FOR DISCUSSION A. City Council Mr. Wilenchik reviewed the City Council meeting with the Planning and Zoning Commission. B. Director's Report Mr. Truitt mentioned that Maske Loop will be straightened within the Mesa Oaks 2 Subdivision and the portion within the Ackermann Ridge Subdivision will be abandoned. C. Planning Commissioner Comments Mr. Richmond: Should consider zoning enough property to accommodate the light rail concept and surrounding businesses. Mr. Van Dine: Would like the see the streets south of town to be upgraded. Mr. Wallace: Should look at the success of the rapid rail concept in Dallas and follow their guidelines for future planning.
