July 1, 1996
The Schertz Board of Adjustment convened in regular session on
Monday, July 1, 1996 at 6:00 p.m. in the Municipal Complex
Council Chambers, 1400 Schertz Parkway, Schertz, Texas. Those
present were as follows:

#1 CALL TO ORDER
Chairman Hartzog called the meeting to order at 6:03 p.m.
~2 APPROVAL OF MINUTES: Regular Session June 24, 1996.
Chairman Hartzog asked if there were any questions or
corrections on the minutes.
Jim Harris moved to approve the minutes for the regular session
June 24, 1996. Anita Clark seconded the motion which carried
with a unanimous vote.
#3 PUBLIC HEARING: The Board of Adjustment to receive
citizen input on a request from Bruce Ireland, 2826 Bent Tree,
for a Special Exception to the Zoning Ordinance for a 10'
accessory building setback to 3'6" from the main building, to
allow for the building of a swimming pool. (BOA #74-96)
Bruce and Mary Jo Ireland were at the meeting to represent this
request.
Chairman Hartzog stated the purpose of the Public Hearing is to
receive comments from interested citizens. The Board of
Adjustment will take all of the comments into consideration on
their decision. After the Public Hearing is closed there will _
be no other comments taken.
Chairman Hartzog asked for staff input.
Steve Simonson stated in accordance with the ordinance for the
Board of Adjustment, all property owners within a 300 foot
radius were notified. There were 8 letters sent concerning
this request, 4 were received back: all were in favor of this
request for variance. This will not involve any utility
easements or side yard easements.
Chairman Hartzog closed the Public Hearing at 6:11 p.m. with
no other comments or questions.
#4 CONSIDER AND TAKE APPROPRIATE ACTION: Consider and
take action on the Special Exception request from Bruce
Ireland. (BOA #74-96)
Joyce Briscoe moved to approve the request from Bruce Ireland,
2826 Bent Tree, for a Special Exception to the Zoning Ordinance
for a 10' accessory building setback to 3'6" from the main
building to allow for the building of a swimming pool. Jim
Harris seconded the motion, which carried with a unanimous
vote.

Chairman Hartzog stated that at the last meeting Anita Clark
and Joyce Briscoe advised they would like to be reappointed for
the next two years.
Norman Slocum stated he has enjoyed being on the BOA but he
would like to step down and become an alternate. This is a
great forum for a rookie which he was and may somewhat still
be. Anyone who has not served on any City Government and has
an interest should consider this Board. After chatting with
Steve Norman at this time is stepping down to give an alternate
an opportunity to serve.
Chairman Earl Hartzog thanked Norman Slocum and asked him if he
would consider being an alternate. Norman Slocum advised he
would like to be an alternate.
Chairman Earl Hartzog moved to recommend Jim Harris as BOA
member and Norman Slocum as an alternate and Anita Clark and
Joyce Briscoe be reappointed. Norman Slocum seconded the
motion which carried with a unanimous vote.

Ernie Evans stated he had no comments.
Steve Simonson:
Steve Simonson stated there is going to be a new site plan for
HEB as they have increased the size of the store. They will
have some covered walkways from the parking lot to the store.
Jim Harris asked if they would close the Universal City Store?

Anita Clark mentioned she noticed the Quick Lube going in on
Borgfeld Road and FM 3009. Steve Simonson stated this is what
is going in at this site.
Anita Clark mentioned there will be well over 100 entries this
year in the parade with 20 or 30 within a unit.

Jim Harris stated he had no other comments.
Norman Slocum:
Norman Slocum stated being this is not the last meeting before
his term is up in August he has thoroughly enjoyed being on the
Board. In understanding the Federal Government but with not
knowing anything about City Government it has been a wonderful
experience. Also Norman thanked Steve Simonson who has been
more than gracious. The maps that are displayed have been
Norman's form of reference. The two maps that are in Steve's
office were shown to Norman by Steve and Norman had no idea how
much land there is in the City of Schertz. It looked as if the
City had too much but with what happened in the 60's and 70's
in terms of forethought and how this was met in the 90's,
looking 10 to 15 years from now appreciating Schertz needs to
be thinking very seriously about the future for long term
planning. Norman hopes the City continues to grow and
aggressively look at ways to connect IH 35 and IH 10 using
Schertz as that connectivity.

Chairman Earl Hartzog stated the Board will miss Norman Slocum
but thanks for everything.
