Call to Order and Establish a Quorum Mayor Carpenter called the meeting to order at 12:00 P.M., and a quorum was present. 2. Welcome and Introductions Mayor Carpenter had all attendees stand and introduce themselves. 3. Approval of the Minutes for January 8, 2015 Mayor Tom Daly made a motion seconded by Mayor Lisa Jackson to approve the minutes of the workshop meeting of January 8, 2015. The vote was unanimous. Motion Passed. 4. Approval of the Minutes for the Special NEP Mayor's Workshop for January 22, 2015, and the Special/Joint NEP Mayor's Workshop for February 5, 2015. Mayor Mary Dennis made a motion seconded by Mayor Tom Daly to approve the Minutes for the Special NEP Mayor's Workshop for January 22, 2015, and the Special /Joint NEP Mayor's Workshop for February 5, 2015. The vote was unanimous. Motion Passed. 5. Approval of Treasurer's Report for January 2015. Mayor Tom Daly made a motion seconded by Mayor Michael Carpenter to approve the Treasurer's report for January 2015. The vote was unanimous. Motion Passed. Mayor Knaus also reported that the dues notices have gone out for continued membership and also if you would like to become a member please let her or Mayor Carpenter know. 6. Authorization of an expenditure of NET funds for the purpose of funding a trip to Austin to advocate for NEP issues before the 2015 State Legislature. Mayor Carpenter introduced this item and asked if all those present were in favor of funding the trip in March. All members present unanimously approved the funding expenditure authorization. 2 -12 -2015 Minutes 7. Authorization of the reimbursement of individual member's reasonable expenses related to advocacy of NEP issues before the Legislature, expenses to be approved by the Chair and Vice Chair. Mayor Carpenter introduced this item and asked if all those present were in favor of approving individual members' reasonable expenses. All members present unanimously approved the funding expense authorization. 8. Information Items. A. Report from Tri County Chamber of Commerce. Mayor Carpenter recognized Pat O'Brien who provided information on the Chambers upcoming events: - February 17, 2015 — Mardi Gras Madness, Blue Bonnet Palace, 17630 Lookout Road, Selma, 6:30 p.m. to 11:45 p.m. Mr. O'Brien stated that the rest of the chamber's information can be found on the website as well as on their app. B. Report from Schertz Chamber of Commerce. Mayor Carpenter recognized Ms. Maggie Titterington who provided information on the Chambers past and upcoming events. - January 31, 2015 - Health and Wholeness Fair, Schertz Civic Center, 1400 Schertz Parkway. - Tuesday, February 17, 2015, Schertz Chamber of Commerce Monthly Meeting, Civic Center Schertz - Saturday, February 28, 2nd Annual Cibolo BBQ Cook -off, - March, 7, 2015, Wilenchik Walk For Life, for information go to www.schertz.com - March 19, 2015 — Schertz Chamber The Taste, Schertz Civic Center, 1400 Schertz Parkway. Please contact the Chamber for your tickets and ticket information. Ms. Titterington stated that TxDOT will be conducting a public hearing February 26, 2015, 5:00 to 6:00 p.m., view plans, and at 6:00 p.m. will be a presentation at Morgan's Wonderland, this is regarding proposed improvements to I -35 from the I -35/I -410 South interchange in San Antonio to FM 1103 in Schertz. C. Report from Randolph Air Power Community Council (RAPCO). 2 -12 -2015 Minutes Mayor Carpenter recognized Mr. Pat O'Brien who stated that progress is being made to getting a replica aircraft back up at the base, thanks to our new leadership. Mr. O'Brien also stated that Col. Neff and Col. Isler have invited them to participate in the annual awards ceremony Friday, February 20, 2015, starting in the morning with a picnic afterward. If you are interested in attending and do not have base access, please let him know. Mr. O'Brien also stated that they will be sponsoring this event and the award. D. Report on Bicycle Mobility Advisory Committee. Mr. O'Brien stated that the chair has stepped down and they are now looking for a new chair. Please let him know if you know anyone who might be interested in serving. E. Report from Metropolitan Planning Organization (MPO). Mayor Carpenter recognized Mayor Tom Daly who stated that the MPO again is not on the side of the Northeast Partnership in providing aid. He stated that the small cities are being excluded from the MPO projects, but insisted that not to give up on whatever projects you have. Mayor Daly encouraged those to not give up and continue to submit them and let him know which projects you have submitted so that he can assist and fight for them. Mayor Carpenter stated that Ms. Kathi Ashworth with Alamo Colleges has asked us to once again consider a donation to fund the Robotics Camp Students and the scholarships we do annually so we will place this items on the next agenda. He asked those present to think if we would like to increase those amounts given the change we have now in collecting dues. Mayor Carpenter recognized Mr. John Thurman who came on a fact finding mission to gather interest from the group regarding a possible San Antonio Grand Prix and if it were to happen here it would be on Randolph Air Force Base, and a lot of details would have to happen. Mr. Thurman stated that they have spoken to Randolph before and it was a sticky issue, but Joint Base San Antonio has asked him to come out and find out if the surrounding cities would want the economic impact of a possible Grand Prix, and if so General McGruder's office would run this through the system to see if it would be a possibility. He stated that Col. Neff is here today and is aware of the discussions in the past and whether this will happen again. Mr. Thurman stated that if interested, he would be happy to come back with a presentation. He stated that this would draw national coverage for our area. He stated that there are two (2) other areas in San Antonio that would be considered for this: (1) is downtown San Antonio; (2) Fort Sam Houston. Mayor Carpenter requested that this item be placed on the next Mayor's Workshop agenda to discuss and also place this on the agenda for the next regular meeting. 2 -12 -2015 Minutes 9. New Business A. Presentation from Crystal Calloway, Heidi Search Center. Mayor Carpenter recognized Mayor Lisa Jackson who introduced Executive Director, Ms. Crystal Calloway with the Heidi Search Center, Ms. Calloway provided a PowerPoint presentation regarding the program stating they were established in August, 1990, following the abduction of 11 -year old Heidi Lynn Seeman. She disappeared from her Northeast San Antonio neighborhood on August 4, while walking home. Heidi Search Center serves as a resource for families and communities by providing educational programs, referrals, advocacy, and assisting law enforcement in search efforts for missing children and adults in San Antonio and beyond. Their vision is a community where our children and adults can live safe and free from abduction and exploitation. Ms. Calloway also stated that during the year they host fund raising events in which the donations go toward the Center's success and assisting those families and also provides education. Ms. Calloway addressed questions from members present. Mayor Jackson stated that each Mayor received information today and challenged cities to get involved and get with Crystal on our upcoming events and ask her to attend get this information out in our communities. Mayor Carpenter recognized Commissioner Tommy Calvert, Precinct 4 who stated that he is excited to again join the Northeast Partnership to assist with initiatives each city may have. Commissioner Calvert introduced his staff present. Commissioner Calvert stated that he will be seeking support of the expansion of plans in this area to include: building a northeast sheriff's substation, building a university health clinic, and consolidating our justice of the peace constables and an annex office. He stated that he will be putting in a request for his fellow commissioners to support this 51 acre county annex campus and he would be honored to brief the Northeast Partnership leadership in greater detail in a private setting. Commissioner Calvert thanked everyone for what they are doing in the communities. Mayor Carpenter stated that as we have discussed in some of our workshops, local governments are generally somewhat under assault from the state legislators; however, in this particular session, county and city governments are a bit of a target more so than normal. The Northeast Partnership is working with the Mayors along with the Guadalupe Regional Mayors and meeting every two weeks, going to Austin to try and advocate for the legislature to let us take care of our own business locally; take care of our own cities, with home rule being what it should be, home rule. He stated it is interesting that the state legislature has a bill that has been filed that talks about taking, pursuant to the 10th amendment, 2 -12 -2015 Minutes being able to say that anything that comes from Washington that the legislature deems unconstitutional will be made null in the State of Texas. So in Austin they will say, Washington, do not tell us how to run our State, but then they are willing to tell us in the counties and cities how to run our business. That's just not good business for those of us as residents who want control of our own destiny at the local level. Mayor Carpenter stated that they are working on this for the group. 10. Establish a Date and Time of the Next Mayor's Joint Workshop with the Guadalupe Regional Mayor's Association — February 19, 2015 — City of Selma to host at 9375 Corporate Drive, Selma Council Chambers, 6:30 p.m. Mayor Carpenter recognized Mayor Daly who stated that the City of Selma will be happy to host the next Mayor's Joint Workshop with the Guadalupe Regional Mayor's Association — February 19, 2015 — City of Selma at 9375 Corporate Drive, Selma Council Chambers 6:30 p.m. Mayor Tom Daly concurred. 11. Establish a Date and Time of Next Northeast Partnership for Economic Development Meeting — March 12, 2015. March Door Prizes — City of Windcrest Mayor Carpenter stated that the next meeting of the Northeast Partnership will be March 12, 2015, back here at Olympia Hills Golf and Conference Center., 11:30 a.m. Door Prizes today were provided by the City of Universal City. Mayor John Williams disbursed the door prizes. Mayor Carpenter stated that next month the City of Windcrest has the door prizes and asked if they agreed to bring the door prizes. Members of the City of Windcrest who were present agreed. 12. Items of Interest by Members. Mayor Carpenter recognized Councilwoman Renee Paschall who invited everyone to the City of Converse "Converse goes Green Day" event Saturday, March 21, 2015, Converse City Hall 12:00 to 4:00 p.m. She recognized Roland Hinojosa with CPS Energy who is on the team, one of the sponsors and assisted with planning this event. Mayor Carpenter recognized Mayor Pro -Tem Jay Hogue who reminded those present of their upcoming 2nd Annual BBQ, Saturday, February 28, 2015, 10:00 a.m. to 10:00 p.m., and stated that they still need judges. He stated that this is a fund raiser sponsored by Alamo Crane and DR Horton; they are raising funds for their Miss Cibolo Pageant, the Guadalupe Children's Advocacy Center, Spartans Youth Organization, and their Junior Explorers. 2 -12 -2015 Minutes Mayor Lisa Jackson introduced the City of Cibolo's new Mayor Pro -Tem Jay Hogue, stating that you will be seeing him around, if she is not available, please reach out to him. Mayor Carpenter thanked everyone for joining them today stating that they have over 60 people attending today. He stated that this particular organization has changed a little over the last couple of years and participation is wonderful. 13. Adjournment.
