05-14-2015 Approved MinutesNortheast Partnership for Economic Development Olympia Hills Golf and Conference Center 12900 Mount Olympus, Universal City, TX 78148 MINUTES OF MEETING Thursday, May 14, 2015 —11:30 a.m. 1. Call to Order and Establish a Quorum Mayor Jackson called the meeting to order at 12:00 P.M., and a quorum was present as Mayor Dennis had provided her proxy to Councilmember Ed Cimics. A quorum was present. 2. Welcome and Introductions Mayor Jackson had all attendees stand and introduce themselves. Mayor Jackson congratulated all those that had been elected or re- elected. 3. Approval of the Minutes for April 9, 2015 Mayor Knaus made a motion seconded by Mayor Jackson to approve the minutes of the meeting of April 9, 2015. The vote was unanimous. Motion Passed. 4. Approval of Treasurer's Report for April 2015. Councilmember Cimics (Proxy for Mayor Mary Dennis) made a motion seconded by Mayor Williams to approve the Treasurer's report for April 2015. The vote was unanimous. Motion Passed. 5. Discussion and action regarding financial support to the Heidi Search Center. Mayor Jackson asked that this item be tabled to the next meeting to allow Mayor Dennis and Mayor Carpenter to provide their thoughts. 6. Information Items. A. Report from Tri County Chamber of Commerce. B. Report from Schertz Chamber of Commerce. C. Report from Randolph Air Power Community Council (RAPCO). D. Report on Bicycle Mobility Advisory Committee. E. Report from Metropolitan Planning Organization (MPO). A. Report from Tri County Chamber of Commerce. Mr. Pat O'Brien who stated that the Chamber has a lot of events happening. He indicated to please down load the app and also mentioned there is a texting 5 -14 -2015 Minutes service where you can get all the information on the events being held. He stated at the last meeting there were over 100 people in attendance and these meetings are being more focused on speakers from individuals on how to help your business. Also mentioned was the upcoming Golf Tournament TPC San Antonio, June 25, 2015, registration begins at 8:00 a.m. and tee off is at 9:00 a.m. You can go to the chamber website to register. B. Report from Schertz Chamber of Commerce. Mayor Jackson recognized Ms. Maggie Titterington who provided information on the Chambers past and upcoming events. Some noted: • Tonight, May 14, 2015 the Chamber will be hosting the 5th Annual Schertz Shoot Out, Schertz Civic Center, Speed Networking Event, 5:30 to 7:30 p.m. • Wednesday, May 20, 2015, Military Affairs Committee is hosting SC MAC Yourself into Shape, Wayland Baptist University, Registration begins at 7:30 a.m. with workshops beginning at 8:30 a.m. Free seminar, register by going to the Schertz Chamber website. • July 18, 2015, Home Living Showcase, booth space has already been sold out. Free admission. 10:00 to 2:00 p.m. Schertz Civic Center. • October 9, 2015, 2015 Golf Classic, The Bandit Golf Course New Braunfels, a few sponsorships remain. Tournament begins with registration at 7:00 a.m.; shotgun scramble begins at 8:30 a.m. The proceeds go to the DECA students at Steele and Clemens High School. C. Report from Randolph Air Power Community Council (RAPCO). Mr. O'Brien stated the only big thing happening other than there is progress with the installation of the plane at Randolph is that Randolph is having an Air Show for the first time in many years. More information to come. Mr. O'Brien stated that he has had conversations with Mayor Williams on the possibility of hosting a hospitality suite for the Thunder Birds, also more information to follow when this has been finalized. D. Report on Bicycle Mobility Advisory Committee. Mr. O'Brien stated he has nothing at this time to report. E. Report from Metropolitan Planning Organization (MPO). Mayor Jackson recognized Mayor Tom Daly who stated at the last MPO meeting there was a call out to cities to provide a listing of road projects they each have. Mayor Daly indicated that if they wanted to send the list to him he 5 -14 -2015 Minutes would carry them forward to the MPO group. Mayor Daly stated that he would provide the information to Brenda Dennis to send out to the member cities. 7. New Business. A. Presentation by Eric Williams regarding the Retama Park facilities and amenities they offer. A presentation was provided by Mr. Eric Williamson with Retama Park regarding their facilities and amenities answering questions from members present. B. Approval offering financial support to Northeast Lakeview Colleges for: Five (5) Robotics $250.00 scholarships in the name of Hal Baldwin, total of $1250, and nine (9) $300 scholarships, one for a student in each -of the Member cities for a total of $2700. (If we add another $300 for new Member City, Marion, we can provide $3000 in scholarships, as discussed at the February 19, 2015, Joint Mayor's Workshop Meeting. Mayor Jackson recognized Mayor Knaus who briefed the members regarding this item. Members present agreed to add another $300 for the new member City Marion. Mayor Jackson recognized Mayor Williams who moved, seconded by Mayor Al Suarez to approve Five (5) Robotics scholarships in the Name of Hal Baldwin for a total of $1,250 and approve Ten (10) $300.00 scholarships to Northeast Lakeview, for each member city in the amount of $3,000. The vote was unanimous. Motion Passed. 8. Discussion and update regarding the 2015 Legislative Session. Mayor Jackson stated that right after this meeting she will be going back to their City Hall and signing a letter opposing HB 1965, SB182 and SB1760 regarding revenue caps. She stated that if you are not up on these bills to please let her know and she can send members copies of the letter her City is preparing. Mayor Jackson recognized Lt. Col. Robin Baldwin who updated the members regarding HB 1640, HB 2232 and HB 1639 which these all have passed the House. HB 1640 and HB 2232 passed with no opposition. HB 1639 is still sitting in the Governor's Office and hoping to hit the Veterans Affairs Committee this week to be hear Wednesday. Mayor Jackson recognized City Secretary Brenda Dennis who stated that she wanted to look in your emails as she had sent information on the TML Alert she had received regarding the revenue caps. She stated that it is very important that you contact your legislators and representatives and let your voice be heard of your opposition. 5 -14 -2015 Minutes 9. Establish a Date and Time of the Next Mayor's Joint Workshop with the Guadalupe Regional Mayor's Association — June 4, 2015 — City of Kirby or City of Live Oak. Mayor Jackson recognized City Manager Monique Vernon who stated that the City of Kirby would be willing to host the next Workshop Meeting. 10. Establish a Date and Time of Next Northeast Partnership For Economic Development Meeting — June 11, 2015. May Door Prizes — City of Converse June Door Prizes — City of Garden Ridge The City of Converse provided the door prizes for this meeting. Mayor Jackson stated that the City of Garden Ridge had the door prizes for the June 11, 2015 meeting. 11. Items of Interest by Members. Mayor Jackson recognized Ramon Chapa who stated that the next time you see Commissioner Calvert to congratulate him he was just selected as an Honorary Civilian Commander of Randolph Air Force Base. Mr. Chappa also stated that Commissioner Calvert will be attending a retail conference in Las Vegas this weekend and if any members present will also be attending to please let him know and he will get information to the Commissioner so that he could get together. Mayor Jackson recognized Dr. Follins, Northeast Lakeview College who invited members to attend next Saturday, May 23, 2015, Northeast Lakeview College, 9:00 a.m., San Antonio's STEM Connector /Science Technology event. Mayor Jackson recognized Councilmember Ed Cimics who stated that this weekend the City of Live Oak will be hosting City wide block party featuring games, entertainment and food. Event begins at 4:00 p.m., and ends at 10:00 p.m. Mayor Jackson stated that on Monday, Memorial Day the City of Cibolo will be hosting an event honoring Veterans at 10:00 a.m., Cibolo Veterans Memorial Park, off Cibolo Drive. Also mentioned were the upcoming graduation ceremonies at Northeast Lakeview College and to mark your calendars for May 29, 2015 adopt a School Close -out program. 12. Adjournment. Mayor Jackson recognized Councilmember Ed Cimics who made a motion to adjourn seconded by Mayor Jackson. The vote was unanimous.
