06-11-2015 Approved MinutesNortheast Partnership for Economic Development Olympia Hills Golf and Conference Center 12900 Mount Olympus, Universal City, TX 78148 MINUTES OF MEETING Thursday, June 11, 2015 —11:30 a.m. 1. Call to Order and Establish a Quorum. Mayor Carpenter called the meeting to order at 12:00 P.M., and a quorum was present as Mayor Wilson had provided his proxy to Mayor Pro -Tem Stephanie (Jordan) Faulkner. A quorum was present. 2. Welcome and Introductions. Mayor Carpenter had all attendees stand and introduce themselves. 3. Approval of the Minutes for May 14, 2015, regular meeting. Mayor Knaus made a motion seconded by Mayor Seiler to approve the minutes of the meeting of May 14, 2015. The vote was unanimous. Motion Passed. 4. Approval of the Minutes for the June 4, 2015, Workshop meeting. Mayor Seiler made a motion seconded by Mayor Suarez to approve the minutes of the meeting of June 4, 2015. The vote was unanimous. Motion Passed. 5. Approval of Treasurer's Report for May 2015. Mayor Jackson made a motion seconded by Mayor Pro-Tern Faulkner to approve the Treasurer's report for May 2015. The vote was unanimous. Motion Passed. 6. Discussion and action regarding adding the City of New Berlin to the list of Partnership Members of the Northeast Partnership in accordance with paragraph 5.01 Northeast Partnership Members, Article V — Membership. Mayor Carpenter stated that the City of New Berlin has requested that they become a member of the Northeast Partnership for Economic Development. Mayor Pro -Tem Milanovich stated they are excited that they are becoming a part of Northeast Partnership. Mayor Daly made a motion seconded by Mayor Dennis to approve adding the City of New Berlin to the list of Partnership members. The vote was unanimous. Motion Passed. 6 -11 -2015 Minutes 7. Discussion and action regarding appointing a new MPO Representative. Mayor Carpenter recognized Mayor Daly who stated that he has enjoyed being the MPO Representative but it is time for him to step down. He stated that Mayor Pro- Tern Kevin Hadas has indicated that he would be willing to serve as the MPO Representative for the Northeast Partnership for Economic Development and that he will do an excellent job. Mayor Carpenter thanked Mayor Daly for his service in serving as the past MPO Representative and also thanked Mayor Pro -Tem Hadas for his interest in serving and is looking forward to working with him. Mayor Carpenter recognized Mayor Dennis who moved, seconded by Mayor Seiler to accept the resignation of Mayor Tom Daly as the MPO Representative of the Northeast Partnership for Economic Development. The vote was unanimous. Motion Passed. Mayor Carpenter recognized Mayor Suarez who moved, seconded by Mayor Dennis to appoint Mayor Pro -Tem Kevin Hadas as the new MPO Representative. The vote was unanimous. Motion Passed. 8. Discussion and action regarding moving $10,000 to a Certificate of Deposit (CD) to Randolph Brooks Federal Credit Union. Mayor Carpenter recognized Mayor Knaus who introduced this item explaining the benefits of moving the $10,000 to Randolph Brooks. Mayor Knaus stated these funds were raised when the membership was considering hiring a Lobbyist for this past Legislative Session and the membership solicited information on how much it would cost and the costs were extremely high and the membership decided not to hire a Lobbyist due to the cost. Mayor Carpenter reiterated the information provided by Mayor Knaus and stated that what we found was that we talked about doing a trip to Austin as a group, which we did this trip and several other Mayors also made separate trips to Austin to advocate the cities' position on the proposed bills, and found that we are our own best Lobbyists. Mayor Carpenter recognized Mayor Jackson who moved, seconded by Mayor Dennis to approve moving $10,000 to a Certificate of Deposit (CD) to Randolph Brooks Federal Credit Union. The vote was unanimous. Motion Passed. 9. Discussion and action on re- appointing new officers. Mayor Carpenter recognized Mayor Knaus who stated that each year the Northeast Partnership needs to elect new officers and that this information is based on their current by -laws. Mayor Carpenter, Mayor Jackson and Mayor Knaus stated that they would be willing to continue to serve. 6 -11 -2015 Minutes Mayor Carpenter recognized Mayor Dennis who moved, seconded by Mayor Daly to keep the current slate of offices: Chair — Michael R. Carpenter, Mayor Schertz, Vice - Chairman — Lisa Jackson, Mayor, Cibolo and Secretary /Treasurer — Mayor Nadine Knaus, City of Garden Ridge. The vote was unanimous. Motion Passed. 10. Discussion regarding establishing guidelines regarding City Membership (Additions /removals) of the Northeast Partnership For Economic Development Mayor Carpenter stated at their last Workshop they talked briefly about the two (2) cities who most recently joined the membership, Marion and New Berlin, and talked about should we consider how big we want to get. Do we want to look like AACOG, and should there be any limitations and he is not sure if the membership came to a consensus. Mayor Carpenter opened this up for discussion by the members present. Mayor Carpenter recognized Mayor Suarez who stated like AAGOC they do not have any limitations and believes the Northeast Partnership should also not have limitations. Mayor Carpenter recognized Mayor Daly who stated it is instrumental to include other cities and by passing a resolution to include the cities that we have today we have strengthened our voice to other organizations. Organizations such as Guadalupe County Regional Mayor's Association are watching our cities grow. He stated that he would like to get more cities involved and that this is a great opportunity to open it up to the smaller cities and it would only add more strength to the organization. Mayor Carpenter recognized Mr. Pat O'Brien who stated that as someone who represents you at different places he believes and is apologetic that he disagrees with Mayor Daly, but believes "as big as we can get" might be the right way to go. The synergy we have with representation when we go places, the Northeast Partnership Group, the cities Northeast of San Antonio have an impact; if we go too far beyond the MPO they represent Bexar County, but what about the New Braunfels area, what about Seguin, how do we incorporate these areas? He would like to suggest boundaries, say from here to New Braunfels and to Seguin to incorporate all those cities and pick a southern boundary so that the issues stay the same and you still have one voice and you're not here for this reason or for that reason. You make it large enough to incorporate certain areas but keep that main voice. Mayor Daly again stated he wants to open it up to smaller cities that don't have a voice or an opportunity such as Marion, New Berlin, Santa Clara, etc. He is not saying he wants Seguin or Austin; just let's give the smaller cities the opportunity. Seguin and New Braunfels have their voice. Mayor Daly agrees that we need to set boundaries and when the smaller cities reach out to us I believe we should allow them to join. We need to continue to talk about what we want the Northeast Partnership to look like in the future. Mayor Jackson stated that we have to ask ourselves a question; we do have a number of smaller cities like Bulverde and Leon Springs. You would have to ask a question what is it that you are coming to our Partnership for that you need our help and guidance for; those are the questions we should be asking. Ask a question to those of examples, you are not part of the Northeast section what is it that they would be coming to us for? She agrees the smaller cities do need assistance and need the 6 -11 -2015 Minutes Partnership for a voice, especially those that are not part of San Antonio. Mayor Seiler stated that a lot of that for the smaller cities is we are starting to grow and the Partnership and being a member is a matter of survival and direction and now we have a place to go for that guidance, whereas before we didn't. The smaller cities can benefit from the Partnership and we already have a footprint. Mayor Carpenter recognized Mayor Dennis who stated she is happy to hear that people want to join us and it shows that we are doing great things. She agrees that we need to set up some type of boundaries like Leon Springs; areas like Seguin and New Braunfels are close enough to us. Today we just need to decide if it's ok for them to join but what are the boundaries. Mayor Pro -Tem Faulkner stated maybe the Partnership could come up with a type of application process. On the application you could ask what is your need to be a part of this Partnership; this would allow us to not become an exclusive group but that it is an application process where the group gets to vote whether or not they become a member and we want to invest time and effort on with what the cities needs are. Mayor Jackson stated that there is a cost to join and it is based on population and that would also be a factor for others. Mayor Carpenter stated his feeling is that getting big just for the sake of getting big is not what we are about. Mr. O'Brien made a good point; we have an identity, a known brand promise if you will, and to dilute this would be a negative. The commentary on the application process makes sense so that we have an understanding of why someone wants to become part of the group. The name itself and the reasons for which the Partnership was formed say that we should be limited to a certain geography, and it should be some cities within the Northeast, not as far away as New York. We need to continue this discussion, maybe something that says east of 281 and north of some line that bisects IH 10. Mayor Suarez stated that one of the things we have at MPO is we have decided when we were formed, it says the Northeast Metro area, and we could make some adjustments. Mayor Carpenter stated that we do not need to decide today, but we need to have some more discussions as well and continue to have this discussion in our workshops and meetings. Mayor Carpenter requested that we continue to have this on our future workshops and regular agendas. 11. Information Items. A. Report from Tri County Chamber of Commerce. Mayor Carpenter recognized Mr. Pat O'Brien who reminded those present of the upcoming Golf Tournament and to continue to utilize that app for Tri- County Chamber of Commerce to see their upcoming events. B. Report from Schertz Chamber of Commerce. 6 -11 -2015 Minutes Mayor Carpenter recognized Ms. Maggie Titterington who provided an update on the Schertz Chamber of Commerce events. Ms. Lisa Wright provided an update on the recent SMAC workshops that were held. C. Report from Randolph Air Power Community Council ( RAPCO). Mayor Carpenter recognized Mr. Pat O'Brien who stated with the blessings of the Mayors the Base is plugging back into us and we have General Niles, First Command who has joined RAPCO with your blessing as the membership chair. He asked if he could start selling memberships again, if you are they have someone in place that will begin selling memberships again this way we can get started again as to what RAPCO was. Mayor Dennis requested that this be placed on the next regular meeting agenda. D. Report on Bicycle Mobility Advisory Committee. No report was provided. E. Report from Metropolitan Planning Organization (MPO). Mayor Carpenter recognized Mayor Daly who thanked everyone for electing him to be the representative of MPO stating it was definitely an interesting experience. Mr. Hadas will find this organization as interesting as he did. Mayor Carpenter recognized Mr. Leroy Alloway with the MPO organization stating that on July 29, 2015, MPO will be hosting workshops regarding upcoming call for projects lists should cities wish to participate. 12. New Business. Presentation by Eric Cooper CEO, San Antonio Food Bank. A presentation was provided by Mr. Cooper from the San Antonio Food Bank. 13. Discussion and briefing regarding the upcoming Air Show at Joint Base San Antonio Randolph. Mayor Carpenter recognized Major Aaron Hart, 12 FTW, Deputy Airshow Director Dan Hawkins, JBSA- Randolph Public Affairs and MSgt Sean Worrell, JBSA- Randolph Public Affairs who provided information on the upcoming Joint Base San Antonio Open House and Air Show, October 31 through November 1, 2015. Major Hart stated that you can go to www.jbsa.af.mil, or www.twitter.com/JBSA Randolph for more information on the show. A flyer was provided to members present. 14. Discussion and update regarding the 2015 Legislative Session and bill proposals. 6 -11 -2015 Minutes Mayor Carpenter provided comments on the proposed bill regarding tax rates which states that 60% of Council has.to vote in favor. 15. Establish a Date and Time for the next Mayor's Workshop — July 2, 20156. — City of Live Oak to Host. Mayor Dennis agreed to host the next Mayor's Workshop. 16. Establish a Date and Time of Next Northeast Partnership For Economic Development Meeting — July 9, 2015. June Door Prizes — City of Garden Ridge July Door Prizes — City of Kirby The City of Garden Ridge provided the door prizes for this meeting. Mayor Pro -Tern Faulkner stated that she would inform the City that they will have the door prizes for the July Meeting. 17. Items of Interest by Members. Mayor Carpenter recognized Mark Gonzales who stated recently they had four (4) Military Academy Appointments. He also stated that Commissioner Calvert is extending an invitation to his first Precinct 4 Town Hall Meeting Thursday, June 25, 2015, 7:00 p.m. — Rackspace Main Event Center, 1 Financial Place, Windcrest. 18. Adjournment. Mayor Jackson recognized Councilmember Ed Cimics who made a motion to adjourn seconded by Mayor Jackson. The vote was unanimous.
