07-09-2015 Approved MinutesNortheast Partnership for Economic Development Olympia Hills Golf and Conference Center 12900 Mount Olympus, Universal City, TX 78148 MINUTES OF MEETING Thursday, July 9, 2015 —11:30 a.m. 1. Call to Order and Establish a Quorum Mayor Carpenter called the meeting to order at 12:00 P.M., and a quorum was present. 2. Welcome and Introductions Mayor Carpenter had all attendees stand and introduce themselves. Mayor Carpenter thanked everyone for attending. He stated that his organization has been around for a while and has changed a good bit over the last couple of years. The beginning of that change came from the work that was done by Mayor Dennis and Mayor Suarez who led this organization before the current group was asked to take on a leadership role. He is not sure we changed because we felt like we needed to change or it was from outside influence in Austin or DC or a combination of those. We are now 11 members instead of 9, we were 9 members for a long time and we recently added 2 new members. We are currently having discussion on what does that mean, what is an ideal number, how far should we expand and other different conversations we have had then we did previously. Partly this has to do with economic development, part has do with it is that we sit on the fastest developing corridor in the United States and we have having to respond to change. 3. Approval of Minutes for June 11, 2015, regular meeting. Mayor Daily made a motion seconded by Mayor Seiler to approve the minutes of the meeting of June 11, 2015. The vote was unanimous. Motion Passed. 4. Approval of the Minutes for the July 2, 2015, Workshop meeting. Mayor Dennis made a motion seconded by Mayor Daly to approve the minutes of the meeting of July 2, 2015. The vote was unanimous. Motion Passed 5. Approval of Treasurer's Report for June 2015. Mayor Dennis made a motion seconded by Mayor Daly to approve the June 2015 Treasurer's Report. The vote was unanimous. Motion Passed. Mayor Carpenter recognized Mayor Knaus who stated that as you know last month you approved moving $10,000 to a Certificate of Deposit (CD) to Randolph Brooks, she is proud to announce that was funded yesterday at 1.17% and you will see that on the next monthly report. 7 -9 -2015 Minutes 6. Discussion and action regarding appointing Mr. Nigel Davies as the Chairman of RAPCO Membership Committee. Mayor Carpenter stated that they talked about this briefly in their workshop to appoint Mr. Davies and asked if there were any comments, as no comments were made Mayor Knaus made a motion seconded by Mayor Seiler to approve the appointment of Mr. Nigel Davies as the Chairman of the RAPCO Membership Committee. The vote was unanimous. Motion Passed 7. Discussion and action regarding allowing RAPCO to proceed with selling memberships. Mayor Carpenter stated that we had some discussion on this during their workshop. Mayor Carpenter stated that this is a restoration of what was done before and went away and not this is a reestablishment of previous habit. Mayor Daly made a motion seconded by Mayor Seiler to allow RAPCO to proceed with selling memberships. The vote was unanimous. Motion Passed 8. Information Items. A. E. Report from Metropolitan Planning Organization (MPO). A. Report from Tri County Chamber of Commerce. Mayor Carpenter stated that Mr. Pat O'Brien was not here today. due to a recent foot injury. Mayor Carpenter recognized Mayor Pro -Tem Kevin Hadas who stated that on Tuesday, July 14, 2015, 11:30 a.m. at the Bluebonnet Palace State Representative John Kuempel coming to speak and provide an update on the last Legislative session and also an opportunity to ask him questions. B. Report from Schertz Chamber of Commerce. Mayor Carpenter recognized Ms. Maggie Titterington who provided information on the Chambers past and upcoming events. Mayor Carpenter recognized Mayor Pro -Tern Kevin Hadas who stated that is was a great first meeting and thanked them for sending him to the meeting. He stated that it is very important that the Mayor's get their priority lists together so that he can sell and advocate them to the board. Please provide a list of your projects to him as quickly as possible. 10. Establish a Date and Time of the Next Mayor's Workshop — August 6, 2015 — City of Marion. Mayor Seiler City of Marion stated that he is ready for the next meeting and it will be held Marion Library on August 6, 2015 at 6:30 p.m. 8. New Business. A. Presentation by Mr. Bobby Ehrig, Executive Director for San Antonio Coalition for Veterans & Families A presentation was provided by Mr. Bobby Ehrig with the San Antonio Coalition for Veterans & Families/ "Family Endeavors ". Mr. Ehrig stated that they provide services which include transitioning from the military into the civilian community, as well as provide supportive services for Veteran families. They are a long- standing national non - profit agency that provides an array of programs and services in support of children, families, Veterans and those struggling with mental illness and other significant disabilities. They assist with employment, education, independent living and counseling. 7 -9 -2015 Minutes 11. Establish a Date and Time of Next Northeast Partnership For Economic Development Meeting — August 13, 2015. August Door Prizes — City of Live Oak The City of Kirby provided the door prizes for this meeting. Mayor Carpenter stated that the City of Live Oak had the door prizes for the August 13, 2015 meeting. 12. Items of Interest by Members. Mayor Carpenter recognized Mayor Bill Seiler with the City of Marion who invited everyone out to attend their Annual Marion Sausage Supper on August 1, 2015, St. John's Lutheran Church, 606 S. Center Street, 9:00 a.m. to 4:00 p.m. He invited those wishing to participate in the parade to give him a call. Mayor Seiler passed out flyers of the event. Mayor Carpenter recognized Mr. Trevino with AACOG who stated that he has left flyers of their "Spotlight on Mobility" issue, upcoming events include Newly Elected Officials Workshop on August 7, 2015, 8:30 a.m. to 3:00 pm., AL J. Notzon III Board Room and on August 28, 2015 AACOG's annual Planning & Zoning Workshop, Al J.
