03-10-2016 MinutesNortheast Partnership for Economic Development Olympia Hills Golf and Conference Center 12900 Mount Olympus, Universal City, TX 78148 MINUTES OF MEETING Thursday, March 10, 2016 — 11:30 a.m. 1. Call to Order and Establish a Quorum — A quorum was present. Mayor Daly called the meeting to order. 2. Welcome and Introductions Mayor Daly welcomed everyone in attendance and those present stood and introduced themselves. Mayor Daly introduced his new Police Chief David Padula. 3. Approval of minutes for February 4, 2016, NEP Mayor's Workshop meeting and minutes of the February 11, 2016, NEP regular meeting. Mayor Seiler made a motion seconded by Mayor Williams to approve the minutes of the February 4, 2016 Mayor's Workshop and the minutes of the regular meeting of February 11, 2016. The vote was unanimous. Motion Passed. 4. Approval of Treasurer's Report for February 2016 Mayor Seiler made a motion seconded by Mayor Daly to approve the Treasurer's Report for February 2016. The vote was unanimous. Motion Passed. 5. Discussion and action regarding adding the City of Santa Clara to the list of Partnership Members of the Northeast Partnership in accordance with paragraph 5.01 Northeast Partnership Members, Article V — Membership. Mayor Knaus made a motion seconded by Mayor Seiler to approve adding the City of Santa Clara to the list of Partnership Members. The vote was unanimous. Motion Passed. 6. Discussion and action regarding appointment of a Chair and Vice Chair to the Randolph Air Power Community Council. ( RAPCO) Mayor Daly stated that due to the vacancy of the Chair, Pat O'Brien who recently resigned he would like to open this up for discussion for nominations or to those who wish to serve both on RAPCO and on the Bicycle Mobility Advisory Committee. He stated if those are interested to please let him and the other members know of your interest and we will placed this back on the agenda for discussion. 3 -10 -2016 Minutes Mayor Daly recognized Mayor Williams who stated that he would like to serve as Chair to RAPCO. Mayor Seiler made a motion seconded by Mayor Daly to appoint Mayor Williams as Chair to RAPCO. The vote was unanimous. Motion Passed. Mayor Daly stated that we still need an alternate and for those interest to please reach out to them and let them know if they would like to be an alternate member in case Mayor Williams is unable to attend. 7. Discussion and action regarding appointment of members to the Bicycle Mobility Advisory Committee. Mayor Daly stated as mentioned above the Partnership is looking for someone for this Committee and for those interested to please contact either himself, Mayor Carpenter or Mayor Knaus of their interest. 8. Information Items. A. Report from Tri County Chamber of Commerce. No Report or information provided. B. Report from The Chamber of Commerce. Mayor Daly recognized Ms. Maggie Titterington, Chamber President who provided information on recent and upcoming chamber events including: • Wednesday, March 16, 2016, Taste of Town, Ratama Park - Selma, 5:00 p.m., 8 :00 p.m., tickets are on sale at the Chamber office until Monday 5:00 p.m. Tickets will be available at the event , $15.00 for adults, $10.00 for Seniors over 60 and children 3 to 11 years, and active military with ID. • Wednesday, March 16, 2016, Biz Ed Seminar & Networking Breakfast, Schertz Civic Center, 8:00 a.m. to 11:00 a.m. — Transforming the Customer Journey. C. Report from Randolph Air Power Community Council (RAPCO). No Report was provided. D. Report on Bicycle Mobility Advisory Committee. No Report was provided. E. Report from Metropolitan Planning Organization (MPO). 3 -10 -2016 Minutes Mayor Daly recognized Judy Gardner with MPO who stated they did a call for projects and has received 41 projects totaling over 400 million dollars; they have only 100 million dollars to program this time around. Ms. Gardner stated that the public meetings and their Technical Advisory Committee will be going over the projects for funding. She indicated that a couple of projects for this area are in good shape: FM1518 Project in Schertz, Rocket Lane in Converse, East Aviation in Universal City, and FM 2252 to FM 3009 are all in good positions for MPO funding. She stated that the Board will be taking action on these items later this month. 9. New Business. A. Presentation by President & CEO Jeffrey C. Arndt, VIA Long range planning efforts. Mayor Daly recognized CEP Jeffrey Arndt who provided a PowerPoint presentation regarding VIA: (1) Enhancing the Bus System; (2) Creating a Multi- model Network; (3) Embracing Innovative Solutions. He also provided information on the future growth needs and addressed what approaches should be taken to protect bike lanes. B. Presentation regarding the 2016 Bond at Judson ISD, Dr. Carl Montoya and Assistant Superintendent Rob Fields, III. Mayor Daly recognized Dr. Carl Montoya who provided information on the activities of Judson ISD as well as future needs and activities as the School District grows. He mentioned their upcoming May 7, 2016 Bond election. 10. Establish a Date and Time of the Next NEP Mayor's Workshop — April 7, 2016 City of Converse. Mayor Daly indicated that Mayor Suarez agreed to hose the next meeting. 11. Establish a Date and Time for the next Northeast Partnership For Economic Development Meeting — April 14, 2016. March Door Prizes — City of Converse April Door Prizes — City of Garden Ridge The City of Converse provided the door prizes for this March meeting. Mayor Daly stated that the City of Garden Ridge has the door prizes for the April 14, 2016 meeting. 12. Items of Interest by Members. Mayor Daly recognized Alex Hartman, Board Member to The Chamber who announced that Maggie Titterington was recently appointed as a Board of Director to the Alamo City Workforce. 3 -10 -2016 Minutes Mayor Daly recognized Kate Silvas with the of Converse who mentioned their 5t' Annual Converse Goes Green Day Event, Saturday, March 19, 2016, 10:00 a.m. to 2:00 p.m. Converse City Hall. Mayor Daly stated that recently Mayor Mary Dennis and incumbents of Live Oak and himself and their incumbents all recently go re- elected as there was no one that opposed them. Mayor Daly congratulated everyone. 12. Adjournment. As there was no further business, Mayor Daly adjourned the meeting at 12:44p.m. PASSED AND APPROVED on April 14, 2016.
