02-11-2016 MinutesNortheast Partnership for Economic Development Olympia Hills Golf and Conference Center 12900 Mount Olympus, Universal City, TX 78148 MINUTES OF MEETING Thursday, February 11, 2016 – 11:30 a.m. Call to Order and Establish a Quorum – A quorum was present. Mayor Daly called the meeting to order. Welcome and Introductions Mayor Daly welcomed everyone in attendance and those present stood and introduced themselves. Approval of minutes for January 7, 2016, NEP Mayor’s Workshop meeting and minutes of the January 14, 2016, NEP regular meeting. Mayor Williams made a motion seconded by Mayor Seiler to approve the minutes of the January 7, 2016 Mayor’s Workshop and the minutes of the regular meeting of January 14, 2016. The vote was unanimous. Motion Passed. Approval of the corrected Treasurer’s Report for December 2015 and approval of the Treasurer’s Report for January 2016. Mayor Seiler made a motion seconded by Mayor Dennis to approve the corrected December 2015 Treasurer’s Report and the January 2016 report. The vote was unanimous. Motion Passed. Mayor Daly moved to item 6 on the agenda. 6. Information Items. Report from Tri County Chamber of Commerce. Mayor Carpenter recognized Kevin Hadas who provided information on their upcoming events to include some of the following: February 17, 2016 – Luncheon February 23, 2016 Fund Raiser benefiting the American Cancer Society – location “Painting with a Twist” 7:00 p.m., 9:00 p.m. The Forum February 24, 2016 – Fund Raiser benefitting Be the Match, location “Painting with a Twist” 7:00 p.m. to 9:00 p.m., The Forum February 25, 2016 Chamber Networking Luncheon at Blue Bonnet Palace – the speaker will be the CEO of Ratama Mr. Hadas reminded everyone to go to their website for further information. Mayor Daly recognized Ms. Maggie Titterington, Chamber President who provided information on recent and upcoming chamber events including: February 12, 2016 – Ribbon Cutting, We-Rent-It, 18115 IH 35, Schertz, 2:00 p.m. February 15, 2016 – Toastmasters Meeting, Comfort Inn & Suites, Selma – 6:45 p.m. February 16, 2016 – Chamber Monthly Luncheon, 11:30 a.m., Schertz Civic Center – Cities of Schertz, Cibolo and Selma will present their State of the Cities Address February 18, 2016, Ribbon Cutting “Embrace Orthodontics & InSight Eye Care, 11:00 a.m., 791 FM 1103 Cibolo February 18, 2016, Chamber After Hours Mixer hosted by Fox’s Pizza & Tap Room February 25, 2016, Hyper Mixer, Tri County March 16, 2016 Taste of Town, Ratama Park, Selma, tickets are on sale. Report from Randolph Air Power Community Council (RAPCO). Mayor Daly recognized Pat O’Brien who stated they had a meeting with Mayor Dennis and Mayor Williams a lot of things are going on, specifically with the communities related to the Joint Land Use Study. A lot of work is going on to keep the flying mission here in the area. Mr. O’Brien stated that he will be handing off the Presidency to someone else as he is moving forward with other things. Mayor Daly stated that if everyone doesn’t know Mr. Pat O’Brien is now Father Pat O’Brien. Mr. O’Brien stated the Air Force Personnel Center has quarterly awards, like we have today; they have quarterly awards and usually have sponsors. He stated that they are the only agency on base that does not have someone sponsoring their annual awards which happens once a year. They are looking to us to sponsor or to sponsor with other different community groups to sponsor. He asked if the Mayors would like to have RAPCO in charge of this. Mayor Daly asked Pat for any recommendations for taking his place. Mr. Obrien stated that he has been working with Nigel Davies who is very well connected with the senior leadership at all the bases. It is his recommendations to have Nigel take his place as he has a city wide view and is very well respected Report on Bicycle Mobility Advisory Committee. Mr. O’Brien stated the he was unable to meet as it was Ash Wednesday. He stated he will also be stepping down from this Committee. He would like those to know that he has been filling two (2) seats: (1) as Bexar County Council of Cities; (2) and also for the Northeast Partnership. There are two separate entities. He stated that he will go to the meeting next month and workout how they can split this out. NEP will need to appoint someone to the Bexar County Council of Cities. He will provide more information at the next meeting if these can be separated. Mayor Daly also asked Mr. O’Brien for a suggestion of who he would like to have replace him. He also stated that we would be talking about this at the next Mayor’s Workshop meeting. Report from Metropolitan Planning Organization (MPO). Mayor Daly recognized Kevin Hadas who stated that with the projects submitted we have a lot more projects than the money to fund all the projects. At their last meeting they brought their consultant back to talk about the benefits of HOV vs. non HOV. He has a feeling that the IH 10 project and 281 projects will go toward HOV, but they haven’t voted on it yet. He stated that please if any of the Mayors have an opinion on this to please let him know. Mayor Daly recognized Judy Gardner with MPO who stated they did a call for projects and has received 41 projects totaling over 400 million dollars; they have only 100 million dollars to program this time around. Ms. Gardner provided a map and listing of the projects that were submitted along with information on upcoming public meetings. First meeting will be February 23, 2016, Morgan’s Wonderland, San Antonio at 6:00 pm., the next meeting will be February 24, 2016, at VIA Metro Center Community Room, San Antonio 6:00 p.m. She stated that you can participate online starting February 22 through March 3 at www.alamoareampo.org/yourmove. Recognition of Airman First Class Lane Rabern – Joint Base San Antonio – Randolph. Mayor Tom Daly recognized Mayor John Williams who explained the recognition program and read some of Airman First Class Rabern’s accomplishments on received the award. Mayor Williams had Airman First Class Lane Rabern join him along with Councilmember Robert Tullgren, City of Live Oak who presented Airman First Class Rabern with a host of mementos, gift certificates and other gifts in addition to community gratitude awards for his recent award recognition. Mayor Williams stated that this was our opportunity to recognize him for his service to his Country and make up for a mishap that had taken place and he was humble about it and did not make a big deal. Mayor Daly recognized Airman First Class Rabern who thanked the Northeast Partnership for hosting this event and recognizing him. He expressed his gratitude for all the surrounding cities and their relationship with Randolph. He recognized his mentor Bob Tullgren with the City of Live Oak and thanked his Randolph Leadership and his Separation Team for allowing him to go out in the community to volunteer. Airman Raburn stated that Mr. Tallgren told him something when he first met him and his father also told him that really clicked with him and that is “Service to God and County Community and others and then to yourself”. He stated that after he had heard this he knew that he was someone he wanted to look up to and from him to be his mentor. Airman Rabern again thanked everyone for the gifts and outpouring of support of all the communities. Establish a Date and Time of the Next NEP Mayor’s Workshop – March 3, 2016—City of Converse. Mayor Daly indicated that Mayor Suarez was not present but will let the members know if they will be able to host the next meeting. 9. Items of Interest by Members. Mayor Daly recognized Chief Puller from Randolph who expressed his appreciation and thanks for the out pour of recognition for Airman First Class Lane Rabern today. He stated that is was outstanding to have your local communities support your military. People all around the world especially in the United States give your children to us to make sure that we take care of them, grow, nurture them and execute our mission which is to protect and defend our Country. You supporting us and putting on this event today he cannot tell you how much it means. You have a young man who is starting his career and is seeing this from the very beginning of his career as well as other, what an impact you have made for them for the rest of the careers. Again, thank you and we appreciate everyone. Mayor Carpenter Chair of the Northeast Partnership arrived at the meeting. Mayor Carpenter apologized for his lateness as he had a previous engagement as the Trail Riders where coming through at Pickrell Park today and they were a little delayed n getting there. Mayor Carpenter recognized a member of the Chamber who stated that as community involvement and relationships continue with the Military the Chamber Military Affairs Committee has put together and event to transition military back into the civilian work world by hosting and event Wednesday, February 17, 2016 at Wayland Baptist University 8:30 a.m. to 5:00 p.m., various workshops on resume preparation, education opportunities, personal branding, communication skills etc. 8. Establish a Date and Time for the next Northeast Partnership For Economic Development Meeting – March 10, 2016. – City of Universal City. March Door Prizes – City of Converse April Door Prizes – City of Garden Ridge The City of Cibolo provided the door prizes for this January meeting. Mayor Daly stated that the City of Converse has the door prizes for the March 10th meeting. 9. Items of Interest by Members. Mayor Daly went back to this item and recognized Summer West with the San Antonio River Authority (SARA) who works specifically with their Utilities Team that manages Wastewater treatment facilities in Live Oak, Universal City and Converse, with growth they will also be servicing additional areas. She asked those to raise their hands of those that have visited a treatment facility and for those that did not she is hoping that they will join her for a tour at one of their facilities. She will stay after the meeting for those who wish to get her contact information. Mayor Seiler City of Marion stated that on March 5, 2016 the City of Marion will be having their Trade Days at Schultz Nursery and you will also be able to see the start of the new Beer Gardens. Mayor Dunn City of Cibolo stated that on February 27, 2016, at 3:00 p.m., the City of Cibolo is hosting the Miss Cibolo Scholarship Pageant at the Knights of Columbus Hall in Schertz. Mayor Pro-Tem Kevin Hadas of Selma introduced Wyatt Agee, Assistant to the City Manager who joined the City of Selma recently. 12. Adjournment.
