11-5-2015 Approved Workshop MinutesNortheast Partnership for Economic Development City of New Berlin Brietzke's General Store and Cafe 9015 FM 775 New Berlin MINUTES OF WORKSHOP NOVEMBER 5,2015,6:30 P.M. 1. Call to Order and Establish a Quorum. Mayor Carpenter called the meeting to order at 6:45 p.m. A quorum was present with the following members: Members present were: Mayor Michael Carpenter, City of Schertz Mayor Bill Seiler, City of Marion Mayor Tom Daly, City of Selma Mayor Pro -Tern Nick Milanovich, City of New Berlin Mayor Pro -Tem John McCaw, City of Garden Ridge Mayor Pro-Tern Jay Hogue, City of Cibolo Mayor Jeff Hunt, City of Santa Clara Others Present: Brenda Dennis, City Secretary, Schertz Lt. Col. Robin Baldwin, Randolph Air Force Base Monte Cox, Randolph Air Force Base 2. Introduction Mayor's present introduced themselves. 3. Old Business: 1. Alamo Area MPO Update /Issues. Mayor Tom Daly stated that Kevin Hadas has been working with the surrounding cities to have them provide him a listing of roads and projects that he can take back to MPO for consideration. 4. New Business A. Discussion regarding the nomination of a new Vice - Chairman. Members present discussed the vacancy and Mayor Daly suggested Mayor Dennis be Vice Chair, as various names were considered some encouraged Mayor Tom Daly, City of Selma to consider the position. Members present requested that an item be placed on the next agenda for nominations and appointment of a new Vice - Chairman. B. Discussion regarding the Joint Land Use Study with Randolph. Mayor Carpenter recognized Lt. Col. Robin Baldwin, Director of Community Initiatives and Monte Cox, Community Initiatives with Randolph Air Force base who provided information regarding the JBSA - Randolph Joint Land Use Study being proposed going over the Goals and objectives to include: Implementation plan guidelines, Military influence area/overlay district, JBSA- Randolph Military influence area subzones, BASH Military Influence Area Subzone, and Vertical obstruction Military influence area subzone. Lt. Col. Baldwin stated that he would like to know the top issues from the various cities. Mayor present discussed this on -going collaborative project. Lt. Col. Baldwin requested those vested Cities consider passing a resolution adopting the study. C. Items of Interest by the Member cities. Each City provided an update on their recent elections. Members also discussed the January 1, 2015 Open Carry Law that goes into effect and how each city was going to handle it. Several cities discussed that their Council Chambers were also utilized as a municipal court and therefore guns would not be allowed. They discussed the signs that must be posted as well as the Attorney General's Opinion that has been requested. D. Establish a date, time, and Location of the Next meeting. (Next up is the City of Selma to host) Mayor Daly stated that they will be happy to host the next workshop meeting and he will let us know where the meeting will be held. 7. Adjournment.
