MINUTES OF MEETING
Thursday, October 9, 2014 —11:30 a.m.
1. Call to Order and Establish a Quorum
Mayor Carpenter called the meeting to order at 11:58 A.M., and a quorum was
present.
2. Welcome and Introductions
Mayor Carpenter had first time attendees stand and introduce themselves.
3. Approval of Minutes for September 11, 2014.
Mayor Williams made a motion seconded by Mayor Jackson to approve the minutes
of the regular meeting of September 11, 2014. Motion passed.
4. Approval of the Treasurer's Report for September 2014.
Mayor Daly made a motion seconded by Mayor Jackson to approve the Treasurer's
Report for September 2014. Motion passed.
5. Information Items.
A. Report from Randolph Metrocom Chamber of Commerce. (Now
called Tri- County Chamber of Commerce.
Mayor Carpenter recognized City Manager Scott Wayman, City of Live
Oak who stated that on Friday, October 10, 2014, 7:00 a.m., Tazas Cafe
San Antonio is hosting a wine tasting; also come and learn which wine to
pair with your holiday events.
Mayor Carpenter recognized Ms. Jordan Matney, Economic Development
Director City of Live Oak who stated that the Economic Development
Corporation of the City of Live Oak will be hosting the first ever Shop
Live Oak 5K Walk/Run, November 22, 2014. This event is in support of
shopping locally, and will begin at the Live Oak Pool and Clubhouse at
7901 Shin Oak Dr. The route will travel through the neighborhoods of
Live Oak, through one of our most successful small business districts and
return to the Clubhouse. Afterward, participants can continue the fun with
a Polar Plunge in the pool to cool off! This wonderful event is sponsored
by the Live Oak Economic Development Corporation and is benefiting the
Tri- County Chamber of Commerce. To register for the event, please

City's webpage.
B. Report from Schertz Chamber of Commerce.
Mayor Carpenter recognized Schertz Chamber President Maggie
Tittering-ton who announced their golf classic was last week and was a
huge success. They will be awarding the scholarships at their November
meeting. Ms. Titterington also announced the following events:
• Saturday, October 11, 2014, 10:00 a.m. to 10:00 p.m., 2014 Cibolo
Fest, Main Street Cibolo.
• Thursday, October 23, 2014, Meet the Candidates from 6:00 p.m.
to 8:00 p.m., Schertz Civic Center.
• Friday, November 7, 2014, Hal Baldwin Golf Classic, contact the
City of Schertz for more information.
• Tuesday, November, 11, 2014, Schertz Veterans Memorial Plaza
Dedication Ceremony at 10:00 a.m., 512 Schertz Parkway.
• Saturday, November 29, 2014, the 12 Days of Chamber Christmas
Cash event kicks off.
• January 18, 2015, Selma/Schertz 5K Run, registration begins
October 15, 2014; go to the Schertz Chamber website.
• 12 Days of Chamber Games begins December 1St through
December 12, 2014. Packets for participation can be picked up the
week of November 24th at the Schertz Chamber offices. More

Mayor Carpenter stated that if anyone was interested in playing in the
November 7, 2014, Hal Baldwin Golf Scholarship Tournament he has a
few packets available today. He also stated that information on this event
can be found on the City of Schertz website.
C. Report from Economic Development Committee.
Mayor Carpenter recognized Ms. Jordan Matney, Economic Development
Director City of Live Oak who reported they had their meeting today and
had a presentation from Tom Long from the San Antonio Economic
Development Foundation. They are currently talking about next month's
meeting and that Cibolo will be at a conference and they may not be
meeting; they will get that information out. Ms. Matney also stated that if
anyone was interested in joining the group to please let her know.
D. Report from Randolph Air Power Community Council (RAPCO).
No report provided at this time.
E. Report on Bicycle Mobility Advisory Committee.
No report provided at this time.
F. Report from Metropolitan Planning Organization (MPO).
Mayor Carpenter recognized Mayor Daly with the City of Selma who
updated everyone regarding the importance of voting for Proposition 1.
He stated this is a very important issue regarding transportation for the
City of San Antonio. They have put 41 of the 200 items back on the table
for consideration. Out of the 41 there are three (3) of NEP's proposal
back on: (1) Lookout Road, (2) FM 2252 and (3) FM 1103. Mayor Daly
thanked everyone involved for writing letters and getting involved. Ms.
Maggie Titterington stated she has a short video that explains what
Proposition 1 is all about; just go to and like the Chamber on facebook and
you can access and view the video.
6. New Business
1. Presentation by Mr. Bill Phenix, Principle for Texas Capitol Group
regarding Legislative Water Issues in the State of Texas.
Mayor Carpenter introduced Mr. Phenix, and read a portion of his biography and
also stated that a copy had been provided. Mr. Phenix provided informative
information regarding what the Legislature is going to look like, where we have
been on water policies in the state and issues they will be looking at in the next
session. Mr. Phenix indicated that this will be a very big important water session.
He stated that they needed help as there are laws that are very convoluted in
dealing with water. He indicated there has been a lot of turnover in the House
over the last three cycles. He stated that this year there are 23 freshman members,
38 to 40 sophomore members and 17 junior members; that is 79 members out of
the 150 that will have less than two sessions of experience. Regarding the
leadership, there are 38 Committees in the House and 8 Chairmen will either
retire or will lose on Election Day, and most of these were in the big Committees.
Mr. Phenix stated we have lost 6 Chairmen and the Senate also has new faces.
The makeup in 2013 was 19 Republicans and 12 Democrats. This session it looks
like there will be 20 Republicans and 11 Democrats. There are 7 freshmen, 5
sophomores, and 1 junior in the Senate; that's 13 out of the 31. He stated that we
also lost 6 chairmen. Mr. Phenix stated that we have a bunch of people that are
new to the legislative process and new to a lot of the policy discussions.
Mr. Phenix continued his briefing by providing a background of the history of
Senate Bill 1, Senate Bill 2, and Senate Bill 3. He also provided background
information regarding ground and surface water laws and how they are treated
differently. He provided update information on what the Texas Water
Conservation Association has been asked to tackle regarding long term permit
problems as well as the brackish ground water problems. He provided updated
information on the fresh ground water side and that a separate committee is
working on this issue. He stated that they are our bills that will be forthcoming
and many will be involved in all the issues regarding our water crisis.
Mr. Phenix indicated that we have a lot of educating to do regarding water issues
to our members, and encouraged those in attendance to voice their concerns. Mr.
Phenix addressed questions from members present.
Mayor Carpenter moved back to the Information Items section as Mr. Pat O'Brien had arrived.
5. Information Items.
E. Report on Bicycle Mobility Advisory Committee.
Mayor Carpenter recognized Mr. Pat O'Brien, Realtor/Manager RE /MAX
who stated at last night's combined Bicycle Mobility Advisory Committee
(BMAC) and Pedestrian Mobility Advisory Committee (PMAC) meeting,
what the MPO is doing is a Regional Bicycle/Pedestrian Planning study of
those areas utilizing a mapping system where you can mark the bike routes
and anything else. What he found interesting was the major study square
at the top corner got Live Oak, cut out Randolph, cut out an area in
Converse, and got a little area in Garden Ridge; but the rest of the cities,
New Braunfels and Seguin were dropped off. He was thinking that they
can draw and mark the routes. They have two months to put this together
and he believes he can work with the cities in the northeast area so they
can expand these areas. He can bring a computer next month and start
marking the proposed routes. The map will be available on the MPO
website to look at.
7. Establish a Date and Time of the Next Mayor's Workshop — November 6, 2014 —
City Of Schertz.
Mayor Carpenter indicated that the City of Schertz was next to host the meeting.
8. Establish a Date and Time of the next Northeast Partnership for Economic
Development Meeting — November 13, 2014.
Mayor Carpenter mentioned that the next Northeast Partnership meeting will be
held November 13, 2014, Olympia Hills Golf & Conference Center.
October Door Prizes were donated by the City of Kirby.
November Door Prizes will be donated by the City of Live Oak.
9. Item of Interest by Members.
Mayor Carpenter recognized Mayor Lisa Jackson who announced the upcoming
Cibolo Fest 2014, Saturday October 11, 2014, with a host of family fun events.
She also stated that there will be an opportunity to come out and dunk the Mayor.
Mayor Carpenter recognized Mayor Mary Dennis who requested that the Mayors
discuss the following at the next Mayor's Workshop Meeting:
• Discussion regarding Panhandling
• Discussion regarding Payday Loan Lenders
• Discussion regarding BRAC — Randolph Air Force Base
Mayor Carpenter recognized Mayor Al Suarez who provided an update on the
Joint Land Use Study group that has been meeting.
10. Adjournment.
Mayor Carpenter adjourned the meeting at 12:40 p.m.
