Call to Order and Establish a Quorum — A quorum was present. Mayor Carpenter called the meeting to order. 2. Welcome and Introductions Mayor Carpenter welcomed everyone in attendance and those present stood and introduced themselves. 3. Approval of the minutes for August 4, 2016, NEP Mayor's Workshop meeting and approval of the minutes of the August 11, 2016, NEP Regular meeting. Mayor Daly made a motion seconded by Mayor Hunt to approve the minutes of the August 4, 2016 Mayor's Workshop and the minutes of the regular meeting of August 11, 2016. The vote was unanimous. Motion Passed. 4. Approval of the Treasurer's Report for August 2016. Mayor Daly made a motion seconded by Mayor Hunt to approve the Treasurer's Report for August 2016. The vote was unanimous. Motion Passed. 5. Discussion and action approving a Resolution to support the completion of a Feasibility Study for the proposed Cibolo Parkway project. (A. Dunn) As Mayor Dunn was not present, this item was not addressed and will be taken up at the next workshop meeting. 6. Discussion and action authorizing Northeast Partnership for Economic Development expenditures of support (T. Daly) (A) The Bowie Foundation 2017 Freedom Riders' Event (B) The Holiday Magic — Festival of Lights Item (B): Mayor Daly stated for the first time, in December a large carnival (about 45 days) will be taking place over at Retama. He feels the events will boost local sales in Live Oak, Selma, and Schertz who have hotels —also shopping in general and spending money in restaurants by those who attend it. This is a big economic development for us. After talking with the other mayors he feels we should put our name out there and make a donation of $5,000 for a sponsorship evening. Mayor 9 -08 -2016 Minutes Carpenter added that they thought they would also invite the various Chambers and member cities. The carnival is actually a 45 day `Christmas Village' exhibit; these events draw a lot of people. Both Mayor Carpenter and Mayor Daley support this donation proposal. Our current treasury balance is about $80,000. Mayor Carpenter moved from the chair that they authorize an expenditure of $5,000 for the event. It was seconded by Mayor Williams. The vote was unanimous. Motion Passed. Item (A): Mayor Daly stated a few months back Barbara Bowie spoke to the group about the Freedom Riders. Mayor Dennis (Live Oak) and himself (Selma) told her they would help out. The riders could start in Selma, go through Live Oak, and continue into Windcrest and Kirby. He and Mayor Dennis are recommending the NEP donate a $1,000 scholarship to the Bowie Foundation. This will likely be publicized and gain attention for our organization and respective cities. Mayor Carpenter recognized Mayor Williams who moved that they authorize an expenditure of a $1,000 scholarship for this event. It was seconded by Mayor Knaus. The vote was unanimous. Motion Passed. 7. Information Items. A. Report from Tri County Chamber of Commerce. B. Report from The Chamber. C. Report from Randolph Air Power Community Council (RAPCO). D. Report on Bicycle Mobility Advisory Committee. E. Report from Metropolitan Planning Organization (MPO). Item A: Lisa with the Tri County Chamber announced a big event in Live Oak at the new Hilton Garden and Conference Center. She passed out flyers to everyone. The event is Thursday, September 29. It is an all -day training session with a keynote speaker and three different business sessions, leadership information, sales training and more. Item B: Maggie from The Chamber stated on September 28, (6:00 -7:30 p.m.)they will have a `Meet the Candidates' event at Cibolo City Hall and in Schertz it will be at the Schertz Civic Center from 6:00 -7:30 on October 12. On September 21, they will host their monthly Biz Ed Class, `Thriving in the People Business', 8 -11:30 a.m. You can register for it online at their website. September 30 from 7:30 -9:30 a.m. is their monthly Coffee at The Chamber. Item C: No representative was present to provide a report. Item D: William Shelby spoke regarding some bike and pedestrian improvements they are working on. An example is the bike lanes /sidewalk improvements down Pat Booker 9 -08 -2016 Minutes Road in Universal City past the Greenway Trails. They are starting to try and get some more information together to share. Item E: Kevin Hadas spoke saying they decided not to fund Lone Star Rail. Austin kicked in about $15 million during the first phase. The Rail Company moved out deciding they wanted to ship instead. Now we are going back to the drawing board asking for new ideas /suggestions before they spend $10 million of your money. He said they continue to get updates on the Ozone issue. It's a real deal, it is going to come and we cannot avoid it. It will be a big issue as we go into next year. If we are not in compliance, we will pay more. Mayor Williams added that a committee (AACOG) he is on is going to do a feasibility study and this is going to have a big impact on this issue. They should have some results in a few months and they will share that information with the communities and the partnership. 8. Presentation: A. Presentation on Procuring, Contracting & Managing Professional Engineering Services; Mr. Steve Stagner, President American Council of Engineering Companies of Texas, Anne Whittington, Executive Director. I Mr. Steve Stagner spoke stating they are more of a business organization than an engineering firm. They work closely with TML and the various municipalities and counties. They help to coordinate with regulatory issues, vendors, local government officials, reporting issues, tax cap items and more. He provided a PowerPoint presentation and explained qualification processes, law requirements of a design project, bidding processes and selection of services. He also provided names of a few resources. There are different types of services; studies, consultations, and investigations. All projects are unique with different variables and risks. There is a range of engineering and construction costs. Your negotiations in a contract should always be with the goal of a `win/win' situation. Working with engineers is a two way street. He said a challenge for you is to look around and notice engineering projects that have added value to your area. Mr. Stagner answered a few questions from the audience. 9. Establish a Date and Time of the next NEP Mayor's Workshop — October 6, 2016 Cancelled due to TML Austin, next is November 3, 2016, hosted by the City of Schertz. The members agreed to cancel the October 6, 2016 workshop meeting. Therefore, the next workshop meeting will be November 3, 2016 in Schertz. 10. Establish a Date and Time of Next Northeast Partnership For Economic Development Meeting — October 13, 2016. The members agreed the next regular meeting will be October 13, 2016. 9 -08 -2016 Minutes September Door Prizes – City of Santa Clara October Door Prizes – City of Schertz City of Santa Clara provided the door prizes. For October, the City of Schertz will provide door prizes. 11. Items of Interest by Members. Items of interest were as follows: Live Oak- • September 9, Movie in the Park, September 10, Community Service Hours can be earned in a zone 6 cleanup event, tree trimming, painting, repairs, etc. • September 11, a brief ceremony in memoriam for the 911 attacks in New York at 8:30 a.m. Later there will be a tower climb for groups of ten and a relay. • September 24, Spazmatics Band will be in town. 12: 45 p.m. - Mayor Carpenter left the meeting and Mayor Daly took over. A representative from Mad Women came forward to offer a few more door prizes. She also spoke about their September 19 Golf Tournament. A representative from the Texas Workforce Commission stated if anyone has a Business Retention Program in your city and need assistance, feel free to call him. Alamo Colleges is having their Central Texas Technology Ribbon Cutting tomorrow at 10:00 a.m. in New Braunfels. Cibolo Cibolofest, October 15, 10:00 a.m. at City Hall Judson Memorial High School has their ribbon cutting tomorrow night. Selma —First Responders 911 Tribute at the Bluebonnet Palace, Sunday September 11. All the surrounding cities have been invited. Garden Ridge— October 1, The Garden Ridge Lions Club Fish Fry, BBQ, and auction at 4 p.m. Silent and Live Auction. 12. Adjournment.
