Call to Order and Establish a Quorum — A quorum was present. Proxy from Universal City for Dick Nevil, Mayor Pro -Tem. Mayor Daly called the meeting to order. 2. Welcome and Introductions Mayor Daly welcomed everyone in attendance and those present stood and introduced themselves. 3. Approval of minutes of the December 1, 2016 NEP Mayor's Workshop minutes and the December 8, 2016 NEP regular meeting minutes. Mayor Dennis made a motion seconded by Mayor Pro -Tem Nevil to approve the minutes of the December 1, 2016 NEP Mayor's Workshop and the December 8, 2016 NEP regular meeting minutes. The vote was unanimous. Motion Passed. 4. Approval of the Treasurer's Report for December 2016. Mayor Dennis made a motion seconded by Mayor Seiler to approve the treasurer's report for December 2016. The vote was unanimous. Motion Passed. 5. Consideration and /or action regarding appointing a new Treasurer as a result of the Resignation of Mayor Knaus. Mayor Dennis made a motion seconded by Mayor Knaus to appoint Mayor Seiler as the new NEP Treasurer. The vote was unanimous. Motion Passed. 6. Consideration and /or action regarding the approval of a Resolution by the Northeast Partnership for Economic Development supporting the efforts of the City of Cibolo to pursue the construction of a Thoroughfare within their City limits. Mayor Dennis made a motion seconded by Mayor Seiler to approve the Resolution by the Northeast Partnership for Economic Development supporting the efforts of the City of Cibolo to pursue the construction of a Thoroughfare within their City limits. Consideration and /or action approving an agreement with Cartwheel Communications, LLC to update the NEP website design, maintain and host the website for two (2) years. Mayor Dennis made a motion seconded by Mayor Seiler to approve the agreement with Cartwheel Communications, LLC to update the NEP website design, maintain and host the website for two (2) years. Report on Bicycle Mobility Advisory Committee. E. Report from Metropolitan Planning Organization (MPO). Item A: No report was provided. Item B: Maggie from The Chamber provided information on upcoming events mentioning the January 28, 2017, Health and Wholeness Fair, 11:00 to 3:00 p.m., Schertz Civic Center, free to public, will have over 85 vendors participating, go to the Chamber website for more information. January 25, 2017, Biz Ed Seminar & Breakfast — "Is your Business NFL Worthy ?" 7:30 a.m., featuring Mike Weddington, President & CEO, MW Consulting Group former Green Bay Packer, Crosspoint, Fellowship Church. More information on this event please go to the Chamber website. Item C: No report was provided. Item D: Mayor Daly stated that Mr. Shelby was not present but that he did provide him with a packet and Ms. Dennis will make copies and forward it out to the Mayors. Item E: Representative Geiger reported that their packets for Bicycle & Pedestrian funded projects are out and are due back next Tuesday. She stated that they have a joint Bicycle and Advisory meeting scheduled next month to provide input on the projects that have been proposed. There is also a workshop scheduled with the Austin MPO and Alamo MPO regarding connectivity for the entire region, (information was provided on their tables) for more upcoming events. 9. Establish a Date and Time of the next NEP Mayor's Workshop — February 2, 2017 - City of Converse to host. Brenda Dennis stated that she would contact Mayor Suarez to confirm. 10. Establish a Date and Time of Next Northeast Partnership For Economic Development Meeting — February 9, 2017. January Door Prizes — City of Cibolo February Door Prizes — City of Converse 1 -12 -2017 Minutes The City Cibolo provided the door prizes for this meeting. For February, the City of Converse will provide door prizes for February. 11. Items of Interest by Members. Mayor Daly recognized Councilmember Polasek City of Selma mentioned an invitation to the ATC Extravaganza on the 23rd of January. This is an exciting event for the Command, he recommends those to attend showing support for the base, they are looking for $1200 to support this event and he is throwing this out there to the NEP to see if there is interest in participating. Mayor Dennis asked when the base needed this. Councilmember Polasek stated that the event is the 23rd. Mayor Daly asked if this was discussed at the last NEP Mayor's meeting, City Secretary Brenda Dennis answered that no this was not brought up. Mayor Daly stated that we can take a vote to see if the members approve the contribution of $1200 to the base for support of this event. Mayor Daly recognized Mayor Dennis who moved, seconded by Mayor Daly. The vote was unanimous. Motion Passed. Mayor Daly recognized Representative Robinson with Judge Wolff s office who encouraged everyone to participate in the MLK March on Monday. Mayor Daly stated that we have the Freedom Riders event that is going to start on Saturday in Selma with the bus ride and that on Monday is the city wide City of San Antonio MLK Marsh. Second Representative Robinson provided upcoming information regarding the 300 year Tri- Centennial Celebration in San Antonio and encouraged those cities in Bexar County to also participate. Mayor Daly recognized a representative present from Senator Jose Menendez office stated that the 85th Legislation Session has begun and that many cities have issues regarding some of the proposals and to make sure that that contact their office. Mayor Daly recognized City Manager Monique Vernon, City of Kirby who stated that this Saturday is the MLK Parade and Festival in Kirby, the NEP Partnership cities have been invited to attend. Bus rides begin at 8:00 a.m., City of Selma around through the partnership cities up to Kirby middle school, the festival is in the park. Mayor Daly recognized Liane Garrett with Randolph Metrocom Rotary who publically thanked Elaine and Kevin Mayfield with Fox Pizza, Schertz who did an outstanding job last night at their Randolph Metrocom mixer. They doubled the attendance, arranged the gifts, and also a big thank you to Debbie John with Bluebonnet Palace and Jan Hanie with Schertz Bank and Trust for assisting in the success of the event. Mayor Daly recognized Col. Bliss with Randolph Air Force Base that stated that today at the base they had a near miss with a small drone that was flying two miles off their runway. He requested that possibly the cities could educate their residents regarding that there is an active military presence and that individuals flying drowns need to contact and 1 -12 -2017 Minutes make the base aware as a hobby operator. Col. Bliss will be contacting the City Managers with more details. Mayor Daly recognized Mayor Seiler, City of Marion who stated that tomorrow at 3:00 p.m. they have their grand opening of their newest subdivision, Woods of St. Clare information on the event has been provided on your tables. Mayor Daly thanked Kevin Wayland who stated that they had their holiday carnival at Ratama Park, it was very successful event and again the Freedom Rider event this weekend, please plan on attending. Mayor Daly recognized Mayor Pro -Tem Nevil City of Universal City who stated that this Saturday, 11:00 to 4:00 p.m. grand opening of their new Library. 12. Adjournment.
