Call to Order and Establish a Quorum — A quorum was present. Mayor Carpenter called the meeting to order. Alderwoman Wolfe provided the proxy for Milanovich. 2. Welcome and Introductions Mayor Carpenter welcomed everyone in attendance and those present stood and introduced themselves. 3. Approval of minutes of February 2, 2017 NEP Mayor's Workshop and the minutes of the February 9, 2017 Regular meeting. Mayor Dennis moved seconded by Mayor Dunn to approve the minutes of the February 2, 2017 NEP Mayor's Workshop and the February 9, 2017 NEP regular meeting minutes. The vote was unanimous. Motion Passed. 4. Approval of the Treasurer's Report for February 2017. Mayor Daly made a motion seconded by Mayor Dennis to approve the treasurer's report for February 2017. The vote was unanimous. Motion Passed. 5. Update regarding the 85th Texas Legislation session. Representative Gonzales provided an update on the information regarding the 85th Legislative Session proposed bills and what is going on in the Capital. Ms. Gonzales addressed questions from the group. 6. Information Items. A. Report from Tri County Chamber of Commerce. B. Report from The Chamber. C. Report from Randolph Air Power Community Council (RAPCO). D. Report on Bicycle Mobility Advisory Committee. E. Report from Metropolitan Planning Organization (MPO). Item A: Ms. Reynolds announced she was the new Chair of the Tri County Chamber of Commerce. Tuesday, April luncheon, Club of Garden Ridge 11:30 a.m. to 1:00 p.m. 3 -9 -2017 Minutes They are continuing with their theme, which is `Climbing to New Heights'. Reminder their luncheons are the second Tuesday of every month (11:30 a.m. -1:00 p.m.) at the Club at Garden Ridge. Thursday, April 23, 2017 — Monthly Mixer — Urban Bricks Pizza, 8000 Pat Booker in Live Oak. She reminded everyone that the 4th Thursdays are their mixers, so put this into your calendars. Item B: Maggie Titterington from The Chamber provided information on some upcoming events mentioning their website which has more detailed data. • The Taste — Ratama Park, Selma 5:00 to 8:00 p.m., was a great event. She thanked all those that came out and supported the event. 1320 people showed up, thanks to the Mayors /Council who showed up to help judge. As a side not, Jay Hogue with the City of Cibolo had thrown down a challenge to the taste judges that since they were getting in free and tasting the food, they should donate some money to go to nonprofits of the chamber. $535 was donated; this will be split up between the cities three ways and have chosen Research for Women — City of Selma, Schertz Area Senior Center, - City of Schertz, and Miss Cibolo Pageant — City of Cibolo. • Chamber luncheon the 3rd Tuesday of the month, and next up is the State of Education, Dr. Greg Gibson, SCUCISD, and Dr. Garcia, Northeast Lake View College. • Last Friday of the month is their coffee with The Chamber, 7:30 to 9:30 a.m. at the Chamber offices. You do not have to be a member to attend. Item C: Nigel Davies pointed out three things 1) April 17, 2017, JBSA meeting and for those that received an invitation he encouraged them to attend; 2) March 25, 2017 Junior ROTC Drill Team competition — 3 local high schools will be participating in the drill team event; 3) March 31, 2017 — 44th Annual Freedom Flyer Reunion honors event, if you have been invited please come out and support the event. Item D: Mayor Williams with the City of Universal City stated that William Shelby is not here but he has some statistics and he will send them out to Brenda to distribute to the group. Item E: No report was provided. 7. Establish a Date and Time of the next NEP Mayor's Workshop — April 6, 2017 — City of Garden Ridge to Host. City of Garden Ridge confirmed. 8. Establish a Date and Time of Next Northeast Partnership for Economic Development Meeting — March 13, 2017. March Door Prizes — City of Garden Ridge April Door Prizes — City of Kirby 3 -9 -2017 Minutes The City Garden Ridge provided the door prizes for this meeting. For April, the City of Kirby will provide door prizes for April. Mayor Carpenter stated that NEP has a bus rented for Tuesday, anyone wishing to go to Austin, if for no other reason to witness the raw political work that is being done, if you wish to go, please see Brenda, we will get you on the list to ride to Austin. Mayor Carpenter thanked Councilwomen Barbara Bowie for recognizing this organizations participation in the Freedom Riders event that was held over the Martin Luther Weekend. Mayor Carpenter thanked her and congratulated her on a great event. Mayor Carpenter also thanked her for serving on the Kirby Council. House Bill 15 reads "if the governing body of a taxing unit adopts a tax rate that exceeds the taxing unit roll back rate, the registered voters of the taxing unit at an election held for that purpose must determine whether the adopted tax rate is a mandatory election." This is the House version of SB 2. 9. Items of Interest by Members. Mayor Dennis stated that during our trip to Austin we need to have and bring your uniformed Police and Firefighters, this would be much appreciated. Because they are the largest item on our budgets we think and know they would be most affected by any cutbacks. So, if you can bring as many as you can, from your Police and Fire Department that would be greatly appreciated. The bus is leaving at 6:00 a.m., City of Live Oak; there is a parking lot next door to their City Hall offices - South end of the Council Chambers parking lot. Someone will be there to greet you. Regarding RAPCO, we agreed as a body to help a service person, and we are not doing that. Let's talk about this, and we need to talk about this and get on board with this program. Mayor Dennis thanked Ms. Gonzales for the update. It is a very interesting time at the Capital and we need everyone there is Austin on Tuesday, if nothing else the will be able to see the chambers jammed packed with City officials saying do not do this, and it really makes a difference. Please send someone if you cannot make it. Ms. Gonzales stated that she wanted to remind the Mayors that Senator Uresti has a ribbon cutting for his District Office, Saturday 10:00 a.m., San Antonio office. He has been very supportive of the Mayors and will also be doing a Resolution for the NEP Group for Tuesday that will be read on the floor recognizing this group. Representative of AACOG spoke stating that they will be leading the JLUS Land Use Study for Lackland Air Force Base, we are looking for municipalities that will support a page or 1/2 page of the Defense Publication which tracks issues around air force bases, anyone interested in supporting us, and he will leave the applications on the table. Also spoke on an MPO issue that touches the quad city area, which has to do with the 3 -9 -2017 Minutes expansion of 1604. The Alamo area MPO and the County RMA have brought up the engineering and design phase for 1604 expansion, which will take it from Bandera to 35, including direct connectors at I 10. This project is an 850,000,000 project and funding for this is being finalized by April. This project has been fast tracking and could become reality in the next five years. The idea is to take the center grassy medium along 1604 and put managed lanes. Again that would take it from 35 to Bandera, so it is definitely a big major project that will impact this area. City Manager Scott Wayman, City of Live Oak provided two (2) ribbon cutting events that are upcoming 1) Raising Canes, they were there this morning — March 21, 2017 at 9:00 a.m., 2) March 25, 2017, Urban Bricks Pizza, 12:00 to 6:00 p.m., free pizza and beer tasting. Mayor Pro -Tern John McCaw, Garden Ridge stated that Saturday, April 11, 2017 - 8:00 a.m. to 1:00 p.m., Woman's Garage Sale, Garden Ridge Community Center; April 15, 2017, Garden Ridge Police Academy Annual Car show, crafts, food and music — and it's free — 8:00 a.m., to 4:00 p.m. City Manager Monique Vernon, City of Garden Ridge, maybe you read the Northeast Herald correction that the Mayor of Kirby Timothy Wilson resigned so his last meeting is tonight followed by a reception in his honor. If you are available to attend, please do so. AACOG representative stated that in additions to their upcoming road show, please come out and on March 16, also on March 22, 2017 AACOG Board Room, they will be hosting a corridor preservation workshop from 1:00 to 4:00 p.m., put on by TxDOT. An email will be sent out to all Mayor's and city staff this afternoon. 10. Adjournment.
