MINUTES OF MEETING
Thursday, April 13, 2017 — 11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Mayor Carpenter called the meeting to order at 12:00 p.m. A quorum was present.
Mayor Pro -Tem Neville was the proxy for Universal City.
2. Welcome and Introductions
Mayor Carpenter welcomed everyone in attendance and those present stood and
introduced themselves.
3. Approval of minutes of the regular meeting of March 9, 2017
Mayor Dennis moved seconded by Mayor Daly to approve the minutes of the March 9,
2017 regular meeting. The vote was unanimous. Motion Passed.
4. Approval of the Treasurer's Report for March 2017.
Mayor Pro-Tern Neville made a motion seconded by Mayor Daly to approve the
treasurer's report for March 2017. The vote was unanimous. Motion Passed.
5. Update regarding the 85' Texas Legislation session.
Mayor Carpenter and Mayor Dennis provided an update regarding the legislative
session. Mayor Dennis stated that there are a lot of bad bills, over 7000 bills have been
filed, the last day to file has come and gone. If you have relationships with your House
Members she is requesting that you call them and encourage them to vote for cities and
not against them. Mayor Dennis stated that as soon as the revenue cap bills are set she
will let Brenda know so she can send out the information, she again encouraged the
elected officials to attend as well as bring as many police and fire officials with you as
well. She stated it did make an impression last time even though it didn't go our way.
Question was raised if HB 15 was coming up. Mayor Dennis stated that they are waiting
for SB2 and when the hearing is coming up to the House.
Mayor Carpenter recognized City Administrator Scott Wayman with the City of Live
Oak who stated that he comes from a farm but there is a new Senate Bill out that
prohibits city's from being able to not let someone have chickens within their city. He
stated that he is fine with it, he just needs to know in August when they don't clean their

chicken coups, who do we call. Mayor Carpenter stated that given your question is
around chicken excrement then maybe we should refer them to the Senate Finance
Committee. Mr. Wayman stated that the chicken bill went clear through with no
opposition, so their set for it to go into law September 1.

Item A: Ms. Amy Reynolds announced the following upcoming events:
• April 27, Mixer /Grand opening, Chicago Title — Schertz — Chicago style event
• May 9, Luncheon, Hilton Garden — Live Oak
• May 16, TCP Golf Tournament — will be able to play Oaks Golf Course, $150 /per
player or $550 for foursome — registration is available on their website.
Item B: Maggie Titterington from The Chamber provided information on some upcoming
events mentioning their website which has more detailed data.
• April 28, Coffee with the Chamber, hosted by HEB 3009 Restaurant
• June 24, Home Living Showcase, 10:00 to 2:00 Schertz Civic Center
• October 27 — 29th Skylight Balloon Festival, River City Community Church, Main
Sponsor is RE/Max of Texas, Thanks to Selma, Schertz and Cibolo for assisting in
pulling this event off. More information to follow as we get closer to the event but
you can go to skylightballonfest.com, as information is being updated there.
Item C: Nigel Davies, stated that on the 25th March the JROTC Drill competition was
held— three schools in the local area participated. Steel High School came out on top.
• Tuesday, April 19, Pre - Fiesta celebrations at the Clark House —Randolph Air Force
Base.
Item D: Mayor Pro -Tem Neville stated that Mr. Shelby wanted everyone to know that
during National Bike Month, they will be hosting a Walk N Roll event, May 12th — Main
Plaza, San Antonio, event begins at 8:00 am.
Item E: Mayor Pro-Tern Neville stated that the MPO will soon begin development of the
short-range transportation Improvements Program (TIP) that will list projects to be funded
over the next four fiscal years. The MPO will issue an agency call for STP -MM funded
projects for inclusion in the FY 2019 -2022 TIP.
Mayor Carpenter recognized Mayor Pro -Tem Kevin Hadas who said he wanted to say
Happy Easter and he stated that the MPO this year has a fiesta medal, you will need to
watch a five - minute video, and their focus is pedestrian safety. Hope to have the vote in
May for the Cibolo annexation project.

7. Establish a Date and Time of the next NEP Mayor's Workshop — May 4, 2017 — City
of Converse to Host.
City of Converse confirmed.
8. Establish a Date and Time of Next Northeast Partnership for Economic
Development Meeting — April 11, 2017.
April Door Prizes — City of Kirby
May Door Prizes — City of Live Oak
The City Kirby provided the door prizes for this meeting. For May, the City of Live Oak
will provide door prizes.
9. Items of Interest by Members.
Mayor Carpenter provided an update on the hearing that was before the Texas Commission
on Environmental Quality (TCEQ) yesterday. He stated that he and Mayor Keil from
Seguin testified yesterday against the proposed Post Oak Clean Green Landfill project that
could potentially ruin the Carrizo /Wilcox aquifer water source. Pretty quickly within their
deliberations they said in pretty straight forward language they don't think that today they
should consider approving this, but rather or not they should deny, because the
administrative rules say when you submit your application you have to have proof that
either the Railroad Commission or you or some other entity has plugged and capped all the
oil and gas wells that would be below your landfill, they didn't do that. It is still not done
today. On this basis TCEQ decided to remand their application back to the Administrative
Law Judges to review four items: 1. Several abandoned oil wells within the site had not
been plugged, and they should have been plugged even before the application was
accepted, much less a permit issued. 2. The danger of possible bird - strikes by Air Force
training jets flying out of the Randolph Auxiliary Airfield has to be further assessed and
clarified. 3. Since most of the groundwater level measurements around the site were taken
during a long -term drought, new groundwater level measurements must be taken. 4. Hours
of operation need to be determined. They also gave the Administrative Law Judges the
ability of placing a time limit on Post Oak Clean Green Landfill to get their act together. It
is hopeful that a time limit of a year will be set. That's the good news, the bad news is that
the Schertz- Seguin Local Government Corporation will also have that time and expense to
stay on top of this. Lastly, a letter was read by Representative Kuempel office opposing
this landfill, as well as a letter from Senator Zaffirini office of opposition.
Mayor Carpenter recognized Mayor Daly who stated that have a groundbreaking event
happening on Tuesday, at 11:00 a.m. of the Ben E Keith facility. Mayor Daly recognized
Mayor Pro -Tern Hadas who stated that Judson ISD has a bond proposal coming up in May
and hopes those support it.
Mayor Carpenter recognized City Administrator Scott Wayman with the City if Live Oak
who provided the following information on their upcoming events:

Mayor Carpenter recognized John Quintanilla, City of Converse who announced that on
May 4, 2017, 9:00 a.m., Converse City Park Pavilion, they will be holding "For Your Great
Name's Sake" National Day of Prayer event.
Mayor Carpenter recognized Mayor Knaus and thanked her on behalf of the Northeast
Partnership for Economic Development as serving as Treasurer, Mayor Carpenter
presented Mayor Knaus a $100 gift card on behalf of NEP in gratitude for her service. He
also thanked her and the City of Garden Ridge as a partner with NEP. Mayor Knaus
thanked everyone and introduced Mayor Elect Larry Thompson. She stated that Larry is
going to do a great job for the City of Garden Ridge.
Mayor Knaus recognized Mayor Elect Larry Thompson who provided information on the
upcoming car show, Saturday, May 15, 2017, Garden Ridge City Hall complex, event
begins at 8:00 a.m. to 4:00 p.m. All sorts of crafts, and events for the kids.
Mayor Carpenter recognized Councilmember Barbara Bowie with the City of Kirby who
announced their upcoming Kirby Fireman's Hobo Fest, May 5 through 7th Kirby
Friendship Park. Event includes food, a carnival, car show, vendors, live music, free dance
featuring Allen Torans & The Misty Blue on Friday and Saturday Darrel McCall, a BBQ
cook -off and much more.
Mayor Carpenter recognized Ms. Liane Garrett, representing the Rotary Club who thanked
Mayor Carpenter for coming out last week where they recognized the Volunteer of the
quarter. We recognized Mr. Dean Weirtz with the Schertz Historical Preservation
Commission. She stated that they do this quarterly and they are always looking for
volunteers to get involved. If any city has a volunteer they would like to recognize just
email her the information.
Mayor Carpenter recognized Mayor Dennis, City of Live Oak who also pointed out the
information on the Judson ISD Bond, stating that this is very important to voice your
opinion.
Mayor Carpenter recognized Mayor Hunt, City of City of Santa Clare who did a lead in for
Mayor Seiler, City of Marion regarding their 3 Man Steer Mugging event tomorrow.
Mayor Seiler stated that their 7th Annual Bulls and Pulls event and tomorrow is the IBCA
Sanction Cookoff. Tomorrow is the cookoff, team roping is tomorrow at 8:00 and free
Country Music, by Outlaw Country. Saturday is Tri- County Antique Pull, which is also
another sanction event, 3 Man Steer Mugging which is what Mayor Hunt referred to, the
Sale Barn and the real bull riding event begins at 7:00 p.m. Saturday night dance and live
music will feature Client Taft & the Buck Wild Band.

As there was no further business, Mayor Carpenter adjourned the meeting at 12:37 p.m.
