Call to Order and Establish a Quorum — A quorum was present. Mayor Pro -Tern Hadas called the meeting to order at 12:00 p.m. A quorum was present. Mayor Pro -Tem Hadas was provided the proxy from Mayor Daly, City of Selma. 2. Welcome and Introductions Mayor Pro-Tern Hadas welcomed everyone in attendance and those present stood and introduced themselves. 3. Approval of minutes of the workshop meeting of May 4, 2017 and the minutes of the regular meeting of May 11, 2017. Mayor Dennis moved seconded by Mayor Williams to approve the minutes of the May 4, 2017 workshop meeting and the minutes of the regular meeting of May 11, 2017. The vote was unanimous. Motion Passed. 4. Presentation from AACOG regarding TXServes. (Tim Trevino /Annie Erickson) Mayor Pro-Tern Hadas recognized Ms. Erickson AACOG Director who provided information regarding TXServes, a San Antonio program. TXServes will quickly navigate veterans, service members, and military families to the right services, resources, and care. It identifies appropriate services for clients from providers than can actually meet those needs. They ensure a positive connection between the client and providers and confirms that the clients' needs are addressed. AACOG is the coordination center; provider enrollment link: https : / /www.uniteus.com/traininfz . 888 - SA4Vets or Ms. Erickson's contact number is 210- 362 -5240. 5. Wrap -up regarding the 8511 Texas Legislature. (Catarina Gonzales) Mayor Pro-Tern Hadas recognized Ms. Gonzales who updated the group on the results of the legislature regarding the following bills: SB 2 — did not pass. Also, the property tax transparency provisions that Rep. Bonnen added to SB 669 did not pass. Note: she thinks this could return if a special session is called by the governor. SB 715 — annexation bill — did not pass due to filibuster by Senator Menendez. 6 -8 -2017 Minutes SB 1004 – small cell deployment. Did pass —the house version. She will provide a more detailed analysis later. Still limits the fees you can collect for right of ways. She thinks TML will be consulting with cities as to whether they should sue or not because the constitution says you should get fair market value for use of right of ways. HB 100 – did pass. Pre -empts city ordinances for companies like Uber and Lyft. They are back in Austin and Lyft came back to Houston. SB 4 – did pass – very bad for cities (ref, civil liability for elected officials). Several cities are already suing (San Antonio, Austin, El Paso County, Maverick County). SB 1248 – did pass – limits city authority over manufactured homes in designated manufactured home parks but does not limit zoning of such homes. HB 1111– did pass. Allows general law cities to regulate sex offender residency. SB 1440 – did pass – allows city officials to attend candidate forums without triggering open meetings posting rules. SB 1620 – the chicken bill failed. SB 451– did not pass. Would have pre - empted cities on short term property rentals. SB 88/HB 808 – did not pass – would have banned red light cameras. SB 103 – would have banned city plastic bag ordinances – did not pass. SB 1172 – amendment to preempt most city ordinances failed. Would have affected situations where permitting is required on certain businesses (i.e., sex shops). Ms. Gonzales stated that there is usually a 20% passage of bills. So, like for 6,000 bills, that would mean about 1,200 -1,500 bills would pass during the session. So far only 824 bills have passed, which is historically very low. The governor just announced the special session of the Texas Legislature to commence on July 18th. They have 30 days for this session, 20 subjects in 30 days. She has heard a lot of discussion that the House is not wanting to do this. They could if they wanted to come take up the sunset, pass that and adjourn. Then of course the Governor can call them back. They do not have to take the whole 30 days, but 30 days is the maximum. The first item is to address sunset legislation. Once sunset passes, the governor intends to add 19 items to the call. There are several that affect local governments. Key items affecting local governments: 1. Property tax reform - SB 2 with a rollback provision or "pass a better law ". 2. Preempt tree ordinances. 3. Preventing local governments from changing the rules through a construction project. 4. Permitting requirements that drive up costs. 5. Annexation reform which the governor called piracy by government. 6. Preempting city and county regulations of mobile devices in vehicles. 7. Bathroom bill. 8. Prohibiting local governments from collecting union dues. 9. Prohibit local governments from giving taxpayer money to abortion providers. 6 -8 -2017 Minutes The information is still developing. Ms. Gonzales addressed questions from the group. 6. Item E: Mayor Pro -Tem Hadas stated the MPO meeting went well; congratulations City of Cibolo Mayor Dunn and City Manager Herrera on getting the wording changed and separating it from the public toll and their road added to the long -term projects. New call for projects is coming out around the January planning period for 120 M; when he receives the information he will make sure he shares it with the group. 7. Establish a Date and Time of the next NEP Mayor's Workshop — August 3, 2017 — City of Marion to host. (July meeting cancelled) The City of Marion will host the August 3, 2017 NEP Mayors workshop meeting. 8. Establish a Date and Time of Next Northeast Partnership for Economic Development Meeting — August 10, 2017. (The July meeting has been Cancelled) Jame Door Prizes — City of New Berlin August Door Prizes — City of Marion The City of New Berlin provided the door prizes for this meeting. Mayor Pro -Tern Hadas stated that he was in Converse the other day at a meeting and they had a break and he contacted Mayor Suarez and asked him where a good place to eat lunch would be; the Mayor sent him to Rocket's Feed over off Schaefer Road. Great place. Mayor Pro -Tem Hadas recognized Jackie Jackson, City of Kirby who stated that Workforce Solutions has a Summer Youth Intern Program, ages 16 -24. She has left flyers on each table, but a contact is Ken Coates, with Workforce Solutions; telephone number 210 - 213 -1589. This program pays for all of the fees associated with an intern at no cost to a particular business that wishes to hire an intern for the summer. Mayor Pro -Tem Hadas recognized Mayor John Williams, City of Universal City who stated that on Saturday, June 10, 2017 Splashfest will be held from 3:00 p.m. to 7:00 p.m. Universal City Park. Movies in the Park — featuring Moana, 7:00 p.m. to 11:00 p.m. also at Universal City Park.
