11-2-2017Northeast Partnership for Economic Development City of Schertz Administrative Building #2 1400 Schertz Parkway Schertz Texas 78154 MINUTES OF WORKSHOP NOVEMBER 2, 2017 I. Call to Order and Establish a Quorum. Mayor Carpenter called the workshop to order at 6:35 PM. Members present were: Mayor Michael Carpenter, Schertz Mayor Larry Thompson, Garden Ridge Mayor Mary Dennis, City of Live Oak Mayor Nick Milanovich, New Berlin Mayor Jeff Hunt, Santa Clara Mayor Williams, Universal City Mayor Tom Daly, Selma Others Present: Brenda Dennis, City Secretary (Schertz) II. Introduction Mayor Carpenter welcomed everyone who was present. III. NEW BUSINESS: 1. Discussion regarding the Quarterly recognition program with Joint Base San Antonio — Randolph. Mayor Carpenter recognized Mayor Dennis who inquired about the program and stated if NEP is going to participate then we need to, if not she is good either way. She understands there have been many changes to the Joint Base Command leaders and is unsure who the contacts would be. Mayor Williams stated that he had met with a couple of Chiefs and they were going to put this program together again. About six months ago the Chiefs have not pursued the program and it not sure to the reason. Mayor Williams indicated that they could resurrect the program again and maybe Live Oak Councilmember Bob Tullgren could assist as he was the one that contacted us before. Mayor Williams stated that he would be willing to assist Bob and be the liaison. Mayor Daly indicated that a recognition once a year might be better. Mayor Williams stated that if we could ask the Base organization to come up with a nominee for their top enlisted person of the year, an Airman, NCO and Senior NCO, top 3 nominees for the year, then we could choose from those and it would be out of their hands. NEP would be the ones to make the choice - this would work very well. Mayor Thompson with City of Garden Ridge was updated about the previous program from Mayor Williams. Mayors present agreed to have the program and have it once a year. Mayor Dennis stated that she would get with Councilmember Tullgren, Mayor Williams also stated that he would get in touch with him. An update will be provided at the January meeting. 2. Discussion regarding possible sponsorship for the upcoming MLK, Freedom Riders Event. Mayors present discussed this in length and concluded that they would decline to participate this year. If individual cities wanted to participate they could contact Ms. Bowie. IV. Items of Interest by Member Cities. Mayor Carpenter recognized Mayor Dennis who brought up discussion regarding the most recent hurricane and the need to have our own Mutual Agreement for Emergency Management System with NEP cities. Mayor Dennis indicated that they recently turned their Emergency management operations to one of their Police Officers after their Emergency Management Supervisor retired. Mayor Carpenter indicated that the City of Schertz has a formalized Operations Center that we stood up during the most recent hurricane event Mayor Carpenter indicated that in our Fire Station 1 we have televisions set up all around the room, communication devices and all departments are there in the room when it has been activated. Mayor Thompson stated that he has past experience as he did emergency management. When he got into government and started asking questions he found out the City of Garden Ridge relies on the County. He stated he will be getting with department heads to find out what the city has and what they should have, how they should connect with the county, state and federal agencies. He stated he is very interested in mutual aid and cooperative agreements. Mayors present discussed and agreed that this should be the primary goal for 2018, in listing all of the Emergency Operations assets that the member cities have as well as primary points of contact for each city. They also discussed including Randolph Air Force Base in this as well. V. Establish a Date, Time, & Location of Next Meeting. (Next up is City of Selma to host for December 7, 2017. Mayors present discussed not having meeting in December and requested and item be placed on the regular agenda to cancel. VII. Review and discussion .regarding the Agenda for November 9, 2017, regular meeting. Mayors present requested that an item be added to the agenda to cancel the December NEP Mayors Workshop Meeting and Regular Meeting. VIII. Adjournment.
