01-11-2018 MinutesNortheast Partnership for Economic Development Olympia Hills Golf and Conference Center 12900 Mount Olympus, Universal City, TX 78148 MINUTES OF MEETING Thursday, January 11, 2018 — 11:30 a.m. 1. Call to Order and Establish a Quorum — A quorum was present. Mayor Carpenter called the meeting to order. 2. Welcome and Introductions Mayor Carpenter welcomed everyone in attendance and those present stood and introduced themselves. 3. Approval of the November 2, 2017 NEP Mayor's Workshop. Mayor Seiler made a motion seconded by Mayor Dennis to approve the minutes of the November 2, 2017 NEP Mayor's Workshop. The vote was unanimous. Motion Passed. 4. Approval of the Current Treasurer's Reports for NEP. Mayor Seiler stated the report it was pretty straightforward. Next month will reflect the payments of member annual dues. If you are wanting to join as an associate member please come see him to get an application to complete. He knows he got all the cities, but he did not get all the associate members as he had some computer file issues. Mayor Dennis made a motion seconded by Councilmember Cimics to approve the Treasurers report as presented. The vote was unanimous. Motion Passed. 5. Consideration and /or action regarding NEP Sponsorship in the amount of $1,500 toward the Randolph Airforce Base Personnel Center Recognition program. After a brief discussion of the amount to contribute, Mayor Carpenter made a motion from the Chair to approve a Northeast Partnership sponsorship in the amount of $2,000 toward the Randolph Airforce Base Personnel Center Recognition program. Mayor Seiler seconded the motion. The vote was unanimous. Motion Passed. 6. Presentation by the U.S. Census Bureau - Update regarding Census Addresses Operation that will begin next month, and an overview of the data and tools available for local government. (James Castagneri /Lacey Loftin) Note: While the presenters were setting up, Mayor Carpenter thanked any visitors that were in attendance today and stated they were welcome anytime to join the meetings. 01 -11 -2018 Minutes Item A< Mr. Daniel Kearns from the Tri- County Chamber reminded members they have their luncheons the second Tuesday of each month and the mixers on the fourth Thursday of every month. If anyone ever has any questions about the Tri County Chamber, please let him know. Item B: Ms. Maggie Titterington from The Chamber provided information regarding their Business Directory which is mailed to over 23,000 recipients in the surrounding areas outside of Schertz, Cibolo and Selma. She thanked the three cities for their hard work on their inserts. She provided additional info on some upcoming events. Mayor Carpenter returned to item 6 of the agenda. 6. Presentation by the U.S. Census Bureau - Update regarding Census Addresses Operation that will begin next month, and an overview of the data and tools available for local government. (James Castagneri /Lacey Loftin) Mr. Castagneri and Ms. Loftin introduced themselves. They spoke about the local updated census addresses as well as the 2020 program and what it is about. If you have any questions, please let them know. In two years they will be doing another census on the actual population count. The census is done every 10 years. This information is used to proportion the seats in the House of Representatives, drawing congressional districts and for federal fund allocations (over $6 billion). It is also used for planning decisions at local, state and tribal levels (transportation, health, long range planning for school). Ms. Loftin provided some history on when the census first started and how it has grown to what it is today and what the processes are to obtain and organize the needed data. Mr. Castagneri stated the local updated census is a process designed to allow local governments an opportunity to review the addresses they have for their government areas and actually make corrections. They brought forms along today if any government entity wants to sign up that hasn't already done so. It is mandatory that they do this but optional for you to participate, but it is hoped you all will choose to participate. In the 2020 census you should get a more accurate headcount. If you don't sign up for this census, the next opportunity will not occur until 2029. They provided a website everyone could go to for more information and also to sign up. They also left their contact information and answered questions from the attendees. 01 -11 -2018 Minutes Item C: Representative Nigel Davis had already left the meeting —no report given. Item D: No representative was present to provide a report. Item E: Representative Kevin Hadas stated now is the time to contact them; don't wait until you are putting in a private toll road to give them a call! Let them advocate for you, that is what is here for. Also, the air quality control stuff with the federal government is on hold right now. Other than that, they did not have a whole lot of action. Mayor Carpenter introduced Commissioner Calvert to everyone. 8. Establish a Date and Time of the next NEP Mayor's Workshop – Universal City to host. (February 1, 2018) 9. Establish a Date and Time of Next Northeast Partnership For Economic Development Meeting – February 8, 2018. January Door Prizes — City of Selma February Door Prizes — City of Universal City The City of Selma provided the door prizes for this meeting. 10. Items of Interest by Members. Cibolo Mayor Stosh Boyle, the newly elected mayor, stated he is glad to be a part of the group and meeting the various neighboring representatives. He has lived here all his life and watched as the various areas have grown through the years. Members of each city made various announcements of events and items of interest regarding their cities including public events, new businesses opening, etc. Mayor Carpenter also spoke about TML and the importance of working together with them regarding future legislative proposed changes. 11.
